President-elect Joe Biden has tapped former Secretary of State John Kerry as a special presidential envoy for climate, the Biden-Harris transition said Monday. Kerry will sit on the National Security Council, marking the first time the NSC will include an official dedicated to the issue, the transition said. Kerry’s was one of several names released by Biden’s team on Monday, along with secretary of state nominee Antony Blinken and nominee for United Nations ambassador Linda Thomas-Greenfield.

Forgive me for doing so, but I have to say this one more time: Trump had 4 years to debunk the climate alarmist narrative, and he did next to nothing. There was never any guarantee that he would win on Nov. 3rd. In the absence of the success of his legal challenges, we will have four years of Biden and of climate alarmism shoved down our throats regardless of its scientific validity.

I don’t know why Trump chose to allow the climate alarmist narrative to remain in place unchallenged with the sizable body of science which places serious doubt on its validity, but now we may be paying a dear price for it in the next 4 years…. and maybe beyond.

There are probably only a minority of people here in the U.S. and in the world who truly understand the serious scientific shortcomings of the CAGW theory, and they will probably be ignored and silenced more than ever for the next 4 years (maybe locked up?). Most people in govt, in academia, in the mass media and most of the American people still believe the notion of a climate crisis, so the pushback against it and challenge to it had to come from the top. It did not.

Don’t know if Trump is going to regret his inaction on debunking this issue, but I know I am already. The ignorance of Biden and Kerry on climate is truly profound, and it frankly scares me. Linking climate change with the COVID-19 virus pandemic is the height of stupidity in the absence of scientific evidence. That is clearly a religious statement, and I will guess that Biden and Kerry have little real understanding of the difference between religion and science to begin with.

As Tired Old Nurse said above, we may indeed be SO screwed for the next 4 years. I pray that we are not, but God help us anyway.

Considering that the Democrats are using the climate scare narrative to essentially wage legislative and regulatory war on the fossil fuel industry and infrastructure here in the U.S., Trump’s lack of interest in the subject and science in general turns out to be one his serious shortcomings.

We are now going to find out what the consequences of his lack of interest are going to be.

A prime example is the Paris Agreement, which he viewed as “unfair”, as opposed to being completely wrong-headed. His thinking, as far as it went, was always way too one-dimensional. Having said that, though, I’m not sure there ever was a possible Rep candidate who would have stood up to the rest of the world, and thumbed his nose at the Paris “Agreement”. These next few years, they need to get busy and find one.

I don’t think Trump was unaware or uninterested. He was trying to deflect and avoid a substantive debate that he reckoned might lose him some votes. Everyone can theoretically oppose an unfair deal, even if they think climate change is dangerous. Few of us would abandon him for avoiding a full-throated condemnation of climastrology when the practical outcome was no support for “climate action”.

You might have noticed this tactic in the debate where he didn’t like windmills but he liked solar except that it’s not there yet. Pure distraction.

The problem is that the swamp is deep and wide. It would take 4 or 5 successive administrations to make a significant dent in it.
Just because Trump didn’t focus on what you consider the most important first is not evidence that he did nothing.

When I said “nothing”, I was only talking about pushing back against the CAGW narrative. I acknowledge that Trump did a very good job with the economy prior to the COVID-19 lockdown, I do not argue with that. I did not say that the climate is THE most important issue, and obviously the economy is significantly more important.

My point is that if you want the undermine the game plans of those you oppose, you have to go to the heart of their plans and show why their plans are on shaky ground and don’t hold up when critically analyzed. When the opposition’s argument and beliefs are widely accepted in govt, science, the media and elsewhere, it is probably not easy to “drain the swamp” of those beliefs when one realizes that they don’t hold up under scrutiny and critical analysis.

Fact, sound science, logic and reasoning are not the hallmarks of the Democrats when those things don’t serve the Left’s ideological and political purposes. I don’t know if the Republicans will ever produce someone who would make significantly greater use of facts, sound science, logic and reasoning against the Democrats. It would be great if they did.

Only a day after Biden formally announces Kerry to be his “climate czar” (aka Special Presidential Envoy for Climate), John is already providing some of the best humor to be found on the Web.

According to Kerry, as quoted in the above article: ““You could just as easily replace the words climate change with COVID-19; it is truly the tale of two pandemics deferred, denied, and distorted, one with catastrophic consequences, the other with even greater risk if we don’t reverse course…”

So, according to this Boston College Law School-educated “brilliant mind”, we all can look forward to:
— climate change™ lockdowns
— increasing hospitalizations and hospital ICUs overflowing from those infected by climate change™
— warp-speed development of one or more climate change™ vaccines
— intranational and international travel bans to prevent the global spread of climate change™
— fast-response, free testing of all citizens in all countries to see document those those that test positive for the dangerous memes of climate change™ “denial” or doubt.

Ladies and gentlemen, you just couldn’t make up this stuff if you tried!

Someone . . . please send John Kerry a dictionary with the word “pandemic” bookmarked so that he can be educated on what that term actually means. BTW, exactly how does one “defer” a pandemic???

Griff is a (useful idiot). China subsidizes the production of solar panels and windmills so that they will be cheap enough to get us to shut in our oil and gas production which is now inevitable with the China paid off Biden clan.
Then whatever military America has left after the Biden budget cuts to the military will not be able to function as wind mills do not power tanks or aircraft carriers.
China will attack Taiwan and sink a few American aircraft carriers. Biden will declare victory and sue for peace.
All Americas enemies will then smell blood in the water and stop using the USD.
Prices of all those overseas goods will go up 1000% and Americans will know how the Venezuelans feel now.

Of course you are assuming Georgia elects at least one Republican Senator.

If the Dems get both then with the Senate they will do whatever they want for 2 years which MAY create a perfect storm on 2022 and landslide takeover of the House by Republicans and possible Senate flip, then the Media will blame the Republicans for not working with Kamala to do what is “best”, or, usually they media says “the smart” thing to do, which, of course is whatever the Dems say.

Someone ought to ask John Kerry if he has any evidence showing that CO2 is detrimental to the Earth’s atmosphere or to human beings.

Kerry cannot prove the alarmist claims he is making, and will make in the future. Some smart Republican ought to call him out on it.

Let’s have this debate.

Skeptics say you can’t prove what you claim about CO2, so prove your claims and show the skeptics wrong. If you can. I’m betting on the skeptics being correct that you cannot prove what you claim.

How long will it be before the Democrats take aim at the skeptics? They have to shut us up because we expose their climate change exaggerations and lies. And now they may have the power to censor skeptics.

Ole Griff says he feels real safe in the UK but that’s only because Griff doesn’t violate the censorship laws put in place there by his Leftists Masters. Well, first John Kerry needs to state what exactly he means by the term “climate change” . . . so far nobody else has done this successfully.

His future boss, Joe Biden, has officially declared “climate change™” to be a “climate crisis” (trademark pending).

So, is climate change/climate crisis:
— the world getting hotter in summers, or colder in winters?
— the world suffering from flooding, or from droughts?
— the world suffering from too much CO2, or too little CO2 for optimum crop growth to feed humanity?
— the world suffering from too much cloud cover, or too little cloud cover?
— the world suffering from too much or too little atmospheric water vapor (the predominant greenhouse gas)?
— the world suffering from its oceans shifting very slightly in average pH (range of 8.2-8.1)?
— the world suffering from too many insects (pests), or too few insects (species extinction)?
— the world suffering from too many El Ninos, or too many La Ninas?
— the world suffering from too much wind (claimed increase in storms of all types) or too little wind (for windmill power farms to be reliable)?
— the world suffering from currently being in an interglacial period, as opposed to being in a glacial period?
— the world suffering from too many Greta Thunbergs, or too few?
— all of the above, or none of the above but something else?

Hey . . . here’s an idea . . . lets first spend some $billions to find out exactly what we want to change (and whether or not that is even possible) before we set off the spend $trillions to “fix” a problem that might not even be fixable, let alone exist in the first place.

“Envoy” is an interesting word. I believe if you Google “John Kerry, climate czar” you’ll see a slightly…stronger word than “envoy”…I also note that the Oxford definition of “czar” is a teensy bit different than the Merriam-Webster definition of the word…

I suggest you do it quickly before all of the headlines are changed to “Climate Envoy”…

The SUPPLY SIDE CARBON EMISSION CONTROL PLAN (SSCECP).

Commenting on another article on WUWT, David Wojick said earlier this month that:

“The American system is specifically designed so that the President has far less power than in the parliamentary system, where he would be head of Congress as well. No kings. Checks and balances. Biden can do very little without full Congressional support, which he will not have.”

The last paragraph from Wojick’s article Biden’s False Climate Promises says this:

“People running for President should only promise to do what Presidents can actually do. They cannot speak for Congress so should not pretend to. Biden’s climate promises are so false they are absurd. You can’t get there from here.”

The reality here is this. Congressional buy-in isn’t needed if the goal is simply to achieve a quick reduction in America’s GHG emissions by any means necessary and without regard to the political consequences. Drawing upon existing legislation in the areas of environmental protection and national security, the president and the Executive Branch already have all the authority needed to enforce a steep reduction in America’s carbon emissions on a fast track schedule.

What would constitute a ‘fast track schedule’? It would be President Obama’s original goal, as he stated it in 2012, of an 80% reduction in America’s GHG emissions by 2050, using 2005 as the baseline.

Climate activist politicians can spend all the money they want to on low carbon energy technology and on Green New Deal projects. Energy conservation is the only way to close the gap between what low-carbon technology can accomplish and what the 80% GHG reduction target demands. In making the transition to the 80% target, strictly enforced energy conservation measures can and must be the most important resource management tool being applied.

The bottom line is that if the 80% GHG reduction target is to be met, Americans must be using half as much energy on a per-capita basis in 2050 as we do today in 2020. If climate change is to be managed in the way the incoming Biden administration will be managing the COVID-19 pandemic, then what amounts to a fossil energy lockdown must be imposed, a.k.a. fuel rationing.

Why rely on the EPA and the Executive Branch?

Fifty years of environmental legislation places responsibility for controlling and reducing emissions of substances identified as dangerous pollutants into the hands of the president and the Environmental Protection Agency. The US Supreme Court has ruled that the process Obama’s EPA followed in identifying carbon emissions as pollutants under the Clean Air Act was proper and so let stand the EPA’s 2009 endangerment finding for carbon.

Other legislation places responsibility for management of critical national security issues into the hands of the president. If the world is indeed burning up because of human-generated carbon emissions, then it is easy enough for the president to argue that anthropogenic global warming (AGW) is a national security threat as well as a global security threat and so falls under the scope of existing national security law.

What will Joe Biden and his climate envoy John Kerry actually do after Biden assumes office?

If human-driven climate change is in fact the urgent crisis climate activists say that it is, a newly inaugurated President Biden has no other choice morally or ethically but to immediately impose a program of carbon fuel rationing on the American people. He must do so as soon as he enters the White House.

How could Joe Biden develop and then enforce a thirty-year carbon fuel rationing program?

Back in mid-September, 2020, I posted a plan on WUWT for reducing America’s carbon emissions 80% by 2050. That target was former President Obama’s original goal as he stated it in 2012. My intention back then, and still is now, to demonstrate how steep reductions in America’s GHG emissions can be accomplished in the absence of any new legislation from Congress.

The plan is entitled the Supply Side Carbon Emission Control Plan (SSCECP). It uses a series of executive orders which combine existing provisions of the Clean Air Act with existing provisions of national security legislation to create an integrated regulatory approach for increasing the cost of all carbon fuels and for systematically restricting their future production and commercial availability.

The SSCECP uses the power of the federal government to create and enforce an artificial shortage of fossil fuels. It directly raises the price of all carbon fuels while directly reducing their future supply and availability, doing so through a process of imposing increasingly severe restrictions on their extraction, import, production, and distribution. In COVID-19 terms, the SSCECP can accurately be described as a phased fossil energy lockdown lasting as long as thirty years.

The plan employs EPA-administered carbon pollution fines as the functional equivalent of a legislated tax on carbon. This approach supplies a powerful incentive for the state governments to participate in directly regulating America’s carbon emissions by assigning them the great bulk of the revenues produced from the EPA’s carbon pollution fines.

As a further measure, a joint inter-agency Carbon Fuels Control Board (CFCB) is established to manage and enforce a phased systematic reduction in the production and distribution of all carbon fuel products. This board would report directly to the president’s Climate Envoy, John Kerry.

As a practical expediency, the SSCECP keeps the import, production, and distribution of carbon fuels in private hands. Rather than nationalizing the oil and gas industry, the plan enlists private corporations as contracted agents in managing the government’s energy rationing programs.

The federal government also guarantees a healthy profit and a steady rate return from the sale of all carbon fuels produced by those private corporations which choose to cooperate in managing the SSCECP’s phased series of GHG reductions. This approach makes the oil and gas industry an ally, not an adversary, in quickly reducing America’s GHG emissions.

The SUPPLY SIDE CARBON EMISSION CONTROL PLAN (SSCECP) — the Major Phases:

The start and end dates listed for each major phase assume Joe Biden is inauagurated as President on January 20th, 2020.

Phase I: Establish a legal basis for regulating all of America’s carbon emissions. (2007-2020. Status complete.)
Phase II: Expand and extend regulation of carbon GHG’s to all major sources of America’s carbon emissions. (01/22/2021 – 12/31/2021)
Phase III: Establish a fully comprehensive regulatory framework for carbon. (01/01/2022 – 12/31/2022)
Phase IV: Implement the carbon pollution regulatory framework. (Year 2023 through the Year 2049)
Phase V: Declare success in reducing America’s carbon emissions 80% by 2050. (If complete by 2050 or some earlier date.)

The SUPPLY SIDE CARBON EMISSION CONTROL PLAN (SSCECP) — a Detailed Description:.

Phase I: Establish a legal basis for regulating all of America’s carbon emissions. (2007-2020. Status complete.)

II.A: – Presidential Actions (Joe Biden), Phase II

II.A.1 — Issue an Executive Order declaring a carbon pollution emergency.
II.A.2 — Assign a joint task force of the US Environmental Protection Agency (US-EPA), the US Department of Homeland Security (US-DHS), and the US Department of Energy (US-DOE) to manage the declared emergency.

IV.B.4 — Monitor the effectiveness of renewable energy projects in reducing America’s GHG emissions.
IV.B.5 — Monitor the effectiveness of energy conservation programs in reducing America’s GHG emissions.
IV.B.6 — Adjust the schedule of carbon pollution fines upward if progress in reducing America’s GHG emissions lags.
IV.B.7 — Defend the EPA’s system of carbon pollution regulations in the courts.

IV.C: – CFCB Actions (Carbon Fuel Rationing), Phase IV

IV.C.1 — Commence operation of prior agreements with the states for enforcement of the government’s system of carbon fuel rationing.
IV.C.2 — Commence operation of production control agreements with private sector fossil fuel producers and distributors.
IV.C.3 — Monitor the compliance of fossil fuel producers and distributors with their CFCB production control agreements.
IV.C.4 — Monitor the profit levels of fossil fuel producers and distributors for conformance with the CFCB’s guaranteed profit schedule.
IV.C.5 — Defend the government-mandated carbon fuel rationing program in the courts.

Phase V: Declare success in reducing America’s carbon emissions 80% by 2050. (If complete by 2050 or some earlier date.)

— The President issues a proclamation that the target of an 80% reduction has been achieved.
— The President, the US-EPA, the US-DHS, and the US-DOE assess the need for continuing the EPA’s anti-carbon regulations and the US Government’s mandatory fuel rationing program as necessary to maintain the 80% goal.
— If a determination is reached that the government’s system of carbon control measures must continue beyond 2050, existing agreements with the states and with private sector fossil fuel producers and distributors are extended with appropriate modifications.
— Defend the government’s anti-carbon measures against emerging lawsuits if these measures must continue beyond 2050

REMARKS:

The Supply Side Carbon Emission Control Plan is completely legal and constitutional. Under current law, it can be implemented unilaterally by the Executive Branch using its existing environmental protection and national security authorities. Not another word of new legislation is needed from Congress either to enable the plan legally or to fund its operation.

Nor does the plan require a separate line of funding in the federal government’s budget. The planning activities and regulation roll-out activities are easily accomplished within the existing spending authorities of the US-EPA, the US-DOE, and the US-DHS.

Even if the House of Representatives and the Senate were both in Republican hands at some point in the next four years, and passed legislation specifically forbidding the adoption of a plan like the SSCECP, a presidential veto can kill that legislation with the stroke of a pen.

A plan like the SSCECP will generate many lawsuits. If the plan is applied with equal force against all major sources of America’s carbon emissions and with equal impact upon all affected economic sectors and demographic groups, those lawsuits will go nowhere. It is specifically designed to survive any lawsuits brought against it.

SUMMARY:

The fact remains that the Executive Branch now has all the authority it needs to quickly reduce America’s carbon emissions on a highly aggressive fast-track schedule. A plan like the SSCECP fits entirely within that authority.

What remains to be seen is whether or not President Elect Biden will use that authority when he takes office in January, 2021.

If climate change is indeed the existential threat to our existence Joe Biden claims that it is, then he is ethically and morally obligated to act in accordance with his claims and to quickly reduce America’s carbon emissions just as far and as fast as current law allows him to do.
