Reforming the Alarmist National Climate Assessment has Begun

For 25 years, the periodic National Climate Assessment (NCA) report has been the flagship of American alarmism. It looks like that is about to change with a realist at the helm.

The assessments are produced by a small federal office called the U.S. Global Change Research Program (GCRP) which ironically does no research. It merely produces an annual report of the climate related research of 13 major federal agencies. Its big job is doing the NCAs. The first came out in 2001 with the fifth in 2023.

The Trump administration had zeroed the GCRP, but now they are reviving it with leading skeptic Matt Wielicki running it. So, a skeptical NCA is in the offing.

Wielicki faces a grand challenge. He has a huge job on his hands and may never have run a crash federal project like this before. The alarmist NCA is a monster document with endless alarmists graphs and scary text produced over a period of several years by hundreds of people. Its entire bogus focus is on how human caused climate change is harming Americans.

Logistically, the alarmists who have experience building a prior NCA are unlikely to want to work on a reality-based version so a whole new team must be built. The ICF support contract that paid a lot of the non-federal workers has been terminated. These are complex obstacles that Wielicki must overcome.

He might do something simple since the alarmist impacts packing these prior reports do not exist. Thus the past reports are useless as a model. Here are some initial thoughts on a skeptical document design that might be easy to do.

First, it could discuss the concept of climate change. Climate oscillates naturally on a wide range of scales, from years to centuries. Given this natural variability it can be hard to determine that climate is actually changing in the long run at a given location. In the short term. climate is always changing. This is the thorny confusion of not distinguishing between variability and trend that prior reports have wallowed in.

Second, the report could explain that climate change is mostly natural not human caused. The Urban Heat Island (UHI) effect an obvious exception. Prior reports seem to assume that all change is human caused or human worsened.

Third, there is the issue of beneficial change, which prior reports have largely ignored. This might include issues such as increases in agricultural productivity or reduced deaths from extreme cold. The greening benefits from increasing atmospheric CO2 (the global food supply) might also be discussed.

Fourth, the new report could also address the common fallacies underlying these prior NCA reports. There is a lot of junk science in these extremely alarmist reports.

Apparently the GCRP website is gone, but here is the latest National Climate Assessment (which I call the National Scare).

Note that the GCRP does not coordinate the federal climate research program, which is often erroneously reported. It just collects annual expenditure and project data from the 13 or so research agencies and does an annual report called “Our Changing Planet.” Oddly, the last issue seems to be FY 2023 when expenditures topped $4 billion.

We’ll see what happens. Dr. Wielicki will need an extraordinary measure of fortitude to accomplish his work properly.

One important factor is compliance with the May 23, 2025 Executive Order, “Restoring Gold Standard Science” in which Section 4 requires “(c) When using scientific information in agency decision-making, employees shall transparently acknowledge and document uncertainties, including how uncertainty propagates throughout any models used in the analysis.”

I hold that the propagation of uncertainty within any of the time-step-iterated models must be surfaced as a come-to-the-light moment of honesty about what we know and what we can’t possibly have learned from those models about the influence of emissions of CO2 on the climate system. Once this is understood, the circular nature of the entire modeling exercise becomes readily apparent. This will be difficult but necessary.

Some professor somewhere is right now developing a novel approach to uncertainty calculation that is:
a. capable of exonerating guilty old charts
b. steeped in opaque symbols and jargon to obscure redefinition of very old methods
c. embraced by practitioners worried that the next election arrive after the gold bars have been spent
(I await the reaction of other sciences that would be negatively affected by moving those goalposts. Are they still too scared to speak up?)

One important factor is compliance with the May 23, 2025 Executive Order,

Three important uncertainty items.
One, get rid of the traditional daily average of Tmax and Tmin. Keep them separate so that uncertainty can more easily be calculated.
Two, make assessments based on enthalpy. Temperature and humidity data is available pretty much since the advent of automated stations. There is no reason that enthalpy for the last 40 to 50 years can’t be calculated and trended.
Three, start assessing daily totals. Both ASOS and CRN stations have hourly and sub-hourly data that can be used to calculate an actual total day value for trending.

Many papers have shown that the uncertainties in climate models are 10-100x greater than the tiny effect they are trying to quantify. Gold standard science would mercilessly shame the pseudoscientist’s making fraudulent speculations being treated as unquestionable fact.

“We don’t know” is the only valid scientific conclusion about CO2’s impact on climate based on the uncertainty levels.

I see this as a great opportunity. The thing that comes to mind is Vince Lombardi and the Green Bay Packers. Bringing Green Bay back he started at the beginning showing the team a football and saying gentlemen this is a football. We need to start at the beginning stating what CO2 can and can’t do, what is possible and what is impossible. How critical CO2 is to life as we know it here on earth. How very low the CO2 concentration got prior to the Industrial Revolution. How it is all over for us the closer we get to a concentration of 150 ppm. How climate does not stay the same, how there are natural processes to moderate the changes we see. And a lot more I don’t know. All of this in easy to understand language directed to the common guy. Use easy to understand graph, charts and pictures. This is not something that should be wasted on policy makers rather directed to tax payers and rate payers.

You made a great point about Lombardi and the football. It would be memorable in many forums. Starting with CO2, though is still too deep into the discussion for me. To me, this means that emphasis should start with the fact that we are conveniently living in a ‘brief’ warm oasis in the middle of a multi million year ice age. Normal is Snowball Earth, with mile thick glaciers as far south as Detroit, New York City, and Minneapolis. . That would then lead to the discussion of natural variability during this, the Holocene warm spell. This means that CO2 is part of the solution, not the problem

Telling the truth based on reliable data is actually far easier to produce than to make a long winded insulting low science and stupid propaganda that needs misleading bromides and lies to push a narrative that isn’t rational or real.

Very doubtful

The cost would be negligible, thus freeing up many $millions that could go towards more useful endeavors.

It’s very simple, guys. What is the most violent, conspicuous and readily measured metric of climate change? Why, it’s tropical cyclones! Dr Maue of the Cato Institute’s graphs are widely known and seen on this thread here today. No change for a century. Therefore no climate change for a century. Oh, mebbe a little beneficial warming .

Refine your post to read “no long term climate change” for a century.

Climate is the long term average of weather.
Microclimate is the 30 year average of weather for a specific locale or region.
The weather this moment is not identical to the weather exactly 30 years ago, so the weather causes climate change as today’s weather changes the 30 year running average.

One item that needs to be in the new report is a cost calculation for how much nuclear could have been built/deployed for the gigabucks wasted on the green scam. I’ll wager that it’ll show that the whole world could have been put on 100% nuclear for what has been wasted.

Most of the alarmist seem to congregate and vote in these heat islands … get rid of the problem by disbanding the heat islands. /s Such a simple solution; no cities, no alarmists and no heat islands. That’s a New World Order I can sign up to.

It should be noted that UHI is an example of a localized effect, having nothing to do with actual climate change.

Localized effect falls under micro climate change. The UHI is not transient.
