Democrats Push “Climate Action Now” Bill

The Democrat controlled House of Representatives is set to pass the “Climate Action Now” bill, which seeks to prevent the US withdrawal from the Paris Agreement, and requires President Trump to prepare an annual report on compliance with Paris goals.

Though the vote is expected to be along party lines, it’s more likely to gain the support of some Republicans than previous climate bills.

This week, the House of Representatives is set to vote on a new resolution aimed at mitigating the impacts of President Donald Trump’s withdrawal from the Paris Agreement.

The bill, known as the Climate Action Now Act, would functionally reinstate United States participation in the Paris Agreement. The bill first prohibits the Trump administration from using federal funds to withdraw from the agreement. Second, the bill would require Trump to develop a plan (updated annually) for the U.S. to meet its contributions to the agreement, including greenhouse gas emission cuts (by 26 to 28 percent below 2005 levels by 2025), and require that the Trump administration work to ensure that other parties to the agreement are fulfilling their contributions.

The bill is expected to be the first climate legislation passed by the newly Democratically controlled House, although it is expected to fail in the Republican-controlled Senate

Climate Action Now Act

This bill requires the President to develop and update annually a plan for the United States to meet its nationally determined contribution under the Paris Agreement on climate change. Specifically, the plan must describe steps to (1) cut greenhouse gas emissions by 26%-28% below 2005 levels by 2025, and (2) confirm that other parties to the agreement with major economies are fulfilling their announced contributions.

In addition, the bill prohibits federal funds from being used to withdraw from the agreement.

What a useless waste of time.

Even if you support climate action, what is the point of this bill?

There is almost no chance of this bill passing the senate, or if by some miracle it passes the senate, President Trump would surely veto, yet the Democrats choose to waste everyone’s time on a hardline partisan climate bill, instead of liaising with other branches of government to discover a workable compromise.

I scent the smell of Veto in the air… If they get the votes to get past that it’ll be off to SCOTUS to determine the status and limits of executive and legislature regarding agreements not ratified as treaties..

Veto would only come into play if the bill were to ALSO pass in the Senate.
That is not likely.

It’ll never even make it to Trump’s desk. Mitch won’t be bringing it up for a vote. And if, by some miracle, he did it’ll never pass the Senate. Only if it both comes to the floor of the Senate *and* has enough votes to end debate (60) and pass (51) would it reach Trump’s desk. And then, yes, Trump would veto it in a heartbeat. But it’ll never make it that far, so any veto is a moot point.

Yes. Just as journalists have to seen writing about something newsworthy when they don’t have anything of consequence to say, so do politicians need to be seen doing something “important” when we would actually be better off if they disappeared entirely until such time as they are needed.

It can be soul destroying to be doing a job that you know is superfluous.

Nah, Positives (action now) sound better to the public than Negatives (action never) even when the negative is the better option. So what they should response with is a “Climate Sanity Now” bill that highlights the reality of the CAGW nonsense.

There is a ZERO chance of the Senate passing this silly and meaningless bill.

Even if it passed both the House and Senate, there is also a ZERO chance of the Legislature overturning Trump’s veto on this BS bill.

BINGO. The Republicans played the same game with Obamacare during Obama’s presidency. Bill after bill to repeal that had no shot of ever making it to Obama’s desk (and certain to be vetoed if it ever made it there). Only the Republicans fail to “succeed” when they finally got the chance thanks to a few RINOs (most notably Sen. McCain).

Does the bill prohibit savings from withdrawing from the agreement? Does the bill prohibit, as some legislation does, using a benefit/cost analysis to decide what to do?

The US Constitution clearly states that treaties must be ratified by the Senate. Not the House, not the Administration but the Senate. Once again, these people are trying to subvert the very clear dictates of the the charter between our government and our people.

So, you vote in the house on a resolution that is meaningless and, basically, say I pinky swear to destroy the US economy in the name of saving the planet from invading unicorns, or something like that. It goes to the senate and, in the name of looking like they care (they really don’t but, hey, appearances and all that) the resolution makes it to the floor and passes on a straight up vote; constituents be damned! Then the steaming pile of nonsense lands on the desk of the President and is hit with a veto before it can smell up the oval office.

Sounds like business as usual.

The House gets to virtue signal and appear to do something.
The Senate gets to virtue signal and appear to care about something.
The President gets to veto the nonsense and abuse the House and Senate leadership via Twitter.

Everyone, including the press, gets what they want…except for the American people. We get ulcers.

That’s a “worse case” scenario . The reality is the house gets to virtue signal and appear to do something, Mitch then never brings it to the Floor of the Senate and there it dies.

No funds are needed. All it takes is a “we’re out” cost: $0.00.

Here’s the Annual plan: Do nothing because it’s not a real problem (and Trump already exited the plan anyway).
Here’s the Annual update: Still doing nothing because it’s still not a real problem. (and we’re still no longer in the plan anyway).

Here’s the level of Work needed:
Trump to other Governments: Hey, are you guys complying with the Paris accords?
If other governments say yes: that’s great
If other governments say they aren’t: well I’m obligated to tell you to get cracking, take that for what it’s worth.
End conversation with: nice talking with you.

there Trump would be in full compliance with the Democrat’s useless resolution. (not that it matters as it doesn’t have a snowballs chance of ever making it to his desk let alone of him doing anything other than veto it).
