Europe must prepare for a rapidly warming continent, the EU executive said in a proposed first-ever climate adaptation law that would require EU countries to draft plans for coping with four degrees of warming in Europe.
For years, the EU has focused its efforts on combatting climate change rather than dealing with its effects. ‘Adaptation’ to global warming, which hits Europe harder than other regions, has mostly been relegated to strategies and plans spread across multiple laws. Going forward, the bloc wants to hone in on a single worst-case scenario in its preparations.
“We must prepare for the impacts of climate change, which are neither fair nor equally distributed,” said Teresa Ribera, the Commission executive vice-president responsible for the green transition. “We propose using a common global warming trajectory to assess risks and prepare for the future,” she added.
The world is on track for three degrees of warming compared to pre-industrial levels by 2100, the EU executive said – which translates to Europe growing four degrees hotter, according to the bloc’s climate advisors.
National capitals would be legally obliged to plan for this scenario by 2030 following a risk assessment by the Commission by 2028, Brussels said. The bloc would monitor their progress through the European Semester every two years.
