Global Air Conditioning: Adaptation in Action (warming alarmists getting their due)

“In Europe’s air conditioning wars, the hoi polloi are beating the climate scolds. The public is putting comfort and public health above green dictates.” (- Wall Street Journal editorial, July 20, 2026).

The summer peak is climate alarmism time. To which it can be said: “don’t whine, chill.” That means enjoying air conditioning inside but also thinking about conditioned air outside and certainly mist machines. And witness the plethora of new products to handle the heat, from underwear to hats to shirts. From the AI summary:

Mini-A/C units for clothing integrate seamlessly into your wardrobe to provide portable, on-the-go cooling. Ranging from wearable clip-on personal fans and thermoelectric neck plates (like the Sony Reon Pocket) to battery-powered cooling jackets, these systems circulate continuous airflow or actively chill your skin. [1]

The rush to comfort is on. In Europe, the Wall Street Journal reported a surge in A/C installation with much more projected in France, Germany, and Belgium. In Britain, record orders have manufacturers working seven days a week. Chinese A/C exports to the EU are up more than 40 percent this year. Rhetoric from the global warming lobby is driving this, not only recent temperatures.

International Energy Agency Report

A recent report from the International Energy Agency documents the increase and predicts robust growth ahead. For anti-energy ecologists, it is hard being green! Some highlights from Cooling a Hotter World: El Niño Meets Strong Growth in Global Electricity Demand (July 10, 2026) follow:

“Global electricity demand for space cooling has grown by 50% since 2015, rising to around 2 900 terawatt-hours – more than the total electricity demand of the entire European Union. Since 2015, cooling has accounted for 14% of global electricity demand growth while reaching as much as 25% in the Middle East and North Africa region. In 2025, it contributed 1,400 gigawatts of peak electricity demand across markets, equivalent to the total installed power generation capacity of the United States.”

“… the adoption of air conditioning around the world has already been accelerating – the result of rising incomes in many economies with hot climates and record-breaking heatwaves in regions that previously had only limited cooling demand…. [P]erceptions of cooling are shifting, driving more consumers to consider purchasing an air conditioner (AC). At the same time, falling unit prices and elevated inventories across the supply chain are lowering barriers to AC adoption, suggesting that the number of households purchasing their first AC unit will reach new highs in the years ahead.”

“Annual AC unit shipments [globally] are now 25% higher than they were five years ago, fueled by growth largely in emerging and developing economies. In 2024, amid exceptional heatwaves, global AC shipments reached 200 million units. That year, they grew by about 10% in India, the Middle East, the United States and Europe – and by 40% or more in Latin America and Africa.”

“Worldwide, around 40% of the population has access to air conditioning, while more than 80% experiences cooling needs during at least part of the year. Yet the share of households equipped with AC remains highly uneven across regions. Nearly 90% of households in Japan and the United States have an air conditioner, while ownership rates remain substantially lower in Southeast Asia and India despite high cooling needs. In China, access to cooling has expanded rapidly, with ownership rising by 50% over the past decade.”

“Heat waves … increase the utilisation of existing air conditioners. The more extreme the heat, the more consumers – even those who are price sensitive and use cooling sparingly – tend to switch on their ACs. Second, heat waves stimulate new equipment sales, increasing AC ownership and creating a structural effect that persists over time.”

“Under today’s policy settings, cooling demand is set to grow by 1 600 terawatt-hours by 2035 – roughly equivalent to the total annual electricity demand of Japan and Korea combined.

“Eight countries have introduced measures related to cooling since March 2026. Bangladesh, Cambodia, Malaysia, the Philippines, Singapore and Sri Lanka have set minimum AC temperatures in offices, ranging from 24 °C to 26 °C. Jordan has restricted AC use in public offices, while the Seychelles government has asked public offices to switch off the AC once a week.”

Policy Implications

Climate policy should demote futile, wasteful mitigation policies to promote adaptation, which requires energy affordability, reliability, and availability. This is most needed in the EU, “another example of citizens revolting against the mandates and moralizing of government and progressive elites” (WSJ). The momentum is building for comfort over dogma.

But you keep telling us that their governments, or elites, or someone, is preventing the populace from installing aircon???

all ageing populations will have an increase in heat intolerance and in cold vulnerability. That means more needed energy use for both heating and cooling above discretionary usage.

In fact no evidence was ever presented of governments trying to prevent air conditioning. It just didn’t hapopen.

The WUWT spin in the articles I cited was that the sufferings in Europe were caused by the Government preventing access to A/C. If the Governments were ineffective, it would not have that cause.

Nick, as is sometimes the case, your logic is way above some people’s heads. I think some people are trying to make a semantic difference between “telling” and “reporting”.
What gets me is the disconnect. If heatwaves are not becoming more frequent or more intense, why should we need more air-conditioning? The promotion of air-conditioning suggests a belief that heatwaves are becoming more frequent or more intense or both. If, for example, many hotels in Europe did not consider it necessary or economic to install air-conditioning in the 80s, 90s, noughties and tens, why would they do so now?
But a local church (Church of Scotland) gave me a laugh recently. They’have been displaying a number of eco-tips. One eco-tip suggested we use electricity from renewable resources because wind power and solar power are free. But the one that really got me was the one that suggested that we turn off our air-conditioning and come to church as it’s cool inside a church. I wondered how many people in the area actually have air-conditioning that they can turn-off.

Artificially high electricity rates from climate mitigation policies is a huge government disincentive to the installation of A/Cs. And yes, there are examples of government pushing against A/Cs. It is in the article.

There are no examples in your article of governments restricting the installation of A/Cs. There was a listing of a few tropical countries having policies of minimum settings (seems to apply to government buildings). Nothing about restrictions in Europe or UK.

The “cooling hierarchy” policy is Europe-wide, but presently being encouraged rather than being enforced in most Countries. But in Europe when “encouragement” fails, force follows in time.

Camden council is a tiny local government area, not a Government. And even in Camden, there is no evidence A/Cs were actually removed. It seems there were just words from officious council staff.

It is true certain governments are TRYING to prevent AC, but that does not mean those governments are successful in preventing.

I like to imagine a thought experiment, which alas can never be done, but I think most people can guess the outcome.

Promise to recycle all ICE cars on the road and permit no more sales, at the same time as allowing people to buy and install air conditioners. Combine saving lives now with cutting emissions starting within a year.

Q. Would the Greenies go for it? My bet is no, because they want to make people suffer.

The debate on household A/C in Europe is a farce untethered from reality.

The comparison of the proportions of dwellings in the US and Europe also fails to consider the very real climate differences between the two continents. They are not the same.

The reality is that in most of Europe, North of a line running through Madrid and Rome, A/C is necessary/useful/desirable in homes for only a few weeks a year. Six to maybe eight weeks in Rome, only a maximum of two or three weeks, but some years not at all in London.
For a need of such short duration, a permanent fixed A/C installation with its equipment and installation (including labour, supports, wall penetrations, electrical connection, etc.) costs is rarely worthwhile. That simple, undeniable climate driven fact explains the great majority of the difference between A/C installation in the US and Europe.

Given the short duration of need and the expense of a fixed installation, portable A/C units are the ideal solution: very effective, far cheaper and no regulatory/building permit constraints..

Premier Inns generally don’t have air-conditioning. They provide a fan. On the few occasions I have needed cooling in the room, I fhave ound the fan quite adequate.

I agree with you for first part of your comment. I’m on 48 degree North in Europe and I really need AC for around 2-3 weeks a year. But during whole 3 summer months AC is making my household more pleasant.
I don’t agree with mobile AC, I have one, bought during heatwave around 2010, but it has no power, it is barely able to keep one room at bearable temperature, and it needs open window for exhaust, what means that you are loosing any effectivity throughout window.
And it is terribly noisy.
Fixed AC has no such problems and 2 outside units with 4 inside are keeping my whole household comfortable.

I am writing from experience.
I grew up at 54 North in a relatively rural area.. NEVER needed a/c there.
Living in London, approx 51N, for several years, it was probably no more than 10 days in any years I could have needed a/c. Urban heat island effect probably played a part here.
I used a portable a/c in Rome a couple of years ago, bit only needed it for about six weeks.. It was perfectly satisfactory, even though I had to have a window partly open. Noise was just not an issue. It was a DeLonghi Pinguino model and was well adequate to keep a large room, 6mx5m cool, and easy to move to the bedroom at night.
I was fully satisfied with it.
The apartment was a rental, otherwise I would have modified window panes to take the vent.
Perhaps the models available today are superior to those of 2010.

Rome and Madrid are at 40/41 North, same as NY and Chicago.
Most of Europe is North of Rome and Madrid, Most of the US is South of 40/41, hence greater need for a/c.

It is coincidence, but mobile AC I was speaking about as inadequate and noisy is DeLonghi Pinguino too. It has consumption of 1000W and cooling power 2500W, COP 2.5.
I’m living inland in Slovakia, there are little bit higher temperatures than England.
Maximums are around 2C higher than London.

The human body operates everywhere inside a narrow range of temperatures.
By what mechanism does it do this?
If we knew the mechanisms, we could perhaps control them so that the body did its own temperature adjustment instead of reliance on external, low efficiency, power hungry air conditioners.
Does anyone here have links to how the human body regulates its temperature? Also, links to animal studies?

how is it that air conditioners are, as you claim, low efficiency and power hungry when the the same device in reverse is sold as being highly efficient and uses little power, the reason touted for heat pumps in the U.K..
Sweating is the primary control of temperature in the human body in hot conditions, the evaporation of water produces a cooling effect. In the cold we shiver to stimulate body heat. Neither seem particularly effective, especially in humid conditions for the former.

The primary mechanism for human body temperature regulation in high temperatures is sweating. Sweating requires ample supplies of water and electrolytes. Construction workers in desert climates consistently work productively in temperatures exceeding 40C.

The secondary mechanism for regulating body temperature is cold beer.

But cold beer requires refrigeration. Refrigeration as a thermodynamic process is identical to air conditioning, the difference is only in the purpose, the nature of the material to be cooled, objects or air.

The cooling effect of cold beer is enhanced if the bar is equipped with a/c.

I have AC at home combined with hybrid roof top solar, with 24kWh batteries. I works with my AC’s wonderfully, there is almost 100% overlap of need for AC and sunshine abundance.
Combining AC and solar is really changing ROI of solar for better.
