The International Energy Agency just unveiled ideas for quickly cutting oil demand at a time when Vladimir Putin’s war on Ukraine could bring substantial loss of Russian barrels from global markets.
Why it matters: The 10-point plan comes amid IEA warnings that the war could become the biggest supply crisis in decades as countries look to isolate Russia.
- It’s part of a wider reckoning in Europe — Russia’s largest market — and elsewhere over how to curb reliance on Russia while keeping markets supplied and avoiding even greater economic shocks.
Zoom in: The plan says that “immediate actions” in advanced economies could reduce global oil demand by about 2.7 million barrels per day within four months.
They include…
- Reducing highway speed limits by about 6 miles per hour; more working from home; street changes to encourage walking and cycling; car-free Sundays in cities and restrictions on other days; cutting transit fares; policies that encourage more carpooling; cutting business air travel; and more.
The big picture: Russia is the world’s largest combined exporter of crude and oil products combined and the second-largest crude exporter.
- The plan arrives two days after IEA projected that Russian exports could fall by around 2.5 million barrels per day next month and maybe more “should restrictions or public condemnation escalate.”
Our thought bubble: This all seems … maybe hard to imagine? The idea of coordinated adoption of mass behavioral changes on a compressed time frame sounds like an uphill climb.
The intrigue: The report also notes the near-term proposals should be part of wider, longer-term efforts to curb oil demand to help fight climate change and cut air pollution.
- It talks up areas like stronger policies for deployment of EVs, charging infrastructure, home heat pumps and more.
- “Governments have all the necessary tools at their disposal to put oil demand into decline in the coming years, which would support efforts to both strengthen energy security and achieve vital climate goals,” it states.

In the face of the emerging global energy crisis triggered by Russia’s invasion of Ukraine, the IEA’s 10-Point Plan to Cut Oil Use proposes 10 actions that can be taken to reduce oil demand with immediate impact – and provides recommendations for how those actions can help pave the way to putting oil demand onto a more sustainable path in the longer term. …

The IEA should stop what it doing and immediately fund a standalone PV and wind powered microeconomy test. Set up a “sandbox” zone where all power input is from “renewable” wind and solar, including the power needed to produce more wind, solar, battery backup, and power transmission infrastructure.

There is no such thing as a stand-alone PV and wind microeconomy. Both of those electricity producing modalities have long up-stream tails filled with massive amounts of fossil-fuel emissions.

Yes, there is real science that shows these measures will have no effect on the climate. The interesting thing is the science has been around for decades.
1) Almost 30 years ago Dr. Heinz Hug discovered that all the surface energy radiated in the 15 micron band (where CO2 absorbs) was already being absorbed. Hence no more energy to trap. This led to the replacement problem related to what’s called the effective radiation level (ERL)
The new problem was based on the claim that more CO2 would raise the ERL to a higher altitude which is colder. This would lead to less OLR radiation and force the planet to warm until a new equilibrium was reached.
2) Way back in 2010 Dr. Ferenc Miskolczi published a paper based on 60 years of NOAA data. In that paper he claimed a constant optical depth for the atmosphere which means raising the OLR would be impossible. His paper was attacked primary based on the poor quality of the data. However, the science was never refuted.
To refute the new ERL problem does not require all the work Dr. Miskolczi published. Just one little section does the trick. It is called “radiation exchange equilibrium”. This concept was verified in all the data that was examined. What this leads to is the realization that energy does not flow as climate science assumes. Instead, energy is lost to space continually as it flow upward. This causes the ERL to become fixed at an altitude defined by the mass of the atmosphere and the gravitational force. It doesn’t change with increased CO2 levels.
The combination of these two scientific facts means CO2 cannot have a major warming influence. Climate sensitivity is almost zero.
Combine what you state with the fact the ice cores from Antarctica and Greenland going back hundreds of thousands of years show CO2 concentrations increase consistently after the planet warms and after about 400 to 800 years. So CO2 cannot be warming the planet.
There is no science behind the “climate crisis” so why would there be science for that?
That much or more could be done by just enforcing the posted speed limits.
Cancelling air travel points programs would probably cut aviation fuel consumption by 1/3, also put many warm destination workers into poverty….but watermelons never worry about that cuz poverty is a low CO2 lifestyle. Especially since wood for home heating and burning trees for garden patches is hard to meter.

My 2012 Honda Civic shows me it’s current MPG on the dashboard. It’s “sweet spot” is a bit above the posted 65 mph.
PS It also shows MPG over time. Every winter it goes down. Every summer it goes back up.
The warmer it is, the less gas I use to get from point A to point B.
(And the lower winter MPG is not from letting the car run to warm up and/or defrost the windshield. I have a garage.)
Yes, our powerplants are heat engines. If you want to see your fuel efficiency go to hell without the need for a handbasket, just remove the thermostat. My motorcycles, even the water cooled ones, get very much worse in winter, and are even worse in the cooler morning hours when I go to work mostly downhill (about 1000 feet) and are better in the afternoon even though I’m going uphill.
All that heat that is spent getting the cylinder walls and head warm is not used to do useful work.

Very subtle point these IEA ‘experts’ fail to release that fuel economy for motor vehicles is almost universally measured as a function of distance.
For those who didn’t go to school on Fridays this means that if you can travel faster (vehicle speed) without significantly increasing engine speed then you burn less fuel for each unit of distance.
Vehicle manufacturers know this. This is why we have little ‘city cars’ with small engines designed for little stop start travel and ‘highway cars’ which are designed to get up to a comfortable speed and stay there for extended periods.
There was a challenge about 10 or so years back here in Oz. Cars were to be driven across the middle of Australia (Darwin to Adelaide from memory) and the vehicle with the best figures relative to their ‘formal’ fuel economy would be judged the vehicle of the future and what we all should be considering driving in a Post Net Zero World.
That was the plan.
The practice was the V8 Commodore – included as a baseline for ‘Fuel Dinosaurs’ – started getting up to 160km (or something similar on the unrestricted roads) and then, once the acceleration was complete, maintaining that speed at just over idle.
Fuel economy on this trial started coming in at something like 3L/100km and given that the published ‘city’ figures for this vehicle were massive, the improvement ratio was also massive and this 5 Liter beast was the clear ‘Winner’ of the trial.
So that got brushed under the carpet very quickly.

The Covid lockdowns and mandates were merely a rehearsal and the meek responses from most of the population where I live is not encouraging.
The IEA proposals may sound outrageous but that is the purpose: to shift the Overton window, ‘the spectrum of ideas on public policy and social issues considered acceptable by the general public at a given time’ towards authoritarianism.
CO2 drives 5% of the optics of the greenhouse effect, vs 95% water vapor.
The surface radiates at a function of T^4 providing long waves to the atmosphere.
Higher surface temperature provides more long waves to go bouncing around and interacting with atmospheric optics.
The ^4 ensures surface temperature drives about 90% of the system sensitivity by inputting long waves. A slight increase in temperature inputs a great deal more waves.
10% is left to the optics including observed downward oriented long waves vs waves exiting the window.
CO2 at 5% of optics, by a 10% total optical impact, yields 0.5% CO2 influence on the greenhouse.
By any definition of the greenhouse effect, for instance the 33K version, 0.5% is not observable.
I would add another important detail, lost on the CO2 is bad community of fearmongers.
As only ~5% of the atmospheric temperature we enjoy is assigned to CO2’s involvement water vapour making up the bulk of the remainder.
Only ~5% of that CO2 is attributed to man activities such as fossil fuel burning the bulk is from natural outgassing of oceans and plants, as seen in the dog tooth CO2 graphs provided by NOAA/NASA. The seasonality of CO2 release into atmosphere and the uptake of CO2, is reflected annually, giving absolute proof the input of man’s ongoing release is lost in the natural variation of natural seasonal plant growth.
Here in the UK we are being asked/told by state authorities, the UK must abandon our efficient gas heating and cooking systems. Why? Because the UK accounts for 0.05% of the global CO2 emissions the fear mongering community worry about. Remember that’s 0.05% of the 5% of the atmospheric temperature control gasses we can impact. That does not look much like a problem from where I am sitting.
But it gets even more crazy. When you remember home heating and cooking makes up only 20% of the energy used in the UK. So government thinks 0.01% of the 5% of CO2 or about 0.0005% if we ceased contributing that, it would impact on climate gasses?.
Now you would have to say, any government or government dept. that is capable of working to that degree of accuracy, must be worth listening to…..
Its more like 1%. The UK does about 450 million tons a year out of a global total of about 37 billion.
And Net Zero is aiming to impact not simply home heating and cooking, it is targeting all electricity generation, so more like 30%+ of the 450 million. Its also aiming to eliminate ICE engines, so its also targeting the emissions from transport.
It is a crazy program all right, but its not quite as crazy and innumerate as you imply.
The basic point is still valid. The result of Net Zero, if it eliminates all UK emissions, can still only lower global emissions by 450 million out of a global total which, by the time it takes effect, will probably be 40-45 billion. The effect, even on the most alarmist account of climate sensitivity, will be too small to measure.
Might as well get the numbers right however.
You are right. The human emission component will be equilibrated out of the ocean / biosystem. It will theoretically take 1000 years for human cuts to emission to impact atmospheric concentration.
UNFCC / IPCC has ignored the primary cause of greenhouse enhancement, which is surface temperature. They have also dismissed the water cycle because it’s too complicated to model. IPCC was assigned to model what they thought was realistic. It would be prudent for them to make this detail more clear.

There are far too many now, who truly believe CO2 is a control knob of the greenhouse.
For those concerned about catastrophic climate changes it is sensible to decrease surface temperature. For example, if transpiration from a healthy landscape with spongy vegetated soils accounts for 85 Wm-2 surface cooling by latent heat, a 5% increase in healthy soil gives 3 Wm-2 surface cooling.
The primary human related factor to greenhouse enhancement is desertization and subsequent warming of land surfaces, releasing more radiation at T^4.
Can’t we just phase out the IEA? They came up with 10 ideas to reduce consumption and zero ideas to increase production. Sounds like they’re totally useless and their budget should be zeroed out.

The nice thing about these proposals is you can see they are basically not manageable. Car free Sundays aren’t going to happen, alternate day car entry into cities by license plate neither.
The IEA, like the British Climate Change Committee, is stepping closer and closer to a realistic account of what the Net Zero program really will require. One, because China and India etc are not going to participate. Two, because they anyway only make a tiny dent in national emissions in whatever country implements them.
Their great merit is they make it clearer and clearer that to make the huge reductions the climate movement advocates will require a total restructuring of society, the forced movement of the rural and suburban population into dense city housing served by mass transportation, and the relocation of business and shopping to match. The abolition of the car and the shopping center.
The clearer we all get about this, and the sooner, the better. This and similar proposals are a start.
Your comment assumes you can stop once the destructiveness of the measures becomes clear, but that didn’t work for COVId, isn’t working for inflation or the over the top response to the Ukraine.
What makes you think they can be stopped in this case?
I am not at all sure they can be stopped. People have an amazing ability to persist in counter productive and self destructive policies against all the evidence.
I am only arguing that anything which brings to general attention what specifically the policies have to be, and therefore how destructive they will be, is a step forward.
With general awareness of it, the chances that society will stop them rises. Without it, we will just see continued idealistic drift into disaster by a series of measures which are adopted piecemeal and whose consequences only become clear when they arrive.
Its sort of like extreme versions of socialism. When its admitted that these will involve taking your house and car into state ownership, and allocating housing and transport on the basis of need, by the local civil service…

Let’s see: China currently buys a lot of oil to keep their economy going. If Russian oil is sanctioned it won’t matter because China will buy all the Russian oil available.
So, if China buys Russian oil, then that frees up the oil that China would have bought from other producers, and those other producers can then supply enough oil to the rest of the world to make up for the loss of Russian oil on the world market.
What is the pipeline situation between Russia and China?

There are two sides to public transport.
The first is they can get you somewhere that is a common point (like ‘into the city for work’) without you having to worry about the complications of running a car and trying to find and pay for parking.
I have worked in these situations and yes it is convenient and saved me money.
The other side is that if you use public transport you use public transport under THEIR conditions. You travel to THEIR timetable and to THEIR destinations.

If you can’t get it home on public transport you are restricted to what you can easily buy. A lessor evil than simply preventing you from getting from A to B, but a factor. Combine the two and you will not be able to travel to the ‘non hub’ stores and then not be able to take home the large awkward objects anyway. Muse on that.
Yes there is a role for affordable public transport – and to be honest unless I factor in parking costs it is cheaper for me to maintain a car and drive – but if you allow it to be the ONLY method then you are one step closer to being controlled in your day to day movements.

These idiots obviously don’t live in the real world! I work in the water industry and I don’t think many people realise that people,animals and industry need water on tap 24/7 so lo and behold I work shifts as the plant needs monitoring and controlling with some manual intervention all day every day so stopping people driving personal vehicles on Sunday would stop me and my colleagues getting to work and there are many other industries in the same position running costs and therefore product costs would rocket. Oh a bit like now thanks to Jolly Joe cutting off his nose to spite his face in cutting home produced energy and trying to blame the producers for the price increase.
