Establishing targeted refundable tax credits for installing in existing buildings efficiency upgrades such as HVAC systems, water heaters (including solar water heaters), envelope improvements, and systems solutions like underground thermal energy storage and district heating/cooling systems, as well as transitioning from heating oil to speed reduction in fossil fuel use. The credits will extend to commercial equipment, as well, including advanced boilers and chillers.
Establishing a reserve fund for inclusive financing through utility on-bill investments in cost-effective energy efficiency upgrades for all customers, regardless of income, credit score, or renter status.

Capitalizing the CEDA with an initial $90 billion federal investment that will provide low-cost investment for projects in market segments where the private sector is underinvesting. Next-Generation Rural Electrification: During the New Deal, visionary policies fueled rapid expansion of rural economic development through the Rural Development Administration in the U.S. Department of Agriculture (USDA). The New Deal assured sustained federal financing for modern infrastructure in communities that had been passed over by private industry due to the relatively high cost of serving users in rural areas. Today many of these same programs still exist within the federal government, and we can rely on them once again to ensure that vibrant rural economies thrive in a new clean energy revolution. For example, the Rural Utility Service (RUS) offers low-cost financing to several hundred rural utilities, which lowers the cost of repowering with locally sourced clean energy and investing in beneficial electrification and building energy upgrades. In this way, the same tools that originally enabled electrification to span from coast to coast can once again bring modern, clean, smart and affordable energy and communications infrastructure to thriving rural communities. Expanding funding and financing through the U.S. Department of Agriculture (USDA) Rural Housing and Rural Business Service to fund energy-efficiency upgrades and on-site solar energy investments that lower utility bills and expand economic opportunity, including access to affordable housing

One question – what would Jay Inslee do when he discovers people can’t pay back all this new debt?
None of the green investment will add anything to the productive efficiency of the US economy – Inslee quietly admits in his plan that he will be providing assistance for low income families to pay their green electricity bills. But Inslee’s plan would result in vast numbers of people being encouraged to take on a mountain of new debt – “regardless of income, credit score or renter status”.
How are people who can barely pay the grocery bill supposed to service all this new debt, even with government subsidies holding down interest rates?
Hasn’t the USA already tried providing vast amounts of easy credit to people who couldn’t pay it back? How well did that work out?

Janice, there seems to be a problem with posting. Not the posting itself, but the time it takes for the post to show up on the website.
I think it is software related more than anything. Almost none of my posts show up immediately, but they alwasy show up eventually. There are occasions where my posts do show up immediately but I can’t tell you why, and it doesn’t happen very ofter.

Almost all posts go to moderation, though the author can see their posting. Some go straight to spam, or to trash, but that is a function of WordPress.
The moderators regularly go through both spam and trash, and pull out the posts that were wrongly sent there. For some reason, some people’s IP is blacklisted by WordPress, and these are sent to Trash. They need to be manually retrieved by a moderator.
Moderators are all volunteers, and do moderation duties as they can; no set time or schedule.
The voters in Washington state have repeatedly told Gov. Insliee to stuff his liberal government plans up his arse.
The most important phrase is “market segments where the private sector is underinvesting.” See, those dopes (sarc/on) in the private sector don’t realize the bonanza they’re passing up, so in all its wisdom, government will commit countless trainloads of your tax dollars and capture the windfall…Right???

Inslee is just the face of a bunch of rent-seekers. That is the end-all and be-all of Inslee. Tammany Hall would blush at this kind of graft machine.
Try this experiment: The next time a Progressive talks about schemes like this and all of the well-paying “green jobs” it will create, ask them what “green job” they will be interested in taking. Will they quit their current job to install solar panels in the desert or on people’s roofs in the 120-degree heat of summer or the below-freezing temperatures of winter? Or will they instead be insulating people’s attics under even worse conditions. Or will they be the ones installing new people’s new energy-efficient windows even though they don’t know the difference between a flathead or Phillips screwdriver?
“Oh, I’m not going to do that. These jobs are for those who will be transitioning from fossil-fuel related jobs.”
As with most of the Progressive agenda, the real work required is always for someone else to do, and to pay for.
I live in Washington State and I believe that Jay Inslee is not running for President but is running for Administrator of the EPA in the event that the Democrats take to 2020 election. If you want to see what a dirtbag this guy is watch how he treated Lord Monckton back in 2010 when Lord Monckton was invited to address Congress on Climate change back in 2010. Lord Moncton was so gracious and handled the ad hominem attack so well. I salute him. But make no mistake if the Democrats win and Jay inslee becomes EPA administrator we will be opening a door into regulatory hell.
