I went offshore to see Vineyard Wind up close and examine what Massachusetts ratepayers are actually being promised from offshore wind. This video looks at the project’s estimated $4.7 billion construction cost, reported $2 billion in tax credits, Massachusetts’ projected ratepayer savings, the 2024 blade failure and remediation, and the debate over public support for future offshore-wind development.
Massachusetts lawmakers are also considering an offshore-wind pre-development program that would permit state co-investment intended in part to reduce project risk, making the question of who bears those risks especially relevant.
