Climate change is exposing nuclear power’s reliability problem

One of nuclear energy’s biggest selling points is its claims of reliability. “Nuclear energy is the only large-scale power source that can be tapped in even the most extreme weather conditions, 24 hours a day, 7 days a week,” boaststhe American energy company Constellation. “Nuclear power plants are very reliable, and can run for many months without interruption, providing large amounts of clean electricity, regardless of the time of day, the weather, or the season,” says the World Nuclear Association. At a public meeting in June, Keith Ammon, a pro-nuclear Republican member of the New Hampshire House of Representatives, echoed these claims: “Nuclear doesn’t care about the weather,” he said. “It just runs.”

Over the next few months, several countries in Europe had to shut down nuclear plants because of hot weather and drought—proving that nuclear power does, indeed, care about the weather. Coming at a time when demand for electricity was high, these countries were faced with an imminent failure of the electricity grid. Citizens and businesses in Hungary and Romania had to reduce their consumption. Ironically, it was solar power—often critiqued by nuclear boosters as unreliable—that provided additional electricity and staved off shortages in some countries. A further irony is that these heat waves are more likely and more severe because of climate change, which is often advanced as the reason to expand nuclear power in the first place.

Underlying most of these shutdowns is water, or lack thereof. Nuclear reactors need even more water than other thermal power plants for regular operations and to ensure vital safety functions. As the Nuclear Energy Agency explained, nuclear “power plants have in general greater cooling needs than other thermoelectric generating technologies. This results from the lower efficiency of the power conversion cycle, as well as from the latent safety function cooling water plays, for instance to evacuate residual heat during planned or unplanned shutdowns.”

Climate change is already causing “more frequent and intense extreme events.”Unanticipated shutdowns will increase in frequency as extreme weather events driven by climate change become more common. One study found that “the average frequency of climate-induced disruptions” grew from “0.2 outage per reactor-year in the 1990s to 1.5 in the past decade” (i.e., 2010s). Going by the record so far, this decade will likely record a higher number of outages.

The article itself admitted the shutdowns weren’t a nuclear problem, they were a water supply problem.

Europe, like many places, has suffered decades of chronic underinvestment in water security – a fact which even the European Commission admits.

So how is it reasonable to blame shutdowns of nuclear plants due to lack of water on the reliability or otherwise of nuclear power? Fix the water underinvestment and you fix the nuclear plant shutdown issue.

Trying to paint solar energy as a reliable alternative for heatwaves and extreme weather resilience is even more absurd – one hailstorm and you lose your solar plant. At least nuclear plants can if necessary be armoured against weather damage, solar not so much.

Nuclear Power DOESN’T CARE about weather or time of day or night or wind or calm or gale or hurricane. What Nuclear does care about is water for cooling. In Nuclear, Placement matters much like Real Estate… Location…Location…Location! If you don’t have a constant reliable source of water for cooling your generation is poorly sighted.
If “Hot Weather and Drought” are affecting your Nuclear Generation then you’ve simply built in the wrong location.

You are right. If water is a possible problem, there are ways to mitigate that problem. The Delaware River Basin Commission required the utilities along the river (both nuclear and fossil plants requiring cooling) to build a flow augmentation reservoir which would be used to return water to the river in times of low flow. The specific issue was salt water intrusion up the river creating problems for municipal water supply in Philadelphia as well as other cities along the lower Delaware, potentially resulting from lower than normal river flow and consumptive use by the power plants.

Amidst the heat and drought of the outgoing summer, power generation at the Paks I nuclear plant decreased by more than 75% at the peak of the crisis in early August. 

Low water levels in the Danube meant that the NPP’s intake systems were physically unable to capture water for cooling. 

To prevent the collapse of the national grid, Hungarian engineers and military units, with the support of private companies, constructed a dam across the river which piled up water. It was made of 200,000 tons of rock and crushed stone on the riverbed. 

This measure raised the water level at the intake area. As a result, by August 26, 2026 the Paks I NPP fully restored its design capacity of 2,000 MW, returning all four reactors and eight turbines to operation. 

This precedent has jeopardized the Paks II NPP project initiated by the previous Hungarian administration.

Prime Minister Peter Magyar, as a politician, was eager to slime Ungar, his predecessor, about the plant. 

Constructing two more VVER-1200 units amid the instability of the Danube looks like technological adventurism. 

However, the intake area on the river can easily be fitted with a dam, similar to PAK I 

Also nuclear plants last 60 to 80 years, during which there will be a few droughts.

However, wind and solar systems will have many DUNKELFLAUTE droughts EACH YEAR

Did you notice that I was discussing the Delaware River in the United States? Not the Danube in Hungary. The Danube is a heavily managed river–I am sure there were management decisions made that impacted the power plants.

Since the Danube is a navigable river Into Budapest a potentially better solution would be to place Locks alongside areas where it’s crucial the water level be maintained. Build a NPP, place a lock.

Solar starts out at nothing in the morning, then builds to a maximum at midday, then fades to nothing in late afternoon/early evening, and stays at nothing UNTIL THE NEXT DAY.

It is totally unsuited for any civilization that needs plentiful, reliable electricity, 24/7/365

On top of all that it requires about 50% subsidies and is very expensive/kWh

Bridge City gas plant, 1200 MW, covers 26 acres, or 88 times smaller area than solar complex. 
Gas plant nameplate rating 1200/270 = 4.4 times Solar Complex.
Gas plant annual production about 1200 MW x 8760 h/y x 0.8 CF = 8,409,600 MWh, 24x7x365
Solar Complex annual production about 270 MW x 8760 h/y x 0.22 CF = 520,344 MWh
Gas plant production is 8409600/520344 = 16.2 times Solar Complex
Solar Complex life about 20 – 25 years
Gas plant life about 40 – 45 years
 
The Solar Complex required mining ore-laden materials, extracting minerals and refining them, transporting the refined materials to a solar panel manufacturing plant. All these steps are very energy intensive, require lots of electricity, usually produced by coal in China. The panels are transported to Texas for building the Solar Complex. Ultimately the solar panels need to be stored in a hazardous waste landfill.
 
Solar production peaks around noontime, when demand is low. That means the OTHER plants must reduce their outputs as solar production increases in the morning, then they must increase their outputs as solar production decreases to zero during late afternoon and early evening peak hours, to maintain the production-demand balance on the grid, 24/7/365.
Then the solar production is zero from early peak hours to early morning hours the next day. That means the OTHER plant must provide the entire electricity supply for that period to satisfy demand.
 
In colder climates at higher latitudes, the solar capacity factors, CFs, are less, say about 0.15, which means the Solar Complex would produce a lot less electricity and would have a higher capital investment per MW. 
Also, during winter, solar panels likely would be covered with snow and ice for a week or more, which means near zero solar electricity production, which means the OTHER plants must provide all electricity, 24/7/365

If little wind and solar, aka DUNKELFLAUTE, there is near-zero output of wind and solar, and a large fleet of OTHER plants, must provide the missing electricity up to demand, 24/7/365.
If the OTHER plants are insufficient, electricity needs to be imported at high wholesale prices
If too much wind and solar, much of the electricity needs to be exported at low wholesale prices
These OTHER plants must be fueled, staffed, kept in good working order to instantly provide what is missing. 
The more wind and solar tied to the expanded/reinforced/more complex grid, the more OTHER plants.
THAT TWO-SYSTEM COMPLEXITY DOES NOT COME FOR FREE.
  
Hidden Costs: These are the A-to-Z costs (wind/solar system to land fill) almost all folks are kept ignorant about. 
At a future 25-30% W/S annual penetration on the grid, based on UK and German experience: 
– Onshore grid expansion/reinforcement to connect far-flung W/S systems, about 2 c/kWh
– A fleet of traditional power plants to quickly counteract W/S variable output, on a less than minute-by-minute basis, 24/7/365, which means more Btu/kWh, more CO2/kWh, more cost of about 2 c/kWh
– A fleet of traditional power plants to provide electricity during 1) low-wind periods, 2) high-wind periods, when rotors are locked in place, and 3) low solar periods during mornings, evenings, at night, snow/ice on panels, which means more Btu/kWh, more CO2/kWh, more cost of about 2 c/kWh
– Pay W/S system Owners for electricity they could have produced, if no curtailment, about 1 c/kWh
– Importing electricity at high prices, when W/S output is low, 1 c/kWh
– Exporting electricity at low prices, when W/S output is high, 1 c/kWh
– Disassembly on land and at sea, reprocessing and storing at hazardous waste sites, about 2 c/kWh
Total: 2 + 2 + 2 + 1 + 1 + 1 + 2 = 11 c/kWh

Offshore wind full cost of electricity FCOE = 30 c/kWh + 11 c/kWh = 41 c/kWh, no subsidies
Offshore wind full cost of electricity FCOE = 15 c/kWh + 11 c/kWh = 26 c/kWh, with equivalent of 50% subsidies
This compares with 7 c/kWh + 3 c/kWh = 10 c/kWh from existing gas, coal, nuclear, large reservoir hydro plants.
Some values increase due to inflation and as more W/S systems are added to the grid.

Often they have to shut down because the water would be getting to hot (Hint: Due to human made climate change). So that is not a supply problem.

The conditions of the water used for cooling could affect nuclear power plants in two ways. Most of the time, the primary concern is that the hot water being discharged from nuclear power plants could harm flora and fauna. Regulatory agencies, therefore, set rules about the temperature of the water on the basis of potential harm to aquatic ecosystems. The Swiss Federal Office of Energy, for example, required the Beznau nuclear plant to be shut down in late June after water temperatures in the Aare river reached 25 degrees Celsius (77 degrees Fahrenheit), in order to ensure the safety of fish populations. In some cases, regulators have modified the rules temporarily to allow reactors to continue operating, as they did in France this July.

But wait there’s more:

Heat and drought aren’t the only challenges to securing enough water for cooling. The long list of nuclear facilities that have been forced to shut down after jellyfish clogged water intake pipes includes Scotland’s Torness nuclear plant in 2011 and 2021; South Korea’s Hanul nuclear plant in 2021; St. Lucie nuclear plant in Florida in 2011; Diablo Canyon nuclear plant in California in 2008, and many more. Following the shutdown of the Gravelines nuclear plant in France last year, operator EDF invested more than 1.5 million euros to surveil jellyfish populations in the North Sea. Despite continuous monitoring, the arrival of thousands of jellyfish led to the shutdown of three reactors at the Gravelines nuclear plant yet again this summer. Jellyfish swarms are expected to become more frequent as climate change intensifies, for multiple reasons.

Oh man, there’s so many more reasons these reactors have to shut down I can’t quote it all.

And if you have the Danube running out of enough water you have a (climate change) problem.

At the top: “The campaign of climate denial has . . .”

Nobody, including Exxon, WUWT, the Heartland Institute, the Heritage Foundation, or CFACT, ever claimed that climate didn’t exist (hah!) or that climate change does not exist.

No one can rationally dispute the paleoclimatology proxy evidence—hard data, there— that Earth has experienced glacial/interglacial cycles, and even hundreds-of-millions-years duration Ice Ages as well as Hothouse Earth conditions, in the billions of years of its existence. Of course, all of those events were BEFORE humans began emitting any significant amount of CO2 into Earth’s atmosphere.

As to the rest of that graphic, it is equally sophomoric and, basically, BS.

Any nuclear reactor that has its cooling design to be so marginal/requiring shutdown based on a 1 or 2 deg-C rise in its cooling water INTAKE temperature should never have been licensed in the first place.

Good grief, what a bunch of nonsense. Nuclear power plants are the most reliable electric generating machines ever built and operated, bar none including jellyfish for which there are numerous fixes. The Constellation plant in Maryland was afflicted by clusters of sea rays many years ago, a problem long since fixed. Hot water? Many power plants used evaporative cooling machinery, forced circulation or natural circulation, when discharge temperature could be too high. Some are even next to large bodies of water which could otherwise be used. The Danube experiences low water every summer, sometimes so low that barges and river cruise ships cannot be operated. It’s the Danube, not climate change. That’s the way it is. And of course solar power works at high noon and, for a few hours on either side of high noon, makes some power but makes nothing unless the sun is well above the horizon.

There are all kinds of issues that affect the operation of thermal power plants, but among them all, nuclear is by far the most reliable – and many are surrounded by nature preserves.

I think that clean exhaust coal burning generators are just as reliable as nuclear ones, are cheaper to build and in GB there is enough coal to last several hundred years if only we were allowed to use it.

And the plants would thank us for the extra CO2.

It is arrogant to pretend that we can control the climate or have an effect on it beyond the urban heat island effect. No gas at any concentration in the atmosphere can warm Earth’s surface.

The upper tropical troposphere, where this heat is supposed to originate (according to the IPCC) is about -17 deg C and the surface is 15 deg C; the latter is 32 deg C hotter. No IR radiation emitted by the upper cold region can warm the hotter surface. It is thermodynamically impossible. We are now done. No greenhouse gases, no greenhouse effect, and no global warming by man via CO2 (or any other gas).

Well, you set up a huge array of powerful stadium lights, then you aim them all at your solar panels banks, then you plug them all in to your property’s 120v / 240v utility power outlets, then you turn them all on, and voila – man-made light sources come to the rescue of sunlight-deprived solar panels, allowing them to function to some degree.

And don’t decry this approach – it worked!

Nobody did the basic EROI math though.
So this approach was, as such escapades in the energy industry are called –
A FIZZER 🙁

Reminds me that Climate change as such is a religion. More than 20 years ago I was talking to MB Scott a very wealthy guy in his mid to late 80s who owned 40 acres in Montecito (Santa Barbara). I asked him how he got his start: He said I got to know Garner Ted Armstrong an evangelist in Pasadena California. He told me that he was spending $300 a month in advertising(of course this was on radio in the late 40s and early 50s). I boosted him to $3000/month and the money started rolling in. Then even more advertising money and we were awash with cash. N
Now you on this forum believe whether he was a true believer or not, do you think he would give up that cash?
Now as far as the climate keyboard warriors, greenies, politicians who benefit from all the cash rolling in; do you believe that they would give up on the cash that has been rolling in despite none of the predictions over the years that have all failed? Obviously not as long as they can keep the religion going, I rest my case it is without a doubt a religion! I rest my case!

Hansen’s “CO2 does nothing” model, was quite accurate, yes. !

But climate models are far from being “accurate” or even remotely close to reality….. and they keep getting worse.

They predicted much more warming than actually occurred.
Temperatures have been rising more or less consistently since the end of the Little Ice Age, and the rate warming has zero correlation with the rate of CO2 increases.

With nuclear it’s nothing more than a normal engineering design problem. You just have to design the reactor and pick the location. With solar you start with around 40-50% outage each day for 365 times per year. I feel sorry for the authors (i.e. Valerie Arnhold & M.V. Ramana). The must have been in high school, maybe even grammar school, during the Covid shutdown and never learned how to read :<)

Let me get this straight: per the above article, “climate change” is responsible for a shortage of water that is used for cooling nuclear reactors—among many, many other things, predominately for irrigation of crops around the world— while at the same time that same “climate change” is blamed for melting glaciers and polar sea ice, thereby causing rising sea-levels, meaning more liquid water available to the world.

Go figure.

All thermal electric plants require cooling regardless of the fuel they consume, nuclear, fossil, biomass, whatever. The original article summarized in this story was poorly researched for omitting this obvious situation. It originally appeared to my eyes on RealClearScience, Tuesday last. I wrote a comment on the cooling issue, twice,which the authors refused to print both times. Thin skin is a problem that lots of people who know little of what they write suffer from.

This is propaganda since there is no climate change (aka, Global warming). Blame it on a cooling planet, as evidenced by the recent cases of atmospheric blocking by the jet stream and the resulting heat waves (and cold regions). Such blocking is typical of a cooling planet, such as in the early 1980s. In New England, then, we had a summer of all fog and the next year, in Maine, a summer with no rain at all. They have not had wheat crops freezing in Sweden because of warming. Heat does not cause cold.

We can design a nuclear reactor to used closed loop cooling.
Europe did not choose the more expensive closed loop system because they did not need to.
Europe chooses the system most economical and then writes an operating procedure to operate within the environment it is designed for.

Some nuclear power plants were designed not to operate when rivers are too hot. It is wriitten into the operating procedure.

This is not an engineering or technical flaw. It is how the plant was designed and how the operating procedure is wrote.

The article seems like it was put together quick by a person who does not understand how a nuclear plant is designed and the procedures they operate under.

I wasn’t going to comment because the basing article cited is on its face silly (Europe saved by solar at night?), but the easily refuted ‘anthropogenic climate change’ aspect of some comments (you know who you are) persuaded me to do so anyway.

The cause of the European 2026 drought is a persistent blocking high, aka an ‘omega block’ because of the shape of its zonal jet stream pattern. The previous two were in summers 2003 and 2016. So very roughly occurring once a decade. They have been happening since before ‘anthropogenic climate change’ supposedly became a problem in the mid 1970’s, and reliably detected by weather ballon radiosondes since the 1950’s. So nothing whatsoever factually to do with any supposed ‘anthropogenic climate change’.

For the record, the climate has been changing for the better (warming) ever since the last Thames Ice Fair in 1818 marked the rough end of the (bigger than just Europe) several centuries long Little Ice Age that followed the several centuries long Medieval Warm Period (when wine grapes grew in England and Vikings colonized Greenland with cattle and barley).
Even IPCC AR4 SPM figure 4 said the directly comparable warming of ~1920-1945 to ~1975-2000 could not have been anthropogenic. I also note that underlying natural variation did not magically stop ~1975—when climunists assert anthropogenic CO2 took over climate change.

This is rich.

So per this article solar saved the day. What about the hot night? Did everyone die from heatstroke when the sun was no longer in the sky? Cooling the reactors using water is done as that is cheaper than a closed system using air to cool the reactor coolant just like the air cools your car engine and the car AC.
