China Rebuffs John Kerry–Xi Tells Him, It’s Business as Usual for China

Chinese leaders rebuffed attempts by John Kerry, President Biden’s climate envoy, to persuade them to commit to tougher climate action during three days of talks in Beijing, a response that suggested that tensions between the countries are making it difficult to work together on a crisis that threatens the planet.

Mr. Kerry emerged late Wednesday from the lengthy negotiations in Beijing with no new agreements. In fact, the Chinese president, Xi Jinping, insisted in a speech that China would pursue its goals to phase out carbon dioxide pollution at its own pace and in its own way.

Still, Mr. Kerry appeared buoyed that the world’s two biggest polluters had restarted discussions, which had been frozen for a year because of strained relations over Taiwan, trade and other issues. He insisted he was not disappointed in the outcome, noting that just talking marked progress.

“We had very frank conversations but we came here to break new ground,” Mr. Kerry said, adding, “It is clear that we are going to need a little more work.”

It is not hyperbole to say that the extent of global warming depends on decisions made by China and the United States. China is now responsible for almost a third of global emissions, more than all other developed nations combined. To avoid the worst consequences of a warming world, it is critical that the United States, the world’s largest emitter throughout history, work with China to slash carbon pollution, experts say.

Mr. Kerry had hoped to persuade China to start reducing its carbon emissions on a faster timeline and to quickly phase out its heavy use of coal, the dirtiest fossil fuel. While the United States generates 14 percent of global carbon emissions, China is responsible for 31 percent and its pollution is increasing every year. China has said it would hit peak emissions before 2030 and stop adding carbon to the atmosphere by 2060.

Mr. Xi, who did not meet with Mr. Kerry during the envoy’s visit this week, said that China will follow its own timetable regarding emissions reductions. “The pathway and means for reaching this goal, and the tempo and intensity, should be and must be determined by ourselves, and never under the sway of others,” he said in a speech Wednesday according to the official People’s Daily.

The discussions with Chinese leaders around the country’s coal expansion were among the most challenging, Mr. Kerry said. China has built a number of new coal-fired plants in the past two years, locking the country into its continued use. Mr. Kerry tried unsuccessfully to prod China to curtail its use of coal and implement a plan to cut methane, a powerful greenhouse gas that leaks from oil and gas wells and coal mines.

In short, China has told John Kerry to get lost. They intend to carry on as before, putting economic growth above all else. The fact that Kerry did not even get to talk to President Xi is telling in itself, as it is Xi who will make the decisions, not the Chinese officials he did see.

Meanwhile, the dreadfully inadequate US Treasury Secretary, Janet Yellen, shows us all who is really in charge here!

Kerry must be incredibly stupid. Everybody- well most people- well all the people who read this blog- knew perfectly well, that China wasn’t going to offer Kerry anything. Maybe he could have suggested to China, given that nation’s very productive industrial capacity, to mass produce nuclear reactors.

My understanding is that China is building more nuclear power stations right now than every country in the world combined.

Xi says China will comply with ‘NetZero by 2050’ agreements by 2060. Well kind of, knowing full well the whole idea will be out the window by then.

Which means China will likely begin retiring their fleet of coal fired power stations, just as their nuclear fleet begins to come on line.

As the decommissioning of their coal begins in 2060, so the commissioning of new nuclear begins.

Meanwhile, the west is still squabbling over wind and solar.

China is an amazing country with a continuous civilization going back thousands of years. They know how to play “the long game”. They are amazed at how naive and stupid the west has become in recent years. Whatever anyone may think of Henry Kissinger, it’s worth reading his “On China”. It’s only about 1,000 pages. He recently said something about how the Russian and Chinese leaders would always be happy to talk with him and they’d do it respectfully. I mean- heck- the guy was in the American army in WWII and he’s still breathing.

If Henry can get the Chicoms to stop attacking the United States, that would be a good thing. But I’m skeptical anything like that is going to happen.

I think reining in the Chicoms is going to take serious economic sanctions on them, to the point of endangering their economy, and I think Trump plans to do just that if elected.

Nah, fire them all as a start. Then maybe hire back 1% of them to fulfill the actual Constitutionally-authorized functions of the Federal government.

Unfortunately the president can’t just fire the Deep State ‘workers’, we have to replace most of Congress to be able to pass laws to abolish the unconstitutional bureaucracies.

And what if they slow walk the whole process?

The point being is that the institution can always say “No” to any direction of the POTUS, even violate direct orders and even Executive Orders.

There is no framework for disciplining outright subordination if the unappointed directors and bureaucrats decide that the POTUS should be ignored or even subverted.

45 wanted to get out of Afghanistan. You would think that the CiC would have some authority. The DoD blew him off and slow-walked it, that is, it wasn’t a NO, it “was, we will do it in our time” which is to say “never”.

The current one- our lesbian governor Maura Healey. Not only is she on board with the state’s net zero by ’50 law but this year she shut down all forestry work on almost a million acres of state forest. She put together a committee of bureaucrats, academics and a former light weight author for the IPCC (Bill Moomaw) to come up with guidelines on how to do forestry on state land in such a way as to help save the planet- meaning, cut much lighter and less often or not at all- which, as a forester for 50 years, I can declare is ignorant. Also, virtually all of her appointments are of the politically correct persuasion- just like Biden has done. I doubt she has appointed a single white male heterosexual. Unfortunately, there isn’t a single politician in this state willing to confront her policies. It’s a one party state that would make Stalin proud. The state burreacrats don’t all agree with her policies but their salaries and benefits are very generous so they shut up and look forward to their retirement with a pension that offers them 80% of what they “earned”. Some retire after 25 years- which makes sense for military and cops but not paper pushers.

China didn’t just snub Kerry and his message. They deliberately insulted him (and Biden). While Kerry was in China, Xi held a two day confab on climate to declare they would deal with it in their way on their time. Kerry was NOT invited.

Kerry is so dumb he reported back he had ‘constructive dialogue’. Probably meant talking to himself.

It *is* hyperbole, and CO2 is not a pollutant.

China doesn’t want to work with the United States on reducing Chinese CO2. What are you going to do then?

Hopefully the delegates at the upcoming COP 28 conference pay close attention to Xi’s notification of China’s intentions. If they would and had any common sense, they’d cancel it because it will achieve nothing—like all the earlier ones. But that would mean that all the dignitaries who attend these meetings would have to forego a free ride.

A strangely sensible Biden declaration for once, as every country is climate affected in one way or another*.

*Mid July in the South East of England where, rather than enjoying the ‘heatwave’ the rest of Europe is ‘enduring’, we are ‘enjoying’ temperatures as high as 16ºC. To date climate change has delivered us temperatures of 25ºC – 30ºC on a fairly consistent basis for most of my life, for usually one week out the year.

Oh for those heady days of sunburn and reparations.
