Reuters reports that climate and green energy are back on the next EU summit agenda, after reports the climate issue was pushed off the agenda by other pressing issues.

EU leaders meeting in Brussels this week will debate the Paris Agreement on climate change, a draft EU text showed, after officials previously said the migrant crisis had knocked it off the agenda.

EU officials, speaking on condition of anonymity, said European Council President Donald Tusk, who will chair the summit, had spent a week negotiating a compromise text that they believed the big member states would agree on.

The text, seen by Reuters, “underlines the need for the European Union and its member states to be able to ratify the Paris Agreement as soon as possible”.

It also says the EU is committed to a target to cut greenhouse gas emissions domestically by at least 40 percent by 2030, as agreed at political level in October 2014.

The target has become controversial as some member states and environment campaigners have interpreted the agreement of a global deal in Paris as a reason to push for the EU to agree a more ambitious goal.

But EU officials say the European Commission is concerned that reopening the discussion on the 2030 target would derail a difficult debate this year on how to share out that goal among the 28 member states, including Poland, whose economy depends on coal.

Watching the increasingly farcical antics of Europe’s ruling class, I wonder if this is what it must have been like in the dying days of the Roman Empire. Britain is likely on the verge of leaving the EU, Europe is reeling from outrages perpetrated by invading hordes of lawless young men, yet rather than dealing with the real issues, issues which threaten the very existence of the European political entity, most of the European ruling class is utterly disconnected from their people, devoting their attention to entirely imaginary problems, like Anthropogenic Climate Change.

Not true although they do behave in a similar way. Like the UN, the EU is desperate to get a funding stream of its own so that it is no longer beholden to the member states to provide the cash.

I know all about Agenda 21, mainly because my city is embracing it. So far we have a city plan to make Christchurch NZ the leading city in sustainability. Whole suburbs have been destroyed in order to restore/protect water ways and wet lands. The city is trying to destroy more suburbs in order to get more people off land which (according to them), will be wetlands within the next 100 years. The city has become one of the Rockefeller’s “resilient cities” and accepts substantial cash from them. Properties are being appropriated without adequate compensation or explanation etc.
Read my blog and see how the agents of Agenda 21 are using natural disaster and propaganda as an excuse for all these excesses.

@ Evan Jones – You might want to read UN Agenda 21. Then read the “Sustainability Program” that President Obama implemented in EVERY government agency including the military. Then pick one you can find on the internet and read it. If that seems ho-hum then read your state sustainability program. And then your county and city sustainability requirements/program.. Note how they all appear to be written by the same organization. Note how even your local building code appears to have been written in and for Europe? Our county code is word for word with several others found on the internet. Then look at a few random college catalog online. Note that most have a program and degree in “sustainability” (or something that means the same thing). Why?
What follows? The UN writting our traffic laws? All laws? Medical procedures and techniques? etc.
Or, are you a “Globalist?

Roger, my understanding from speaking to people from New Zealand is that Christchurch is being rebuilt on sections that can withstand earthquakes. The beautiful black soil turned into quicksand during the earthquakes and houses sank. The houses on the hard scree? withstood much better, the earthquakes and after shocks.
So virtually the whole city has to be rebuilt. Water pipes, sewage pipes, electricity and telecommunications all have to replaced.
SO why not take advantage of latest technologies?

There are many factors that lent themselves to the severe destruction and deaths in the Christchurch (Chch)quake. The city is built on alluvial deposits that rose up after past quakes. So unless you build on rock, no amount of scree will provide any protection against liquefaction, which “amplifies” shaking, is what caused the most damage. Most of the east coast of New Zealand (NZ) is like this. Look at an aerial map of the region. Off the coast of Wellington, you can see evidence of this with several escarpments and level areas after several quakes. The whole area of Kilbirnie and the airport in Wellington rose after the 1840’s quake. Lake Wairarapa was under water 100’s of thousand years ago and is a very fertile growing region for instance.
Another factor in the destruction and deaths was that many buildings were not built to code and were not retro-fitted for quake prevention. So if Chch wants to be the most sustainable city in NZ they had better start driving piles down to bedrock before building anything substantial.
AFAIK, there are only 3 buildings in NZ that are built on bearings to protect against quakes and they are; Te Papa (The National Museum and you can actually see them too!), a Hotel (I forget its name) and the BNZ building (The black building) and maybe a 4th, The Beehive, all in Wellington. The rest are at risk from severe damage when the big one strikes, not if, but when.

For the people who did not read my blog properly and think that the red zones in Christchurch were equitable, please remember every property owner has “encouraged” to take the government buy out else they would lose services like water, sewerage, electricity, road access, postal services, telephone. No pressure mind you.
For some the offer was attractive, for a good proportion some had little or no damage and didn’t wish to move. Still others who did not have insurance and either had no or negligible damage are/were also subject to the encouragement mentioned above. The High Court of NZ ruled that the government has acted outside its powers. Also note that conveniently or otherwise the red zones mainly follow the water ways.
The CBD restoration plan contains quotes from Agenda 21 and the government has acted similarly with commercial property owners although this never hit the press. Most commercial property owners have consequently received their insurance payouts and invested in other cities. etc etc.

Roger, the issue I have with bringing up Agenda 21 is that all of the actions taken are demonstrably bad in and of themselves. You don’t need to add a global conspiracy to explain that. In fact, it’s not a conspiracy. Agenda 21 is a set of goals, not a grand, villainous master plan.
It doesn’t matter if the various actions taken by anyone support Agenda X, or oppose it, or go completely sideways. They can be judged on their own merits.

in your future discussions with the community leaders, ask them about sustainable government (& associated services). Of course, all new programs should be sustainable, right? No counting on future revenue increases for anything or any program (including govt retirement programs).
Stopping growth, the unsustainable growth, needs to start in the mayors office, and with the planning department budget.

Agenda 21 is indeed a series of goals. I hope you are happy with all of these goals.
I personally find them very alarming as should we all, assuming that do not have global communist leanings!

TonyL: a Trojan Horse looks like a fine gift. Agenda 21 is full of motherhood statements that on the face of them seem good sense and kindly kumbayah changes. They have an incremental long game built in, though, that would ultimately neutralize private ownership of land (control their activities on the land, control ponds built for watering cattle, etc. externalize the decision for an owner to cut some firewood or clear brush to prevent forest fires [they are already preventing this to the detriment and some deaths and destruction of Australian land owners and their farms]. “Obey little, resist much” (perhaps a misquote from Walt Whitman).

Trump won’t. If he gets enough supporters he will stand as the Republican candidate, and probably Clinton will wil. If he doesn’t get enough, and the Republican establishment try to prevent him being the candidate, and succeed, he will resign, and stand as an Independent. As as Independent he will attract almost all of his Republican supporters, and he will also attract all the Democrats who agree with him but could not vote for him as a Republican.
Result, Trump sweeps every state and become President.

i can assure you cagw will be clean off the agenda in the next decade for europe. as the amo goes cold and we see some proper winters , the result being large amounts of people that cannot afford to heat their homes due to the ridiculous energy policy of several european governments. it will be the last thing on politicians minds. particularly when people like me are chopping up their front door, window frames and furniture to burn in our stoves , i cannot wait 🙂

This feeling of helplessness and End of Times is a mental health problem Europe can’t solve easily. Europe limps along, falling apart every 40 to 50 years and going down in flames. Why is this?
We don’t know, it just happens. Telling each other that we are all going to roast to death is just like when the Roman Empire, when it cooled down way back then, was falling apart, too.
They honestly believed the entire world was doomed.

I like this chart also since it is closest to the reality of the human sensory level. Contrast this to an anomaly chart where the temperature change is shown to the hundredths of a degree. We can’t sense changes at this level yet the scale used in the charts inflate the perception of a significant change. A question I would like help with follows. Remembering Anthony’s study of USCHN sites and related data quality, I recall that class 1 and 2 sites have an indicated max error of 1 degree C (9/5 F). Assuming for arguments sake that the above chart was built on a data set derived only from class 1 and 2 sites, what is the appropriate error band for this record? What is the appropriate error band for the anomaly over this record? What is the significance of data point expressed to the hundredth of a degree?

On the contrary, I think a +/- 10 or 20F range is the best. That’s typical variation over the course of the day. This is too much, and you appear to be hiding.
I remember way back in college, when I gave the actual measured temperature rise (0.6C over a century), there was a murmur throughout the class. These kids knew that global warming was real and damaging, but had never known about the amount, which upon even cursory inspection is nonsensically small for the claimed effects.

I agree with Ben. The scale is too large. Using a scale that’s within the range that someone would normally experience in an average day would demonstrate the same thing just as effectively without looking so much like you’re exaggerating.

The political problem we have here in the USA is that to reject CAGW, we have to vote for candidates who also have other obnoxious beliefs. I tend to be quite libertarian, and I am not thrilled with Trump or Cruz, but HIlary Clinton or Sanders, who do suck up to CAGW advocates, are appreciably worse.
All I have to go on is the comment I saw attributed to Admiral Gorshkov–that the perfect is the enemy of better. One guess which party I am backing.

And it appears that the “crisis” is actually worse than it’s put out to be by the European officials (of course they wouldn’t possibly cover anything up):

I think that sums it up. You can see how it happens. You start with nothing then you work extremely hard for a large number of years trying to improve your lifestyle. Eventually, you have everything you wanted. You now have spare time and disposable income. Japan is a good instance. After the second world war they started from scratch. Now they seem to have stagnated. In contrast, the UK lost its way after WW2. The Chinese are still ramping up their Industrial Revolution.
After that the “devil makes work for idle hands” syndrome comes into play. People who do not know how the food reaches the supermarket will have time to pontificate on how they think it should happen and which foods you should be allowed to eat and how far you can drive using what type of vehicle.
In the UK, we have people who know nothing about electricity generation and distribution deciding how we should generate energy in the future. While this is happening our existing reliable systems are steadily being run down and phased out. The ruling elite live in their own small but very affluent bubble.
At some point the system will collapse. Millions of city dwellers who know nothing about growing food and making clothes and shelters will find themselves without electricity. The fuel pumps will not work, waste disposal systems will cease to function, hospitals will not have enough energy to work for long. Anarchy will be only a few weeks away.

CO2 reductions in Canada. According to a columnist in a Toronto newspaper who has been writing about the AGW “Crisis” and “Green” energy for over 10 years, PM Trudeau (I gag every time I see, read or hear that name) has committed to reducing Canada’s annual CO2 emissions by 30% below 2005 levels by 2030. The columnist calculated that it would mean a reduction of at least 241 mega-tons (MT) annually, the equivalent of shutting down all of Canada’s oil & gas sector (179 MT), plus most of the agricultural sector (75 MT) in less than 15 years. In related news, Trudeau made a promise during the last federal election campaign to legalize marijuana. He must have been smoking it when he made these CO2 reduction committments.

The EU nations are being slowly overrun by an Islamic invasion of rufugees with ISIS terrorists hiding in their midst for another Paris-like grand massacre.
Mario Draghi is printing €uros like there’s no tomorrow. Greece’s economy is still a ticking time bomb, and so maybe Italy’s.
Putin’s military has gotten an operational wringing-out in Syria and is now going back to the Motherland to rearm and re-equip for a summer offensive somewhere on Europe’s soft eastern frontier… Moldova, the Baltics, more of Ukraine, more of Georgia, maybe on Turkey’s Armenian border? Enough to worry about the future of NATO with the Great Appeaser Obama.
I doubt the average European sees Climate Change as their biggest problem, or even in the top 10.

The imbeciles created CAWG and are now trying to force spending of GPD which we do not have on green scams that do not work for basic engineering and economic reasons.
The political nincompoops have run out of money to spend on everything.
Almost every developed and developing country is now running unsustainable deficits and has accumulated deficits which a decade ago economists asserted would lead to economic collapse.
For example, the US accumulated deficit is now 104% of GDP (not including unfunded future liabilities which is roughly 300% of the US GDP) which is the highest in the history of the US. The maximum accumulated deficit a country can handle is around 70% of GDP. The Japanese accumulated deficit is more than 250% of GDP. The Japanese tabloids are now talking about a run on their banks if people try to withdraw their savings.

A fundamental error/scam in the calculation and discussions is the cost comparison is not ‘green scam’ vs hydrocarbon, as 100% hydrocarbon backup is required in addition to the green scam cost. ‘Investing’ in green scams mean doubling the installed power equipment to power the grid, in addition to more power lines as power must move from region to region.
The second fundamental issue which is not understood by most people are the implications of the fact that wind speed varies independent of load requirements.
The third issue is the green scam energy ‘savings’ calculation does not include reduce grid efficiency and the energy input to construct the green scams.
The power generated from a turbine varies as the cube of wind speed and can vary 30% in less than an hour and does vary from 0 to 100%. As a power system must always be balanced when the wind blows other power sources musts be shutdown and then restarted and then shutdown and then restarted and then shutdown and so on.
As the green scam energy increases beyond around 10% to 15% average of nameplate it is no longer possible to use combined cycle gas power plants in the grid. The combine cycle power plants are 20% more efficient than single cycle gas power plants but require 10 hours to start and must hence be left on for weeks. The 20% less efficient single cycle gas power plants can be shut on/off/on/off/off although there is a loss in efficiency for the roughly hour as they come up to temperature.
The wind power scam pushes talk about wind power nameplate power which is the maximum output of the wind farm. Germany average wind power output is less than 20% of nameplate.

Recently Bill Gates explained in an interview with the Financial Times why current renewables are dead-end technologies. They are unreliable. Battery storage is inadequate. Wind and solar output depends on the weather. The cost of decarbonization using today’s technology (William: Solar and wind power rather than nuclear) is “beyond astronomical,” Mr. Gates concluded.

The key problem appears to be that the cost of manufacturing the components of the renewable power facilities is far too close to the total recoverable energy – the facilities never, or just barely, produce enough energy to balance the budget of what was consumed in their construction. This leads to a runaway cycle of constructing more and more renewable plants simply to produce the energy required to manufacture and maintain renewable energy plants – an obvious practical absurdity.
A research effort by Google corporation to make renewable energy viable has been a complete failure, according to the scientists who led the programme. After 4 years of effort, their conclusion is that renewable energy “simply won’t work”.

What needs spelling out is that the EU’s INDC of a 40% cut of GHG from 1990 levels by 2030 emphasises that it is a target “to be fulfilled jointly”
The UK is already committed by law to make a 52% cut by 2023-27, and Gummer’s CCC is now pressing for bigger cuts by 2030.
If the UK makes bigger cuts than anybody else, all that will happen is that other countries will get away with smaller cuts.

Well Evan you are wrong, they are very well distributed in ivory tower positions. These moles are imbedded in many of our public institutions. Universities and bureaucracies are full of them. You can bet that some of them get TWO paycheques, one from their home institution and one from the U.N. They also extort money from governments to fund there bogus science and line their pockets and their cronies pockets at the expense of the tax payer. Believe me, I have seen this process in action first hand any times.

When one can’t solve real problems, one always need to get a softer problem in the forefront to deflect attention from the real problems. That’s what the EU, in typical fashion, is trying to do.
