Look for “targets” of cut emissions goals from electricity producers projected for future dates. That would mean the “carbon offset” Enron-Kyoto game is still being bandied by executive order or bureaucratic ukase.

I haven’t seen it but I can tell you what it does NOT contain. Anything remotely sensible or anything factually supported by science or anything supported by actual recent observations that the globe is NOT warming for 17 years…

The plan is simple:
1) Reward the president’s allies, political supporters, campaign supporters using public money for their private benefit.
2) Punish the president’s opponents, punish opponents of the president’s allies and punish the opponents of their supporters.
3) Insert the federal government more deeply into the lives of all Americans and make us more dependent.
4) Make America weaker.
5) When the programs make ordinary Americans poorer, create another program to redistribute money from those who don’t support the president to those who do.

President Obama has exceeded President Bush in every category but one. With this document all previous excesses are exceeded. Mission to Mars failed. Mission to Earth is now the bar. Fail.

No tax needed if you up the gas mileage ante, impose higher wind and solar power percentages, incentivise hippy-ish energy production and ethenol farming operations, and add other regulatory rules related to fossil fuel development. There are lots of ways around the House. Lots. I have no doubt the WH has plummed those many ways.

May I suggest we crowdsource a factual rebuttal to his speech, countering every false claim he makes, with peer reviewed science?
I think the probability of any claims regarding “climate” coming from BHO being represented fairly or accurately is in the sub negative 100 exponents.

That’s because Obama cannot raise taxes by executive decree. He can, however, accomplish the same result with fines imposed by the EPA. The stage was set when the U.S. Supreme Court ruled CO2 was subject to regulation and EPA followed with its sham public comment period and preordained conclusions. Nothing I can see short of a Supreme Court reversal can stop this one.
