  1. Look for “targets” of cut emissions goals from electricity producers projected for future dates. That would mean the “carbon offset” Enron-Kyoto game is still being bandied by executive order or bureaucratic ukase.

  2. I haven’t seen it but I can tell you what it does NOT contain. Anything remotely sensible or anything factually supported by science or anything supported by actual recent observations that the globe is NOT warming for 17 years…

No tax needed if you up the gas mileage ante, impose higher wind and solar power percentages, incentivise hippy-ish energy production and ethenol farming operations, and add other regulatory rules related to fossil fuel development. There are lots of ways around the House. Lots. I have no doubt the WH has plummed those many ways.

    That’s because Obama cannot raise taxes by executive decree. He can, however, accomplish the same result with fines imposed by the EPA. The stage was set when the U.S. Supreme Court ruled CO2 was subject to regulation and EPA followed with its sham public comment period and preordained conclusions. Nothing I can see short of a Supreme Court reversal can stop this one.

  18. I would expect a parallel set of actions to those that are currently screwing UK into the ground. A program to close coal fired power generation (effectively regulating them out of business). An increase in subsidies for ‘green power’ windmills and solar, restrictions on fracking, oil exploration and another denial of the Keystone Pipeline. After all Obama shares a Common Purpose with Cameron.
    All will be carried out by Executive Orders through the EPA and other agencies nothing will be presented to Congress – who needs checks and balances? The MSM will be delighted and congratulate the President on his wisdom and farsightedness.
    Winter this year will be brutal – and will be blamed on ‘climate’ so the information poor understand why they are being taxed.

    “The Supreme Court on Monday declined to review a case that charged federal regulators allowed a mid-level ethanol fuel blend onto the market without proper testing.”
    “The move preserves a space at the gas pump for E15 fuel, a mix comprised of 15 percent ethanol — compared with the standard 10 percent — and 85 percent petroleum by leaving intact a 2009 Environmental Protection Agency ruling that E15 is safe to use in cars made in 2001 or later.”

    This is bad news for all consumers as Engine manufacturers have claimed this will cause more engine failures and puts the responsibility on the fuel suppliers to prevent errors in fueling which is inevitable . The government plans to subsidize additional pump installations at tax payers expense which is not cheap since additional tanks are required for a 4th grade fuel.
    This ruling is especially bad for marine engines and small engines since Ethanol attracts water and over longer storage periods results in fuel breakdowns and high maintenance. The 10% Ethanol has already caused extensive problems and Marine engine manufacturers have voided warranties for use of E15. I know several individuals who have paid a fortune to have spoiled E 10 fuel pumped out of their boat tanks and discarded. This is expensive since boats have large tanks and fuel must be stored over winter layup. .
    Also since Ethanol has less BTU’s than conventional gasoline MPG will suffer.
    Finally the EPA studies have admitted that there is no environmental benefit from Ethanol laced fuel when everything is considered.
    Hope that the SCOTUS will save us from horrible EPA actions fades.

  30. Mr. Tisdale. Obama is anything but transparent. The blank cover is designed to mislead. I agree with other posters that he will use the EPA regulatory scheme to keep Congress from interfering. I have a few ideas on how to fight this, but I will wait until after the plan is revealed to post them. But basically. if about 150 coal plants voluntarily shut down because Obama is going to punish coal, the difference could not be made up from other sources. This could lead to brown outs. The problem is the tariffs and whether they would prevent this.

    The Holocene will either go long, like MIS-11 did. Or it won’t. Like MIS-19 didn’t.
    The other two MPT to present interglacials which have also occurred at an eccentricity minimum. So, 50:50, at best.
    But it could be worse than you thought. In two ways. First, 7 or the last 8 interglacials have each lasted about half a precession cycle (which varies between 19k and 23kyrs). We are at the 23kyr end now, with 11,500 years being half. Our Holocene is presently 11,716 years old, or about half a precession cycle, and a few centuries change. Which means there is a range of 12.5% chance we will go longer to 50%.
    The questions become:
    1) Is fifty-fifty good enough? (In consideration of the Precautionary Principle), or
    2) Is there any way to increase our odds, whatever they may be?
    That last one is a really difficult question….. What, on earth, could there possibly be that could resist the natural urge (that would be 87.5%, recently, ahem) towards glaciation that we could conceivably employ?
    Well, there is the heathen devil gas carbon dioxide. Right???? Why not employ that at almost precisely the half-precession old Holocene interglacial?
    Er, ah, that’s what we did…….
    Which brings us to the last question: (Or the second way it could be “worse than you thought”)
    3) If it was all up to you, what would you do?
    There is somewhere between an 87.5% (7 vs 8) to 50% (MIS-19 vs MIS-11) chance we are due for the next glacial inception. So far, only GHGs have been proposed as a possible antidote to the next glacial inception.

  41. Roger Harrabin of the BBC says that Obama is going to introduce more regulations to bring down US emissions to the Kyoto target and that he will by-pass Congress by doing so.

  42. One positive possibility is that he will encourage the use of vehicles powered by natural gas, and homes heated by it. (That’s what he should have done four years ago, instead of subsidizing electric vehicles.)
    He might also approve the Keystone pipeline and generally approve of fracking, if properly regulated. That will make him look reasonable–and give him cover for the anti-coal measures he will impose. He may figure that he needs to toss the greens some bones if he’s going to approve Keystone.
    If a “1740 event*” is in the cards starting 12 to 18 months from now, the extreme measures he will take are going to be the “rope enough” that’s going to hang him–and the CACCA Cult. (Especially if the Great Recession kicks into 2nd gear at that point, as I anticipate.) They followed the road of futile feel-goodery that Europe has gone down with open eyes, knowing the science was turning against them and warming had Plateaud—they’ll have no excuse. Politically, this will turn out to be a blunder of the first order–they’ll never live it down.
