A few years later, the verdict is unequivocal. Production from Quebec’s biomethanation plants remains capped at a marginal level, production costs have proven astronomical, and the government has been forced to backpedal by officially postponing its own regulatory deadlines. Beyond a simple supply chain failure, this file offers a textbook case of institutional blunder, where ideological blindness, activism, corporatism, and technocracy combined to suspend the laws of arithmetic and physics—at the expense of taxpayers and businesses.
Denying Basic Physics and Economics
A policy becomes foolish when it results in a net destruction of value for the community without delivering any real benefit, and when it relies on premises disconnected from reality. That is precisely the case here.
The first flawed premise concerns the thermodynamic absurdity of the model. To heat residential or commercial buildings, Quebec already possesses an electricity grid that is almost entirely decarbonized. A modern heat pump boasts exceptional efficiency, capable of converting one kilowatt-hour of electricity into three or four kilowatt-hours of heat. Conversely, producing biomethane requires collecting biomass from all four corners of the province, building complex and expensive processing plants, and then piping the gas underground to burn it in boilers with considerable heat loss. Using a scarce organic resource for an application that electricity accomplishes at a fraction of the energy cost is complete nonsense.
The second premise relates to the illusion of supply. Decreeing by regulation that green gas would make up 10% of the network by 2030 assumed the almost magical emergence of dozens of processing facilities. However, Quebec’s organic waste supply is physically limited and logistically complex to mobilize. Lacking sufficient volumes within the province, the distributor was forced to import RNG from the United States or other Canadian provinces in an attempt to meet its quotas.
Narrative over Reality
According to several reports, the government acted against the advice of numerous experts, independent energy researchers, and carbon market economists. Their analyses demonstrated that Quebec’s biomass was physically too scarce and that the cost per ton of avoided CO2 exceeded all reason.
Instead, leadership chose to buy into the circular economy fairytale pitched by consulting firms and promoted by public relations agencies tasked with selling “grassroots biomethanation” to the public. The government allowed itself to be seduced by an alluring, politically expedient, yet utterly unrealistic promise.
A Financial Disaster
For citizens and the local economy, the bill for this green complacency is exceptionally steep, as the cost of the fiasco is extracted both from their taxes and their energy bills.
As taxpayers, Quebecers watched hundreds of millions of dollars in public funds injected through the Plan for a Green Economy to finance the construction of municipal biomethanation plants. Many of these public infrastructure projects accumulated major delays, cost overruns, and technical breakdowns before ever producing their first cubic meter of gas.
As consumers, these same citizens absorb the surcharge for RNG on their monthly gas bills. Because the Régie de l’énergie authorized the integration of transition costs into general rates through a “cost socialization” mechanism, bills automatically rise for all users, even though renewable natural gas costs three to five times more than conventional fossil gas.
Industrial users find themselves trapped in an economic vise. Forced to absorb overpriced energy or pay compensation fees, they face a direct loss of competitiveness against rivals in Ontario or the United States who maintain direct access to cheap conventional gas. Furthermore, when these plants wish to exit the gas grid and switch to electricity, they frequently run into connection delays and a shortage of available power blocks from Hydro-Québec.
In the fight against climate change, the only rigorous metric remains the cost per ton of avoided carbon dioxide. Where direct energy efficiency—such as building insulation or conversion to electricity—eliminates a ton of carbon for $50 to $100, replacing fossil gas with green gas in the general grid regularly costs between $200 and $400. It is one of the most inefficient uses of public funds imaginable.
The Functional Stupidity of Institutions
How could an idea so economically flawed take hold without encountering major institutional resistance? Organizational sociology explains this phenomenon through the concept of functional stupidity—the capacity of a system to paralyze the critical thinking of its own actors in order to preserve a dogma or a facade of consensus.
In the case of green gas, a tacit alliance of interests formed among various organizations. For the gas monopoly, the concept of green gas offered an ideal ecological justification to preserve the value of its underground pipeline network and postpone the deadline for a definitive gas phase-out. For political and municipal leaders, satisfying the demands of environmental groups while telling voters that their food scraps would heat neighborhood homes provided a gratifying techno-ecological narrative with no apparent drawbacks. Finally, for the technocratic apparatus, setting numerical targets allowed for a show of political resolve on the international stage.
For years, anyone pointing out the model’s inconsistency was sidelined in the name of climate consensus. The word “green” acted as an intellectual anesthetic, completely obscuring the principle of optimal resource allocation. Once again, the imperative to “save the planet” trumped rational policy.
A Lesson for the Future?
The Quebec government’s retreat (hopefully) marks the end of a technocratic illusion. The greening of the gas network will not happen. RNG is not, and will never be, a mass energy source for heating homes or retail businesses.
Beyond the energy and accounting failure, the true lesson of this fiasco is political and democratic. It underscores the urgent need to break the lock on public debate. When a society converts environmental objectives into unassailable articles of faith, it deprives itself of rational debate, cost-benefit analysis, and responsiveness to warning signs.
This error has cost taxpayers and businesses dearly: ignoring the constraints of economic and physical reality to protect an ideological narrative always ends badly. To avoid repeating such mistakes, Quebec must learn to debate calmly once again: prioritizing facts over symbols, accepting scientific debate, and reintegrating fiscal discipline into the heart of its collective choices. Unfortunately, this requires a shift in mindset that is unlikely to materialize in the short or medium term. Ideology dies hard.

Actually, it will reduce the pain…by easing the expansion of euthanasia. Thus killing (pun intended) multiple fowl with only one stone: changing from gaseous anesthetic to IV delivery reduces releases of volatile organics (which have been ‘proven’ to damage the ozone layer [another conclusion open to question]), and can be used to reduce the number of evil carbon-generating organisms (i.e., people) sometimes simultaneously.

Is there any hard money stream of receipts relating to “climate” variables to justify bearing the “cost per ton of avoided carbon dioxide”? No. There is no good physical reason to have ever supposed that emissions of CO2 exert a perceptible influence on the “climate” system to begin with. Which means that any version of a “social cost of carbon (dioxide)” more than zero has been a false claim.
This may take a few more years or decades to finally be rediscovered in Quebec, in NY (where I live), and in any other place where the dogma presently dominates. One major concept to be relearned is that dynamic energy conversion within the general circulation massively overwhelms any “warming” tendency arising from the improved IR absorbing power of incremental CO2 in the atmosphere.

Which means that heat pumps DON’T make sense. Because then you’re spending money on two heating systems, the heat pump and the “resistance” heaters.
Heat pumps make sense where it doesn’t get extremely cold. As in NOT CANADA.
A heating system is not suitable where it is only good for certain “use cases,” any more than electricity generation that is only good for certain “use cases” or cars that are only good for certain “use cases.”
It seems every idea pushed by “greens” is “good” only when conditions and “use cases” are “suitable.”
A horse and carriage is good for short trips close to home too. Maybe they should remove the veil and just recommend those as substitutes for automobiles, as an example. First, let me explain my own situation here in NY. I have electric resistance hot air heating. Why? Because our utility company waived the direct cost of the 1/2 mile extension of power lines to my newly built home in the country because I agreed to electric heat. At the time, NY still had the good sense to prioritize ample supplies of low-cost electricity from hydro and nuclear. And for that matter, in the early years, I burned wood to shave the electricity bill.
A new heat pump system in these cold regions comes with a resistance heating component for low temperature operation. It’s not a second system. Will I ever go with an air-source heat pump as a retrofit? Not sure. Maybe so, configured for both heating and cooling, to get around having to use window AC for the summer. But the overall electricity savings for heating would not be a lot.
So for Quebec? Same considerations. If piped natural gas is available, that is the most sensible choice for heating. But an air source heat pump system might make sense especially if central AC is also desired.

Cue the scale concept. Running through all the energy transition schemes is a lack of knowledge of the issue of scale. Twentyfive years ago a quick study reported on the problem when a wood-waste electrical facility was proposed in a rural area on the east slope of the Cascade Mountains. Calculations showed the local resource would be quickly exhausted and transport cost would increase dramatically. Further, such a facility has to be large enough to support the managers and workers. Scale kills these bright ideas.
The idea of a resource depletion in an area limited by the economics of transportation in known as a “wood basket.” This is considered in operating a wood burning power plant.
Not to mention would be responsible for deforestation…I thought “greens” were “against” that. Just another illustration of how the “grren” ideology has been perverted by leftist infiltration.
I note with interest that heat pumps work much better in Quebec than in the UK.

Riding a bike from Denmark to Spain is also more energy efficient than a family car, doesn’t mean it’s better.
Energy bills hardly drop with heatpumps, reality versus bureaucrats. But you spend 100k more on a home, and it’s not like people can’t afford housing. Another question with heatpumps, efficient yes but do you run it all the time? I can’t get home , turn on the heat and be warm when I need to go bed again. Next you have ventilation running 24/7 so you won’t suffocate in your over isolated house. Not like they claim the Earth is warming up… so to survive the summer better have AC too. As all those things require material it has CO2 footprint, and needs to replace more often too. Before you know it natural gas is the cheapest and cleanest way to heat your own. And in this case people can actually own a home! Still waiting for green that’s actually greener than what we have.

Among Canadian provinces Quebec is the most likely to adopt unattainable energy goals, not because it has that much faith in them, but they provide an opportunity to spite the other provinces that haven’t fallen for them. And if the Americans have resisted them, all the more reason to embrace them. That’s the reason that Quebec got involved in the electric school bus fiasco and that’s why it has resisted the building of pipelines across its territory from western Canada. It doesn’t mind importing oil from Africa and South America, though, even if those areas have far lower refining standards than anywhere North America. So anyone looking to find hypocritical energy policies, he should go no further than La Belle Province.
Quebec’s number one problem is allowing the government to stick its nose into the energy production and transmission business. Stop allowing the government to interfere in this business and your problems will go away. Number two it is okay to listen to groups, organizations and such but they do not represent the populace. Government’s job is to represent the populace not some ragtag activist outfits. Number three it has not been shown by anyone that it is necessary to use less fossil fuels, stop trying to please people who don’t know what they are talking about. Abundant, reliable and affordable power is what the people want and deserve stop making it less abundant, less reliable and less affordable. You’re just being stupid.

Quebec is not alone. North Carolina has requirements to produce set amounts of power from, get this, swine waste and poultry litter. They are essentially using the power system to try handle the large amounts of (ahem) “biowaste” from pig and chicken farms.
