The failure to meet European Union climate targets will cost Germany billions. According to a report, the German deficit means the government will have to buy CO2 certificates from Eastern Europe for two billion euros.
While Germany is missing its climate target by just under three percent, countries such as Bulgaria, Croatia, Slovakia and Hungary are doing significantly better, according to a report by Wirtschaftswoche.
Apparently Berlin is already preparing to make the payments. A spokesman for Federal Environment Minister Svenja Schulze (SPD) told “Wirtschaftswoche”: “We would rather invest the money in climate protection and the modernization of the infrastructure in Germany.”

It’s not as if country-scale “carbon emissions” are anything more than fairy-tales to start with, so Adjusticene fun is easy.
Can’t you just come up and say “I was about to pollute but now I changed my mind, that’s like un-pollution or negative pollution so gimme gimme gimme”?
All they have to do is discover that some emissions are cooling, not warming, net. Transfer from column A to column B and it is balanced.
I’m sure that all that black carbon from the German power plants could catch some radiation before it warms ground level (earth or sea), compensating for all that “carbon” that warms…

I suggest we were correct on both these points 16 years ago –
grid-connected green energy is a costly, intermittent, unreliable farce, and
the climate models that predicted catastrophic global warming are all running ‘way too hot.
We have one more climate prediction published in 2002 that has yet to materialize, but it is not due quite yet – it was predicted to start by about 2020-2030. Guesses?
Maybe you should ask the IPCC – they haven’t got one prediction correct to date – maybe it’s time they got lucky.

There are nearly 30.000 wind turbines in Germany. However, the latest figures prove that the available wind power capacity is negligible.
Berlin — The numbers are impressive: according to the German Wind Energy Association (BWE), 29,900 wind turbines have been installed in Germany.
Their share in German electricity production amounts to a considerable 18.8 percent. Their installed capacity is 56,000 megawatts (MW). Thus, within just over two decades, wind power has developed from a niche market to a pillar power generation.
On closer inspection, however, a blatant weakness is evident: Although 56,000 MW of installed capacity corresponds to 56 large coal power plants, the decisive contribution for the entire power generation system, namely the reliable contribution of wind turbines to electricity production, is disappointing: “The actual production figures show that the readily available wind power capacity in Germany is less than one percent of installed capacity,” says Oliver Then, Managing Director of the VGB PowerTech Association.
The association sees itself as a neutral technical discussion platform for planners, manufacturers and owners of all types of power plants. Oliver Then relies on recent research findings. They have been seen by Handelsblatt and will be presented shortly. VGB PowerTech has analyzed in detail the real wind power production in 2016 in Germany and other European countries like Great Britain, Denmark, Spain and Portugal.
The message of their findings is clear: even if the expansion of wind power is going to progress rapidly, there will always have to be back-up capacity, e.g. by fossil power plants. “Wind power inevitably requires system partners who together ensure supply and grid stability,” says Then.

Germany has reportedly spent $800 billion for green energy – most of this is invested in 30,000 wind turbines, new power lines and subsidies.
This averages $26.7 million per turbine. This is a very large cost, far too high to cover just the capital cost of an average large wind turbine and new power lines – it must include a huge component consisting of the subsidies for each turbine.
And for this $800 billion, “The actual production figures show that the readily available wind power capacity in Germany is less than one percent of installed capacity”.
Ouch!!! This is remarkably low – in a German industry report entitled “Wind Report 2005” it was projected that the Substitution Capacity of German wind power in 2020 would be about 4%. I guess that was optimistic – and it was still really low.
So how can we improve the intermittency problem of German wind power?
Grid-scale battery storage is often cited as a solution, but it is actually a costly charade – impractical in the extreme.
In Spain, the subsidies for solar power were so great that people were shining floodlights on their solar cells at night, powered by the conventional grid, to solve night-time loss of cashflow. Apparently that passed for common sense in Spain – surprising that politicians did not adopt it elsewhere.
But maybe the German could take a page out of the Spanish playbook, and mount huge fans upwind of their wind turbines, run off the conventional grid when the wind is not blowing.
Unfortunately the wind-friction losses would be excessive, so maybe they could decouple the big propellers and run the wind turbine shafts with direct-drive electric motors, powered off the conventional grid. That would work even better, but would still be inefficient.
Even better, just ramp up the conventional natural gas turbines generators to generate more electricity when the wind is not blowing hard enough.
Even more efficient, don’t build the wind turbines and extra power lines at all, save hundreds of billions of dollars in wind power capital and subsidies, and just run the gas turbines a bit more often to supply the grid reliably and at lower cost. That would save hundreds of billions, and greatly improve the reliability of the grid!
What a great idea! Why hasn’t anyone thought of it before? Can I patent it? It seems so simple – it was right there all the time, but nobody ever thought about it before now!

Allan , Could you provide more details as to exactly why this is so.?
I’m pretty sure Allan’s claim is that the actual output from all of Germany’s wind generators can go as low as 1% of their possible capacity, so that is all that can be counted on (i.e. is “readily available”). I have not checked these numbers myself, but they seem reasonable based on numbers I have checked in the past.

As a scientist myself, I find this incredibly disturbing and even embarrassing. The fact that so many ostensibly intelligent scientists are so incredibly wrong about something so important makes it hard for laymen to accept. It is not just the US Federal Government that is “spend crazy”. Many US States are alos happy to spend whatever money they can find.
I couldn’t agree more Jim but keep in mind that one way the States avoid angering their voters is to put the onus on the Feds to set up a system of taxation that can be kicked back to the states in addition to what the states themselves collect.
As a non-science example when the Federal Government colluded with the Financial sector using Freddie and Fannie to cripple the housing market and send the country into a severe recession, many states government pension plans were hit the hardest. Three years later Barack Obama passed a Trillion dollar stimulus bill that stimulated nothing with the exception of shoring up state government pension plans. The Maryland Teachers Union received a 20 Billion dollar bailout from the “Stimulus” money.
When it was Germany pushing for these targets and fines in the first place, it would be politically odd, at least, to now change their mind. Not that you are wrong though, everyone seems a bit too eager to be spending billions on something so uncertain when there is a certain retirement problem blowing on everyone’s faces, in the West at least.

This ratios are only dream in some countries. And it could be better now, but we were forced mainly by Germany and Austria to prematurely close one of nuclear reactors as a condition to enter European Union.

Golly! I think they made their target. In this era of adjusting data, the emissions target shouldn’t be a problem. Besides, aren’t there a ton of fake carbon credits on the market? And then there are those that are excluded from the carbon emission counts, They can adjust the data to show that emissions were much higher in the past so that the percentage of decrease is on target. There, fixed! ….. Much like saying wind and solar are competitive with fossil fuels. It works so well.
See this is how it works: When it’s cold go on vacation someplace warm to avoid paying an outrageous utility bill, and when it’s hot, go some place cool. The ultimate climate refugee. I wonder if a select few ‘peer reviewed’ climate refugees qualify for a special status to receive compensation from the UN to cover their cost of going from place to place….
