Spain to Assemble a Panel of 10 Climate Emergency Experts to Guide Public Policy

Spanish government approves scientific panel to tackle climate change

The Council of Ministers has approved the creation of an expert body to produce independent reports guiding public policy on climate change. Recruitment will open this summer and the panel is due to start work in the autumn.

On Tuesday the Council of Ministers approved the creation of a Scientific Panel on Action against Climate Change, a new advisory body that will provide “independent analysis” and “multidisciplinary analysis” to support the development of public policies related to the climate emergency.

“This working group will provide independent, rigorous and multidisciplinary analysis in response to the needs raised by government departments and will strengthen the integration of expert knowledge into public decision-making,” the Ministry of Science, Innovation and Universities said in a statement (source in Spanish).

…

This council will be made up of ten researchers “of recognised standing”, from disciplines such as climate science, ecology, geography, water resources, sustainable agriculture, health, the marine environment, engineering for the ecological transition, environmental law, environmental sociology and behavioural sciences.

…

Given the wildfires currently raging in Spain, they might be better off hiring a committee of forestry experts. But it’s their dime.

Perhaps we can help them compile a list of climate scientists who should relocate to Spain, to help them with this new initiative.

They also said they plan to produce independent reports, so if those reports conclude that a climate emergency exists, the findings will carry additional weight because they were reached independently.

Good question!

So, does this mean that prior to today Spain had no plan to deal with the climate emergency? Kind of late to the party, aren’t they? Maybe that’s why they had that recent blackout.

I doubt the Spanish will find anything new since there is no evidence showing CO2 has any discernible effect on the Earth’s climate or weather. Don’t hold your breath waiting for something new, Eldrosion.

Does this mean they’d first have to sensibly, credibly define which climates by their localities are in some sort of “emergency”?

As in, say, some localities are running out of “climate”?

And the “emergency” is that the locals can’t bulk-buy more “climate”, and hoard it like they did with toilet paper as they did at the COVID outbreak?

Curious minds etc, etc . . .

First they have to define “independent”. And then of course follow through with the independence. Only time will tell. 😉

This is their stated task, so the issue of “climate emergency” is a given. They are not being asked to independently ascertain if a climate emergency exists.

” independent reports ”

Even you know that there is 0 independency in this charade.

But in case you don’t know – What is exactly ” climate emergency ” .
How is it defined?
What’s the difference between climate emergency and climate chaos?

How can you expect anything of value if the terminology is totally vague BS

Robert Kennedy’s book “The Real Anthony Fauci” is interesting reading.
I didn’t get the impression that Kennedy did all the writing. He had an impressive crew of researchers / contributors / collaborators in the credits, and the cited references take up about a third of the whole book.

I found his exposes about Fauci’s intrusions into the HIV/Aids responses very intriguing.
It’s fairly clear that Fauci used the same playbook for his COVID moves as he developed during the HIV/Aids epidemic –
firstly, effectively ban any & all other medications that weren’t the ones he was connected with.

(I think the movie “The Dallas Buyers Club” story-line was backgrounded on the Fauci shenanigans going-on with the constantly-delayed development of ‘vaccines’ & treatments for HIV/Aids sufferers. The support groups got frustrated & sick & tired of the frequent announcements of imminent miracle medical interventions that just weren’t materializing, so they set up an underground supply channel from South American countries.)

Requirement 1… must have an unwavering and totally unscientific religious belief that CO2 is a devil molecule that must be banished from the planet. !

WUWT needs to assemble a team and have it on standby just for times like this. The very least we should do is collect the appropriate information and have it ready to send anywhere answering every possible climate question. The technical and scientific evidence must be there but the first stuff we send out should be easily understood by a high school sophomore.

My first question: How much does it pay?

Reply to  Gregory Woods
July 30, 2026 8:50 am

Hey, the pay is only part of it!

Just imagine all those “conference” meetings that those “experts” will need to hold in exotic locales (such as Bali, Tahiti, Cancun, Santorini, Venice, Geneva, and Singapore) to properly share their great musings.

Hasn’t the UNFCCC (United Nations Framework Convention on Climate Change), with it’s annual COPs, already shown the way this works?

Oh, and I don’t want to overlook that taxpayers in Spain will pay all expenses for the “expert ten” and their necessary entourage, including jet travel, lodgings, fine wines and spirits, five-course meals and, of course, hookers and other entertainment as required.

Finally, FWIW, the title of this group, Scientific Panel on Action against Climate Change, is an oxymoron if I ever saw one. The Scientific Method makes no call for action for or against any subject it deals with . . . it is, as they say, politically “neutral”.

John Hultquist

This must be an anti-Trump thing. Spain has problems that need examination and sane policies. “Climate emergency” isn’t one of them.
Someone needs to start a tally of the Euros devoted to this effort — beginning with the meeting of the Council of Ministers [cost of X members, Y staff, all extra custodians, etc.]. Every month a similar-cost alternative (opportunity) should be sent to media types. Example: How many cases of childhood blindness could have been prevented with a Vitamin A program to poor countries?

I live in an agricultural community. We seem to go through cycles of drought and flood, with a bit of weather good for farming in between. Most of the early part of this year was too cold for growth, but now we have a stretch of significantly hot weather. Every year is different, but almost nothing is truly unusual. Anyone of a certain age has seen this all before.

Most of the population is acutely aware and concerned about the weather, and what it will do next.

Almost no one has any concern at all about climate change. According to history, we had a mile of ice here ten thousand years ago. We’ve already had our climate change, now it’s just weather.

Take heart, I’m sure the silent majority here is the silent majority in many places.

So what is the actual, really long term temperature and wildfire data?

Reply to  Jimmy Walter
July 29, 2026 8:54 pm

Long-term, temperatures are rising. Relentlessly.

While wildfire trends vary by region, the risks are escalating across many parts of the world. For North America, the IPCC warns:

“Anthropogenic climate change has led to warmer and drier conditions (i.e., fire weather) that favour wildland fires in North America (high confidence) (see AR6, WGI, Chapter 12, Ranasinghe et al., 2021). In response, increased burned area in recent decades in western North America has been facilitated by anthropogenic climate change (medium confidence). Annual numbers of large wildland fires and area burned have risen in the past several decades in the western USA (USGCRP, 2017; USGCRP, 2018), and area burned has increased in Canada (although the number of large fires has declined slightly recently) (Gauthier et al., 2014; Natural Resources Canada, 2018; Hanes et al., 2019). Attribution studies have reported that climate change increased burned area in Canada (1959–1999) (Gillett et al., 2004) as well as the western USA (1984–2015) (Abatzoglou and Williams, 2016) and California (1972–2018) (Williams et al., 2019a).”

… the IPCC warns

Some people have informed me that my particular “sense of humour” can best be described as (very) “dark” or “black”, while others have used the phrase “excessively cynical” (their emphasis).

While reading through the IPCC’s WG-1 contribution to the AR6 document cycle, AKA “The Scientific Basis”, back in 2021/2 I noted the following demonstrations of their “deductive reasoning skills” as particularly “eye-roll worthy” …

.

SPM section C.1.2, on page 23 :

Projected human caused changes in mean climate and climatic impact-drivers (CIDs) [36], including extremes, will be either amplified or attenuated by internal variability [37] (high confidence).

…

[36] Climatic impact-drivers (CIDs) are physical climate system conditions (e.g., means, events, extremes) that affect an element of society or ecosystems. Depending on system tolerance, CIDs and their changes can be detrimental, beneficial, neutral, or a mixture of each across interacting system elements and regions. CID types include heat and cold, wet and dry, wind, snow and ice, coastal and open ocean.

[37] The main internal variability phenomena include El Nino–Southern Oscillation, Pacific Decadal variability and Atlantic Multi-decadal variability through their regional influence.

.

Section 8.2.3.1, “Hydrological processes related to ice and snow”, on page 1072 :

In summary, it is virtually certain that warming will cause a loss of frozen water stores, except in areas where temperatures remain below 0°C for most of the year.

.

Section 8.2.3.4, “Direct anthropogenic influence on the regional water cycle”, on page 1076 :

A warming climate combined with direct human demand for water is expected to deplete ground water resources in dry regions (high confidence).

.

Finally, the one related to “fire weather” that the ATL article reminded me of.

In section 12.5.1, “A global synthesis” — the full title for Chapter 12 is “Climate Change Information for Regional Impact and for Risk Assessment” — on page 1852 :

The regional assessment in 12.4 shows that fire weather is projected in increase with medium or high confidence in every continent of the world, including Arctic polar regions. Globally, fire weather is projected to increase in future, primarily due to higher temperatures and exacerbated where precipitation reduces.
