Buckle up, folks, because the latest scheme cooked up by the climate cultists, called “The Future of Urban Consumption in a 1.5°C World,” is here. But before we dive into the insanity, let’s take a quick look at the Frankenstein behind this disaster—the C40 Cities Climate Leadership Group.
Formed in 2005, the C40 Cities initiative started as a network of major world cities coming together under the guise of fighting climate change. Founded by then-Mayor of London, Ken Livingstone, this group has morphed into a global cabal of 97 cities—representing over 700 million people—working together to impose draconian climate policies that governments wouldn’t dare pass at the national level. These mayors, in love with their newfound global power, have turned C40 into a petri dish for radical climate action, setting the stage for policies so extreme, they’d make the Green New Deal look reasonable.
The group’s mission? To turn cities into the front line of the so-called “climate emergency.” Forget waiting for national governments—C40 thinks it’s time for your local mayor to impose sweeping changes on how you live, what you consume, and what freedoms you have left. And here’s the kicker—they’re doing all of this without your vote or consent, using unelected global bureaucracies to push their agenda.
Their latest report, The Future of Urban Consumption in a 1.5°C World, is the holy grail of eco-dystopian fantasies. It’s a blueprint for gutting the economy, wrecking industries, and—most importantly—controlling every aspect of your life. This isn’t just about reducing emissions; it’s about using climate change as an excuse to expand government control over your personal freedoms.
Consumption-Based Emissions: The New Way to Blame YOU
Let’s kick this off with their latest con, the idea of consumption-based emissions. You buy a car? Well, you’re not just responsible for the gas it burns. Oh no, you’re now responsible for the steel, the rubber, the shipping, and the manufacturing process, regardless of where any of that takes place. 85% of the emissions they’re blaming you for come from somewhere else, and yet, somehow it’s YOUR fault because you dared to buy a product. See how slick that is?
Urban consumption is a key driver of global greenhouse gas emissions. Cities can have a significant impact on greenhouse gas emissions beyond their geographic borders by influencing global supply chains.
This is the scam: shift the blame to YOU, the consumer, and then shame you into compliance. It’s brilliant, really, if your goal is to micromanage people’s lives. They get to blame you for every factory in China spewing carbon because you bought a t-shirt. And here’s the kicker—they don’t expect the rest of the world to clean up its act; they expect YOU to cut back, suffer, and shut up.
Mayors as Mini-Dictators: Power Grabs Disguised as Climate Leadership
Now, onto the real heroes of this story: your local mayor. That’s right, according to this report, city mayors are supposed to morph into eco-warriors and reshape markets by telling you what you can and can’t buy. Oh, and they’ll be getting into sectors they have no business touching, like aviation, food, and even clothing. Your mayor—who can’t even fill potholes on time—is now going to be in charge of limiting your meat consumption, slashing your car ownership, and determining how often you can fly to visit your family.
The key consumption categories that cities should target are food, buildings and infrastructure, clothing and textiles, private transport, aviation, and electronics and household appliances.
This is insanity on a whole new level. These bureaucrats, who couldn’t manage a bake sale without screwing it up, are suddenly climate experts who will dictate how you live your life. According to the C40 report, mayors need to be “entrepreneurial” in creating markets that enforce these draconian cuts on consumption. The irony is rich, because when was the last time a government entity ever created anything worth a damn?
These clowns want to create markets? What does that even mean? Translation: they want to crush free markets and replace them with bureaucratic controls, the kind only a socialist could love. They want to shut down industries that make cities thrive—transportation, food, clothing, and more—while dictating what you, the plebeian, are allowed to consume.
Killing Jobs, Crushing Economies: The Economic Suicide Pact
Oh, but wait—it gets worse. The report is full of idiotic recommendations that will blow up entire sectors of the economy. They want cities to cut clothing purchases by 66% by 2050. Do these morons have any idea what this means for jobs in the retail, textile, and shipping industries? Apparently not. You don’t need new clothes, peasant. Wear that ragged old hoodie for the next 20 years while they lecture you about your “carbon footprint.”
And don’t get too attached to your car, either, because they’re coming for that next. Reduce car ownership by 39% by 2050? Great idea—unless you actually need to, you know, get places. But hey, if you live in some urban utopia where public transport actually works (it doesn’t), maybe you’ll be fine. For the rest of us in the real world, this is a non-starter.

And let’s not forget aviation. These morons want to slash air travel too because apparently flying to visit relatives is a crime against Gaia. Less flying, fewer jobs, but more trees or something. You’ll just have to accept that Grandma’s birthday isn’t worth the climate destruction caused by your round-trip ticket. Never mind that the people pushing this will still be jetting off to Davos or their fifth climate summit of the year—rules are for you, not them.
Green Tyranny: Engineering Behavior, Not Solutions
Now comes the really insidious part. The entire report is based on the idea that your behavior needs to change—not the behavior of the industries or the energy producers, but yours. The elitists behind this report are obsessed with engineering how you live, what you eat, and how much you’re allowed to consume.
They want to tell you to eat less meat, because, of course, animal agriculture is a villain in their story. Forget that many people rely on it for protein and livelihoods—nope, you’re expected to get with the program and adopt a diet of kale and soy because someone in an air-conditioned office decided that’s what’s best for the planet.
And don’t even think about upgrading your phone or replacing your aging refrigerator. Nope, you’ll be punished for that too. They expect you to stretch your electronics and appliances’ lifespan for as long as possible. You don’t get the convenience of modern living, but hey, at least you can pat yourself on the back for saving the Earth, right?
This isn’t about making life better; it’s about making you suffer. That’s the plan. This is about controlling how you live, while the elites sit in their ivory towers, completely unaffected by the draconian policies they’re enforcing on you.
The Fake Prosperity Pitch: Selling Poverty as Happiness
As if all this wasn’t absurd enough, the C40 Cities geniuses are trying to sell this agenda by claiming it will make you “more prosperous and happy.” Yeah, because nothing says happiness like having your personal choices dictated by bureaucrats. Nothing screams prosperity like slashing entire industries, killing millions of jobs, and leaving citizens with fewer options for food, transportation, and clothing.
What they’re really doing is pushing poverty and austerity under the guise of “sustainability.” Their idea of prosperity is for you to own less, eat less, and travel less. But don’t worry, they’ll frame this as a “just transition”—which is code for “you’re going to be poor, but at least the planet will be green.”
The Bottom Line: This Plan is an Eco-Fascist Nightmare
Let’s cut the nonsense. This C40 Cities report isn’t about “saving the planet”—it’s about control. It’s about giving more power to local governments to meddle in your life and destroy free markets under the pretense of environmental responsibility. The fact that they’re pushing this on cities—where the majority of the world’s economic activity occurs—isn’t an accident. They want to crush consumption, cripple industries, and turn you into a compliant little eco-serf, living under the iron fist of the climate elite.
They aren’t just coming for your car, your steak, and your flights—they’re coming for your freedom. And if we don’t push back, we’ll end up living in a world where every purchase, every bite, and every mile we travel is controlled, taxed, and regulated by these climate despots. That’s the future they want: total control, total compliance, and zero freedom.
So no, C40 Cities. We’re not buying it. You can keep your utopian eco-fascism, your behavior controls, and your idiotic plans to kill jobs and wreck the economy. We’ll take freedom, thank you very much.

The Tree of Liberty… something something…
Well, enough people bought into Ariosophy, and still accept Biodynamic Agriculture. Herr Goebbels proved plausibility is not needed.
The major metro areas are environmental disasters. They can only be repaired by returning them to nature. London can start with Buckingham Palace.
Surely the new climate overlords will want Buck House as a useful centre for the elite to direct operations from?
There’s actually quite a lot of green space around Buck House compared with the rest of the area. Although it’s not accessible to the great unwashed.

All Americans cringe at the thought of royalty. (most anyway). Alexis de Tocqueville had much to say about that attitude.
As long as this imposed poverty applies to everyone. Oh, wait. It doesn’t?
Inside of every progressive is a totalitarian screaming to get out. “I MUST CONTROL THE PEASANTS!”
Our wealth and power is killing the world.
The Socialists’ wealth and power is saving it.
So obviously our miserable poverty and their wasteful excess are needed.
“Milk and apples (and this has been proved by Science, comrades) contain substances absolutely necessary to the well-being of a pig.”
I remember when WUWT posters were critical of people saying AGW was a political/social/ ideological movement designed to ruin economies. Most of those posters were highly technical and believed AGW should be defended on a scientific basis. How’s that worked out?
I had a different perspective. You were right and I was wrong.
The CAGW and Net zero has never been about science or climate or CO2. It is strictly politics and by that I mean a command and control economy and government. The worst of the bad governments. Push back harder than ever.
I don’t see anything alarming about this. I pay for everything else that goes into producing something — business taxes, fuel taxes, labor, raw materials, employee vacations, the lot.
The problem lies in saying emissions are blameworthy. These people have carbon on the brain, and it ain’t the organic kind that raises prices in the grocery store.
If the price of oranges goes up, I don’t care if it’s because of a trucker’s strike in Florida or a freeze in California. If I buy them, I am paying for whatever jumped the prices. Does that makes me responsible for those problems? No. But it does mean that I’m paying to mitigate them, whether I know it or not, whether I like it or not.
It’s the blame part that’s scary.
Communists always start out by saying that every problem is the result of the producing class and every solution is more Communism (because that justifies seizing ever more power). They come to really believe that. Then, once they have the power to do so, they think “why not get rid of the problem?” And so they do.
That’s the end game, friends. These are anti-human fiends who see human life and flourishing as the key problem.
What have been their priorities over the past sixty years? “Over-population” (no children), abortion (no children), assisted suicide (more death), euthanasia (more death), “gay” rights (no children), trans-gender mutilation (no children)…
It leads to death camps. The elites believe that we need de-growth and a 90% reduction in human population. Robots and AI are far preferable slaves to them than humans.
I dislike public transportation because I dislike much of the public who habitually ride on it. The number of aimless wanderers on the MTS Trolley is almost beyond belief.
The talk in Bah-stin is to make the train system free- or some/much of it. I don’t live there but I did hear about this. Going to be a lot of bums and migrants hanging out on the trains. A favorite policy of “progressives”.
World-renowned Saskatoon is not a member of C40 Cities, but city council loves the concept and mentions the group by name in their expensive, pseudo-slick but entirely misinformed climate action report.

You know that people will be buying it by the 100s of millions. Those people will be watching everyone around them too, so they can report as much maleficence as possible. This is human history in too many places.
I notice Sydney on the list, mayor Clover Moore (79) who has been in the job for twenty years personally spent $3.955 million in 2023, the carbon footprint of those shades alone would be equivalent of the annual family SUV I reckon.
Wow, sexy lady! /s
Great summary and thanks for the heads up. A polite suggestion – list ALL the cities in C40 at the end, not just the North American ones. The world does not start at New York and end at Vancouver.
The C40 site is not organized to give you a simple list of member cities, but there is one here, which may not be totally up to date but seems to have about the right number.

And Sadiq Khan openly came out in favour of playing ENGLISH Premier League matches in the USA, presumably his reward for this outrageous betrayal of London-based EPL season ticket holders will be a flight, first class, to NYC, to watch a game?
Given this C40 rubbish he participates in, it’s entirely appropriate for Khan to be locked up for life if he ever gets on an aeroplane again.
He’ll be saying that he can fly as much as he likes, but those that pay his wages have to stay home.
My view is the opposite one: green nutters like him need to set the example. He can’t fly at all, he has to live a carbon negative existence his entire time in office and he has no right to ‘buy carbon credits’ using taxpayers’ money to cover his transgressions.
Compare this with FairTrade. The idea is that the consumer does care whether the people who make their products are paid and treated fairly, but the way it’s done is all voluntary. A seller declares that they support FairTrade, and the buyer can see what they claim to do, and then decide whether to buy. Checking what FairTrade claim is the hard part, but no-one is forcing anyone to buy.
make sense!
All this fulmination about plots and conspiracies is way overblown. There really does not seem to be any powerful conspiracy with the malign objectives the post suggests.
The most probable explanation of climatism is however no more comforting, its that it is a sort of collective mania of the kind we have seen so many of in human history. Think back over them, just to mention a few we have witch mania, the wars of religion, financial manias and panics, genocidal furies. In recent times we have had the satanic child abuse and recovered memory manias, we are in the grip of gender mania where to deny that women have penises is treated like heresy in the middle ages… And this is just a random partial list of the European and US ones.
Some completely irrational ideas seem to be socially contagious, and the mechanism that triggers is then social disapproval and exclusion, which leads masses to passively go along or to echo the party line without much thinking about it. So in the present case we get the combination of two crazy ideas, one that there is a man made climate crisis or emergency and the other that we can move countries to wind and solar in power generation and this will avert the supposed disaster. Its no more rational than bleeding as a remedy, or mass self flagellations of the middle ages and even among present day Shiites. But, as with the gender ideology, the power of social disapproval and exclusion has been sufficient to repress dissent and we have trillions of dollars being spent on idiotic schemes in accordance with the doctrine.
You notice the common element in almost all of them: the denunciation and denigration of dissenters. They are Islamophobic, transphobic, climate deniers, members of the anti-party clique etc. Often there is a group of villains who are singled out, denounced, persecuted and sometimes killed.
The good news is that all these manias eventually pass, reality asserts itself. The bad news is that this can take a while, and the damage done in the meantime can be huge. As the Xhosa found after they listened to Nongqawuse, and killed their cattle and destroyed their crops, because the ancestors.
This is the situation we are in, its not conspiracy, its collective madness.
“Think back over them, just to mention a few we have witch mania, the wars of religion, financial manias and panics, genocidal furies.”
the tulip mania, the Medieval dancing mania, the real estate mania in China which is now crashing
“All this fulmination about plots and conspiracies is way overblown. There really does not seem to be any powerful conspiracy with the malign objectives the post suggests.”
I suggest you’re half right. Much of the problem is tribal behavior bringing out the worse in humans- but there are also many people trying to benefit from the mania who don’t believe any of it.
Michel, it would be nice if you were right, but this climate scare was started deliberately by Maurice Strong.
The conspiracy comes in when the Leftist politicians, NGOs, Deep State, power brokers, profiteers and crony capitalists feed the mass hysteria for personal and ideological gain. Anti-capitalist forces worldwide are driving much of the madness by the incessant indoctrination of useful idiots (including low-information voters).
“working together to impose draconian climate policies that governments wouldn’t dare pass at the national level”
I bet it’s not really about the climate- they just want a cover story to suck more money out of the rest of society for various ways to benefit the cities.
Hunger Games here we come. Thankfully, I don’t see any cities in Florida on that list and if one were to appear, I would hope DeSantis and the state legislature would step in to stop the stupidity. Surprised that Abbott has not addressed this issue in Texas, except that this group is likely flying under the radar somehow.
The US cities on the list are all ‘governed’ by Democrat machine politicians.
Miami is on that list
The truth matters not to the green zealots desire to line their own pockets. They will be totally unprepared for a new ice age which is historically long overdue.
In April 2017 I managed to knock over a glass of soda onto my 6 year old netbook (an eeePC 1005), which “killed” it very effectively … and prematurely.
I am typing this comment into the Acer laptop I bought to replace it, which is more than sufficient for my computer needs (Internet access, especially E-mail, plus Libreoffice for spreadsheets and printing out the odd snail-mail letter).
There’s always a touch of “Will today be the day the hard disk crashes … ?” paranoia when I press the power button, but I have already met their “Ambitious Target” criteria.
My mobile phone is a “2G / dumb / feature” phone that I use for emergencies only.
I recharge its battery approximately every two months (8 or 9 weeks, when the icon drops below the 50% mark).
I have never owned a “smart” phone, and have no plans to do so.
For (at least) the last 10 years I’ve “only” eaten meat twice a week.
How many “celebrity” environmentalists can beat, or even equal, that ?
I’m a biological male.
Are you saying there are people out there who don’t have clothes that are (more than …) 20 years old ???
I’m in the suburbs of a European capital, public transport here does work for me (strikes are regular, but usually of short duration and the “minimum guaranteed service” laws mean I personally am usually unaffected).
Note also that the last time I drove a car was over Christmas & New Year 2011/2012. On subsequent family visits I was always a passenger (on public transport with a suitcase, on an airplane, or in a family member’s car).
How many “celebrity” environmentalists can beat, or even equal, that ?
.
The error seems to be in thinking that people who voluntarily make such lifestyle decisions, even selectively, must be (more or less extreme) environmental activists.
I’m not, why would anyone else making choices similar to mine “have to” be ?
Ah, one of the “free-riders.” Other people and society in general provide for your needs and wants.
You (plural) appear to have misinterpreted my post.
I have been living off my savings for the last 9 years, and managed to save enough in the “fat years” of the 1990s and 2000s to last for (at least) 5 to 8 more.
I am (/ was ?) theoretically “entitled” to “les allocations chomage”, but my experience when unemployed in 2009/2010 of the pressure to show just how “actively” I was looking for a new job meant I didn’t even bother applying in the spring of 2015.
Every person is unique … go figure !
I wore the same jacket for 30 years. Holes, torn seams, the works.
My wireless company forced me to get rid of my 10 year old flip phone. The replacement is not nearly as good.
You will have nothing but you will be happy. A choice, or course, but forcing it on people is uncivilized.
“They expect you to stretch your electronics and appliances’ lifespan for as long as possible.”
Does that mean we’ll never Microsoft come out with Windows 12?
(Or maybe continue to support Windows 10?)
I see Toronto is on the list, a city that can’t manage its own expenses or fix its roads and other infrastructure without running cap in hand to the Ontario government. The city is currently a transport nightmare because “progressive” politicians licked up the pablum of Jane Jacobs and her acolytes and did not bother to properly maintain its only expressway into the downtown (or build any others), believing instead that everyone should take transit (including inflexible street cars and a cross town light rail system that is years behind schedule). It has built a bicycle lane on its central cross town road that has to be seen to be believed (it winds in and out of parking bays, and otherwise takes over one traffic lane with few bicycles), and refuses to convert its downtown roads to one way traffic (the only practical way to have a bike lane, by the way).
The current mayor is the wife of the late leader of the socialist party (Saint Jack), and council is made up of progressives (due to the low voter turn out of around 30%, most haven’t garnered much support). It is apathy that allows the madness that is C40.
It’s not protein that matters. It is amino acids. Get the mix wrong and your health suffers.
Meat has the right mix. One has to have a pantry full of all sorts of veggies to get enough of what you need.
I like the picture.
Reminds me of that old movie “They Live”.
