Extreme irony – EPA rules shut down the mother of all weather conspiracy theories

This just in: Nutballs despressed worldwide, no more harping about HAARP controlling the weather or climate?

The High Frequency Active Auroral Research Program (HAARP) — a subject of fascination for many hams and the target of conspiracy theorists and anti-government activists — has closed down.

HAARP put the world on notice two years ago that it would be shutting down and did not submit a budget request for FY 15, Keeney said, “but no one paid any attention.” Now, he says, they’re complaining. “People came unglued,” Keeney said, noting that he’s already had inquiries from Congress. Universities that depended upon HAARP research grants also are upset, he said.

The proximate cause of HAARP’s early May shutdown was less fiscal than environmental, Keeney said. As he explained it, the diesel generators on site no longer pass Clean Air Act muster. Repairing them to meet EPA standards will run $800,000. Beyond that, he said, it costs $300,000 a month just to keep the facility open and $500,000 to run it at full capacity for 10 days.

Jointly funded by the US Air Force Research Laboratory and the US Naval Research Laboratory, HAARP is an ionospheric research facility. Its best-known apparatus is its 3.6 MW HF (approximately 3 to 10 MHz) ionospheric research instrument (IRI), feeding an extensive system of 180 gain antennas and used to “excite” sections of the ionosphere. Other onsite equipment is used to evaluate the effects.

Larry Ledlow, N1TX, of Fairbanks, Alaska, said HAARP ionosonde and riometer data have been “invaluable, especially being more or less local, to understand current conditions in the high latitudes.” He said data from other sites “simply do not accurately reflect the unique propagation we endure here.”

Splashy web postings abound, blaming HAARP for controlling the weather — most recently in the case of Hurricane Sandy and the spate of tornados — and for causing other natural disasters. Quipped Keeney, “If I actually could affect the weather, I’d keep it open.”

I am slightly confused. Is it that you want me to point you to papers on …

… on the efficacy of ‘shooting’ RF up in the air and getting that to affect the weather in known and controlled ways. Cite reputable sources. Like white papers from .edu websites. Authors involved should include meteorologists and a physicist or two (and no crackpots).
In case you have not realized certain elementary aspects that are involved in the physics here:
1) Air (in the “troposphere” where weather occurs) at RF (Radio Frequencies) from 3 to 10 MHz (where H AARP is operational) might was well be a vacuum (it is *highly* transparent to RF energy. It CAN’T BE HEATED OR MOVED by ‘blasting’ it with H AARP’s RF energy.) At these frequencies precipitation (rain snow hail etc) also presents such as fraction of a wavelength it too can be considered transparent to RF in the 3 to 10 MHz range.
2) The H AARP antenna (comprised of 180 nodes in a 12 x 15 node layout, with each node being a set of crossed dipoles) creates a planar (flat) phased array that points straight up and presents (or radiates) zero, I repeat NADA signal at the *horizon* (basically a planar array yields a signal which is the *sine* of the elevation angle, so an attempt at radiation at only 5 deg above the horizon has an ‘effective’ of only 0.87% of what it can do vertically – where it is 100% effective).
These are givens of the physics involved and are unalterable.
So, how would/does H AARP theoretically affect tropospheric weather in the states if it’s shooting RF energy basically straight up? These are the questions con-spiracists need to (but never) address … it’s as when CAGW advocates avoid logic and fact when discussing CAGW and any evidence to the contrary …

Talking of avoidance, you seem to take great care to avoid actualy reading my posts properly or are deliberately being obtuse.
I do have a question for you though as you seem like you know a lot about these things (why oh why did i let myself be dragged into this topic), Would heating the Ionosphere cause it to raise slightly? and could this have any knock on effect to any of the lower levels? I am sure I heard this once as an explanation to some of the things HAARP was capable of doing.
Now if you would like me to explain my posts, they had little to do with HAARP. People here in the comments section, just like in the original article are very fast to use the terms – conspiracy nuts, tin foil hats etc.. whilst at the same time these people take great offence when CACC advocates use the very same term against themselves. If you are unable to see how this is completely undesirable I really don’t know what to say, the only people these catch phrases help are people who get a great kick out of social engineering. It is also the very thing that prevents people getting to the root cause of issues like CACC.
So go ahead if you want guys, continue with your ever lasting game of ping pong.

If this means what I think it means, HAARP is REAL. I suppose you’ll tell me the NSA is spying on everyones communications as well. What’s next, top secret documents on government geo-engineering programs? At this rate Alex Jones will be out of a job soon not having conspiracy theories to talk about. Where’s my aluminum foil hat dammit?
