Extreme irony – EPA rules shut down the mother of all weather conspiracy theories

This just in: Nutballs despressed worldwide, no more harping about HAARP controlling the weather or climate?

From the American Radio Relay League:

The High Frequency Active Auroral Research Program (HAARP) — a subject of fascination for many hams and the target of conspiracy theorists and anti-government activists — has closed down.

HAARP put the world on notice two years ago that it would be shutting down and did not submit a budget request for FY 15, Keeney said, “but no one paid any attention.” Now, he says, they’re complaining. “People came unglued,” Keeney said, noting that he’s already had inquiries from Congress. Universities that depended upon HAARP research grants also are upset, he said.

The proximate cause of HAARP’s early May shutdown was less fiscal than environmental, Keeney said. As he explained it, the diesel generators on site no longer pass Clean Air Act muster. Repairing them to meet EPA standards will run $800,000. Beyond that, he said, it costs $300,000 a month just to keep the facility open and $500,000 to run it at full capacity for 10 days.

Jointly funded by the US Air Force Research Laboratory and the US Naval Research Laboratory, HAARP is an ionospheric research facility. Its best-known apparatus is its 3.6 MW HF (approximately 3 to 10 MHz) ionospheric research instrument (IRI), feeding an extensive system of 180 gain antennas and used to “excite” sections of the ionosphere. Other onsite equipment is used to evaluate the effects.

Larry Ledlow, N1TX, of Fairbanks, Alaska, said HAARP ionosonde and riometer data have been “invaluable, especially being more or less local, to understand current conditions in the high latitudes.” He said data from other sites “simply do not accurately reflect the unique propagation we endure here.”

Splashy web postings abound, blaming HAARP for controlling the weather — most recently in the case of Hurricane Sandy and the spate of tornados — and for causing other natural disasters. Quipped Keeney, “If I actually could affect the weather, I’d keep it open.”

Yes, sadly, that will be true.
Even long after the last aluminum has been hauled off as scrap form the site and the last amplifier cabinets have been auctioned off and the native grasses and trees/shrubs have overtaken the grounds of that facility there will be those last remaining hucksters hawking their books and videos ‘blaming’ HAA RP for all manor of odd happenings …

i don’t get this site sometimes, trying to hard to avoid labels. if the people here used the same approach to climate change as they did everything else i am not sure the above would have been written that way.
there are weather modification technologies. there is even a clause in the international peace treaty added way back in the 70’s (sorry i foget name but i actualy read the document a very long time ago) that use of weather modification against another country is forbiden / act of war etc..
so what is the problem here? you deny that weather modification exists (even though it is openly used for such simple things as ski resorts at this point) or you deny that HAARP had the potential to be used to modify weather? I really have no idea if HAARP (developed fom tesla ideas I believe) has that capability, but i sure as hell wouldn’t go around acting the way you guys do about the subject.
it is a bit like how when it became obvious early on that the root problem of climate change, was the powers behind the politicians forcing their agenda through (starting back at rio). but it took this site about another 2 or 3 years to even dare suggest these influences where even part of the problem for fear of being labeled as conspiracy nuts. yet even with this known to you, you still carry on fighting the science (yes very needed) while totaly trying to ignore the fact that it won’t go away without the PTB behind the scenes dropping their agenda. it just hurts a little because esentialy this site is amazing besides this point.
hope i didnt hurt your eyes and brain to much.

In essence, this experiment done by the Navy contradicts ALL the skeptics who said it quote “could not be done” using frequency in the Atmosphere.
Ironic indeed that the frequency they used from HAARP matches the capability of NEXRAD RADAR.. as they are creating this plasma in the atmosphere using 0-4MHz.. (nexrad pulses between 0 to 12.4MHz putting the HAARP frequency and RADAR frequency on overlapping spectrums)
To top it off, with this Navy experiment — the plasma RING/SPHERE was observed on RADAR from Poker Flats, AK.. refuting even more skeptics who said HAARP cannot be seen on RADAR.

how long before the EPA shuts down the entire US military because tanks, warships, planes, helicopters, etc do not meet emission standards? will the enemy be so constrained? will warfare as we know it be limited to solar power and restricted to daytime hours?
headlines: Enemy invasion thwarted by EPA emission rules preventing them from operating in the USA. Massive fines expected to prevent future retaliation. Local ordinances declaring “nuclear free zones” prevented missile attacks, saving hundreds of millions.

Pulsing such an accurately focussed radio beam at such power at an aircraft could of created serious health and flight safety repercussions. On that point I’m glad one of them has been shut down.

You are SO FAR WRONG it should be making your face turn blue right about now Elmer.
A frequency of 4 MHz (3 to 10 MHz for HAA RP) is about a 1,000 (A THOUSAND) times less (smaller) than 4 GHz (NEXRAD). MHz = 1 x 10^6 cps whereas GHz = 1 x 10^9 cps. See the difference in exponent values?
WSR-88Ds operate at more like 2.7 to 2.9 GHz (2700 to 2900 MHz, “S-Band”) to be specific.
3 to 10 MHz (is SW or “Shortwave”, and in the HAA RP array each ‘node’ uses two different crossed dipoles at each of the 12 x 14 total or so ‘nodes’ in the HAA RP transmitting array) differs greatly from 2.7 GHz used in NEXRAD (and a 28 ft DISH inside the NEXRAD radome which can be pointed *at* the horizon (0.5 degree min. above actually) whereas the HAA RP array is planar and lies horizontally, with the beam formed ‘pointing’ straight up, but capable of being electrically steered +- 35 degrees by changing the phase to each of the crossed dipole xmit ‘nodes’.)

Cite first principles on how this is accomplished. Cite some articles on how the movement of airmasses (at low altitude in the troposphere) is be accomplished. Cite something that shows how relative humidity (moisture content) is raised or lowered. How are ‘blocking highs’ or the recent (this past week) backdoor low created and manipulated. How are temperatures in large, RF-transparent airmasses potentially affected world-wide by an antenna array located at ground level that points literally “straight up”. Some of us MIGHT be interested in just what the reasoning or basis is (or was) for such “wild-eyed” over-the-top claims.
Point me to those *credible* white papers on these subjects; if all that you say is true, it should be a cake walk to post a few links to studies and papers at a few .edu sites with papers authored by a meteorologist or two …

Secret “moon bases” (or Mars bases for that matter) aside, I think a ‘road trip’ over a few weeks time up to the site in Alaska just outside Gakona, Alaska could verify a “shut down”.
Again, it’s not like it’s a “secret base” on the far side of the moon (snicker snicker) …

I’m already working on a replacement and I’m in Canada so EPA rules don’t apply. (Don’t tell Environment Canada). I’m going to need a lot more aluminum foil, duct tape, hubcaps, duck tape and high power transmission cables so it might take some time.
Seriously, as much as I don’t like the idea of research being halted by the AGW faith and bureaucratic fascism, it’s not like the government is going to cut anything without being forced to. See the American National Raisin Reserve or the Canadian Wheat Marketing Board as examples.

I am slightly confused. Is it that you want me to point you to papers on weather modification like the chinese used for the olympic games or ski resorts use? or was it this treaty – http://www.un-documents.net/enmod.htm
these being the only thing that ‘I say is true’.
