The High Frequency Active Auroral Research Program (HAARP) — a subject of fascination for many hams and the target of conspiracy theorists and anti-government activists — has closed down.

HAARP put the world on notice two years ago that it would be shutting down and did not submit a budget request for FY 15, Keeney said, “but no one paid any attention.” Now, he says, they’re complaining. “People came unglued,” Keeney said, noting that he’s already had inquiries from Congress. Universities that depended upon HAARP research grants also are upset, he said.

The proximate cause of HAARP’s early May shutdown was less fiscal than environmental, Keeney said. As he explained it, the diesel generators on site no longer pass Clean Air Act muster. Repairing them to meet EPA standards will run $800,000. Beyond that, he said, it costs $300,000 a month just to keep the facility open and $500,000 to run it at full capacity for 10 days.
Jointly funded by the US Air Force Research Laboratory and the US Naval Research Laboratory, HAARP is an ionospheric research facility. Its best-known apparatus is its 3.6 MW HF (approximately 3 to 10 MHz) ionospheric research instrument (IRI), feeding an extensive system of 180 gain antennas and used to “excite” sections of the ionosphere. Other onsite equipment is used to evaluate the effects.
Larry Ledlow, N1TX, of Fairbanks, Alaska, said HAARP ionosonde and riometer data have been “invaluable, especially being more or less local, to understand current conditions in the high latitudes.” He said data from other sites “simply do not accurately reflect the unique propagation we endure here.”

Splashy web postings abound, blaming HAARP for controlling the weather — most recently in the case of Hurricane Sandy and the spate of tornados — and for causing other natural disasters. Quipped Keeney, “If I actually could affect the weather, I’d keep it open.”

I third that … learning electronics, reading Wayne Green’s articles in CQ, climbing antenna towers, using mercury vapor rectifier tubes, and building my first regenerative and direct-conversion receivers were priceless experiences. Wouldn’t trade them for anything. They were better, simpler times, I think. Learning Morse code was a bi-itch, though. Took years to master that to the point where I could enjoy a CW QSO.
This one is loads of fun. Diesel generators can supply electricity in the neighborhood of $260/MWh, or 5 to 10 times the other sources. It’s great for high dollar peaking and emergency generation, but unless you are miles from the nearest distribution line, it’s not very affordable. Add to this the demands of the RICE MACT (Reciprocating Internal Combustion Engine Maximum Achievable Control Technology) that for these engines have to add oxidative catalysts to each engine to reduce CO emissions to either a numerical standard or a 70% reduction. CO emissions from well-tuned diesel engines are pretty low. (This is a surrogate for formaldehyde control, which is very, very low in diesel engines unless you dual fuel the engines with methane). The $800k cost is just the beginning of this mess. Testing is ~$5k-$15k per engine. My company shut down 74 of these generators because of cost that exceeded any income from peaking and capacity payments.
PS. Spot prices of electricity in the PJM today were ~$200/MWh due to the heat wave.
One would think all those trees around the site would suck the CO2 out of the air before it got 10 feet off the ground.
What are they HAARPing on about ? Their time has come … they’ve run out of other people’s money.

Shutting down HAARP won’t shut down the conspiracy nuts. They’ll simply claim that it wasn’t really shut down.

Before knocking “tin hats”, think about all the electromagnetic waves in and around us at all spectrum levels, from AM (and less) to weather radar, many in the megawatt range. Might actually be safer to wear those “tin hats”. Alzheimer’s anyone? (Sorry couldn’t help it.)

“The U.S. is probably the world leader in something called rapid-update, intermittent data assimilation….a fancy way of saying a version of numerical weather prediction where every hour new weather observations are brought in and a new (generally short term) forecast is made. Every hour a new forecast! Such systems take advantage of all data sources (surface data, radar, aircraft data, satellite data, etc). The folks at the NOAA Earth Systems Research Lab (ESRL) have been working hard on this technology for several decades and during the last year or so the predictions have improved rapidly.”
Another way to look at it: the initial forecast 6 hours ahead was pathetically unreliable… LOL
I find the HAARP conspiracy preposterous, but not as preposterous as the idea that climate science is all fake.

I succumbed to being too lazy to read the article, but “high density” may not be a inferrable from “densest-artificial-ionospheric”. In fact, the latter could be way less dense than a natural plasma and even way way less than fully ionized gas at ionosphere density (which is pretty close to a vacuum).
Hmm….I could take one of the 4-1000As out of the linear….then….naw.

I respectfully disagree with the previous respondent who claimed that weather predicitions in the USA have improved. You couldn’t prove that by their handling hurricane /tropical storms forecast. Yet these events have been used year after year to tune the GCMs. and to no avail. They still mess up, just check how the US suite of GCMs did with Chantal last week. Pathetic really.
I lived a mile from NASA Plumbrook station in Sandusky Ohio. Grew up as an adolescent listening to the sound of Saturn V engines being tested. It was awesome. I would dream rockets and astronauts. In the late 70’s the EPA shut it down for noise pollution. No doubt silencing the dreams of many a young person.
I’m just glad the the CIA mind control satellites can not longer use HAARP, to activate the recievers in my fillings to make me to touch myself ……

There have been at least two more larger sites built in the United States. There are C.I.A. controlled sites also in other countries. The facility in Alaska attracted too much attention, especially after the attack on New Orleans was exposed.

I have no idea what value there might be to continuing the use of this facility for research. However, it is rather rare for a Government Program to be discontinued. In that sense we need more of the same.
Please, it looks like a political move to claim it’s shutting down. With interest in the climate at an all time high and the bankers pushing the scam having virtually unlimited wealth and influence over the military, there’s no reason to shut it down.
The technology is relatively simple in principle, as we know the ionosphere has an effect on the jet stream and electromagnetic interference can affect the weather. We also know that heat input increases convection, combined HAARP is a very real possibility. We also know that technology released to the public is usually 20 years behind the cutting edge of what the military has.
Above all we know that if they have an idea or the capability, the WILL use it and the goals, to damage economies destroying resistance to political and economic takeover (destabilise regions strategy) and to convince the public significant man made global warming is real would suggest the likelihood is that ionospheric stations have been used in this capacity or at least the potential explored.
The labels “nutballs’ and ‘hams’ not to mention ‘conspiracy theorists’ are terms used by establishment shills and scumbags covering up for the establishment, and are usually used by morons and people with no science or logic behind them.
So the US has to shut down diesel generators because they are “dirty”, yet over the pond our lunatic government is quietly encouraging a network of similar equipment to keep the lights on when the wind doesn’t blow…
