Over the past several weeks, the debate over artificial intelligence has centered on whether America can build enough data centers, generate enough electricity, modernize the electric grid, and protect consumers from higher utility bills.
Those are important debates.
But they are all really the same debate.
America doesn’t have an AI problem. It has a competitiveness problem.
Artificial intelligence has become the latest test of whether the U.S. can still build the infrastructure needed to remain the world’s leading economic and technological power.
Every major AI breakthrough depends on computing power. Computing power depends on data centers. Data centers depend on abundant, reliable electricity. According to the International Energy Agency, electricity demand from data centers is projected to more than double by 2030 to roughly 945 terawatt-hours—more than Japan consumes in an entire year—with artificial intelligence serving as the principal driver of that growth. In the U.S., data centers are expected to account for nearly half of electricity demand growth over the remainder of the decade.
That reality changes the policy conversation.
AI is no longer just a technology issue. It is an energy issue. It is a permitting issue. It is a transmission issue. It is a manufacturing issue. Increasingly, it is a national security issue.
The bottleneck is no longer innovation.
It is execution.
The U.S. continues to lead the world in research, entrepreneurship, and private investment. American companies are investing hundreds of billions of dollars in AI infrastructure. But innovation alone is no longer enough if new power generation, transmission lines, transformers, semiconductor fabrication facilities, and critical mineral supply chains cannot keep pace.
The warning signs are already visible. The International Energy Agency notes that while AI data centers can often be constructed in just a few years, the transmission infrastructure and power generation required to support them frequently take far longer because of permitting hurdles, equipment shortages, and interconnection delays.
The same pattern extends well beyond AI.
The world’s most advanced semiconductors remain heavily concentrated in Taiwan. China dominates the processing of many critical minerals essential to advanced manufacturing and defense technologies. Major energy and transmission projects in the U.S. routinely spend years navigating regulatory approvals before construction even begins.
These are often treated as separate policy debates.
They are not.
They are different expressions of the same challenge: whether the U.S. can build, manufacture, and deploy strategic infrastructure quickly enough to outcompete its rivals.
America’s competitors increasingly understand this. They view energy, manufacturing, supply chains, advanced technology, and national security as parts of a single long-term strategy. Too often, Washington still debates them one committee, one agency, and one permitting process at a time.
That fragmented approach made sense when these issues evolved independently.
It no longer does.
Artificial intelligence is forcing policymakers to confront a broader reality: economic competitiveness cannot be separated from energy policy, industrial capacity, or infrastructure. Leadership in the next generation of technology will depend as much on what America can build as on what America can invent.
The U.S. possesses every advantage needed to lead: world-class universities, abundant natural resources, deep capital markets, innovative companies, and unmatched entrepreneurial talent.
The question is whether our policies can match those strengths.
Winning the AI race will require more than faster algorithms or larger data centers.
It will require rediscovering something America has always done at its best:
Building faster than anyone else.
