Hardening Infrastructure Is Smart, Axios, Regardless of Climate Change

A recent post at Axios, “How America is adapting to climate extremes,” claims that recent infrastructure hardening projects across America are necessitated by worsening extreme weather due to climate change. This is false. For one, weather is not becoming more extreme or deadly. Infrastructure hardening and maintenance is important regardless of climate conditions because all infrastructure wears down over time and eventually bad weather will happen. It is better to be safe and plan ahead than be sorry later.

The Axios post is full of fearmongering about the weather, starting by saying that even if we attempted to decarbonize, “many communities are already facing more frequent or intense climate extremes, prompting officials to invest in infrastructure designed to reduce future damage.”

Weather patterns change over time regardless of any human influence, but it is simply not true that climate change is causing more climate extremes. If anything, most of the United States has seen a moderating of extremes, including fewer extremely hot days compared to the early twentieth century, and less drought. One of the examples the Axios article uses to demonstrate weather is getting worse in the United States is the deadly flooding in Texas last year and this year. They interview an ex-Obama administration staffer, Alice Hall, who says that Texas improving water handling afterwards is “an example of Republican-led states adapting after disaster,” and absurdly claims that U.S. infrastructure is “built for a climate that essentially no longer exists.”

Here, Hall demonstrates either her ignorance or her ideological commitment. Hall is partially right, however, because Texas was negligent to not better prepare for flooding of the Guadalupe River based on the known history of past flood events. Flooding, including extreme and deadly flooding, has occurred frequently in the past on the Guadalupe River. Texas hydrologists told CBS Texas at the time that “based on past events, this kind of outcome was a known risk.”

As Anthony Watts pointed out in the Climate Realism post about the floods, the Guadalupe-Blanco River Authority has put out entire safety guides decades before this event, describing the area as “one of the three most dangerous regions in the U.S.A. for flash floods.” The Texas Hill Country is known as Flash Flood Alley.

What’s more, data show that not only are flash floods not unprecedented in Texas, but overall they have become less frequent since the 1990s. (See figure below)

It is embarrassing that Hall and Axios are either not aware of the data or are intentionally ignoring it.

Average warming in the United States is estimated to have been less than two degrees Fahrenheit since 1895, that is hardly such colossal change that one could say our infrastructure “was built for a climate that essentially no longer exists,” as Hall claimed.

Hurricanes are another example that Axios brings up, but again, actual data show that hurricanes are not making landfall more in the United States, nor are they becoming more powerful. If we are trying to use anecdotal weather as proof, last year saw no hurricane landfalls in the United States for the first time in a decade.

It is a bit absurd that Axios implies that weather-hardening infrastructure wasn’t necessary, or was less needed, in the past. I am sure that would be news to Galveston, circa 1900. Their entire community was destroyed, practically wiped off the map, and more than 8,000 people died.

They also make the non-sequitur comment that some communities are pursuing infrastructure improvement “despite federal funding constraints and the Trump administration’s push to scrub references to climate change from government websites.” Communities do not need to see the federal government hype climate alarmism in order to improve their infrastructure against the bad weather they have always suffered from, at least they shouldn’t. If infrastructure needs replacement or fortification, that should be a priority for the city or town.

Many of the improved materials and building technologies currently available were unavailable when much of our infrastructure was built decades ago. In addition, infrastructure weakens or erodes with age and use, especially infrastructure designed and constructed when populations were much lower. Infrastructure improvements and maintenance are necessary, if for no other reason than to simply keep up with the demands placed on infrastructure from growing populations and expanded urban centers. We can do better now, and should. Such investments in infrastructure upgrades just make sense, and not because weather is so much more extreme.

Axios would serve its readers better if it did not push fact-barren climate propaganda. Weather is not getting worse, but even so, hardening and improving infrastructure is always a good investment for the future.

 The Galveston deaths of 8,000 would have been much less with the forecast of storms such as exist today. However, the damage to the city resulted from the odd situation of have rail tracks along the coastal side. These were torn out and plowed over the town. Following this, a massive stone wall (17 feet high) was built. It is a fascinating story of destruction and renewal. Wikipedia has an entry: Galveston_Seawall

Also, Much of the City of Galveston was jacked up and dirt was brought in to raise the City behind the massive Sea Wall.

Consider the damage to structures on Bolivar Peninsula during Hurricane Ike, there were no rail tracks along the coastal side, yet many of the structures were damaged, much like in Galveston in 1900. The rail tracks most likely made it worse in Galveston, but without the rail tracks, thousands would have still died, many of the structures would still have been destroyed, it was not just a flood, like on Bolivar, it was a wall of water and much of the city was not very high above sea level.

Maybe in a few thousand years, archaeologists will wonder how 5 ton blocks of pink granite were moved to Galveston from a quarry over 200 miles away.

It was fossil fuel energy, coal powered trains mostly.

It is not embarrassing for them, they do not care about data, only the agendas that they promote, it is not embarrassing, it is criminal!

Plus an insurance outfit wanting to scare the plebs into forking out MUCH more in insurance premiums?

The state of New Orleans levees and flood defences was the most obvious reason for their disaster.

Many places had much worse storms before CO2 increase was significant, many of those places had much less damage to man-made infrastructure because much less man-made infrastructure was there. Barrier islands have always been damaged by storms, barrier islands were destroyed and created by storms, that has always been natural. Now, humans have built on the Barrier islands and want the natural constant changing of the Barrier islands to stop. Rain has always fallen on hillsides and cleared out the valleys, now people have homes, businesses, roads, infrastructures there and people want the natural clearing out of the valleys to stop. People have filled in swampland and built on it, people have built in what used to be Rice Fields, it is usually dry enough, but when natural severe storms dump a lot of water, many of these natural low places fill with water. I live in Houston Texas which has had bad floods while I have been here, and areas areas around Houston have flooded, Hurricane Harvey flooded the region around here. Houston is in Harris County.

Harris County suffered through 16 major floods from 1836 to 1936, some of which crested at more than 40 feet, turning downtown Houston streets into raging rivers. Most people who say floods are getting worse know little or nothing about floods before their time. Dams have been built to retain flood waters to prevent flooding downstream. In some extreme storms, they keep the dams closed and flood many upstream that would not have otherwise been flooded, then the much open the floodgates and then they flood many downstream that would not have otherwise been flooded. That has happened in and around Houston, that has also happened on some of the country’s major rivers. They knew storms were coming, but they did not lower the water behind the dams to prepare, I guess that is man-made flooding, not related to CO2 emissions.

Lefties talk about valuing “indigenous knowledge” but here in Boulder, Colorado the city has located and built several facilities adjacent to Boulder Creek basically in the mouth of the canyon. The seasonally migrating Arapahoe knew not to camp next to the creek.

It is just a matter of time when a deluge occurs in Boulder that surpasses the 1894 “flood of record,” and I find it somewhat disturbing that history is being rewritten to inflate the impact of the 2013 flood, which is blamed on climate change.

Note the flood diversion project completed in San Antonio in the 1990s. Massive project with 24-36 foot diameter tunnels.

Funny, many of these storm prone areas are resistant to “hardening” residential and commercial structures. And there are multiple groups opposing things such as seawalls and channel dredging to help with storm surge damage. People are stupid, and then they become leftards on top of it.

I’ve noticed this type of strategy too: the climate alarmists have already claimed that the damage to the climate from fossil fuels has already occurred and is therefore irreversible. So let’s do something to alleviate the problem. Except such action is guaranteed to involve new taxes, restrictions, laws and mandates; i.e. as long as it costs consumers more money which is in turn diverted to governments, climate researchers who have discovered nothing new, and green product hucksters whose wares won’t affect the climate one iota.
