That’s a great comment and you are right, there is no net energy simply do to the movement. For every up there is an equal down, no net work. That water molecule took additional energy to move it up to the cloud base but it all returns due to eventual fall. Winds the same horizontally with changes in it’s kinetic energy. ( That delta potential/kinetic energy has nothing to do with the latent heat energy that Willis was speaking of. )

my question is more general. Energy was expended on a pure horizontal change of location. The center of gravity of the Earth was shifted. When and where does that show up as an item in the “heat budget”?

Blimey, if the AGW scam falls through completely, and the UN sacks pachauri and Obama becomes a sceptic or even a denier, then WUWTS will lose its raison d’etre and then it would be a very long and tedious march towards the millionth comment. But then there’s still hope that Trenberth would still be looking for the missing heat at 50,000 leagues under the sea. Captain Nemo would be very ready to help him out.
