Claims that RGGI is a successful emission reduction program are inconsistent with the following observations.  The amount raised falls far short of the funds necessary to reduce RGGI emissions in accordance with Third Program Review requirements.   Investment priorities are inconsistent with the emission reduction objectives.  Finally, emission reductions associated with RGGI investments only account for 8.7% of the observed reductions.
