Megalopolises need fresh clean drinking water – a lot of it.  NY City needs a billion gallons a day.

NY City ‘steals’ much of that water from the Catskills – at least in the opinion of the people that live there and are subject to arbitrary rules made and enforced by armed officers from a NY City agency, the NY City Department of Environmental Protection.
