The road to tyranny begins in Berlin as climate gets framed as a state of emergency
A new, radical climate amendment that will be voted on on March 26th in a referendum that could change Berlin’s climate targets to enforceable obligations, thus clearing the way for radical CO2 reduction measures by an unelected council.
Draft amendment: carbon neutrality already by 2030 instead of 2045!
If Berliners think protesters obstructing traffic by gluing themselves to the streets are a nuisance, just wait until what could be the case after March 26, when Berliners vote on climate referendum.
If the climate referendum is successful, a radical amendment to the current climate protection and energy transition law will be enacted. The online German Pleiteticker.de exclusively has an internal paper and reports of an “empowerment paragraph” in the proposed amended law.
The aim of the referendum is to amend the existing Climate Protection and Energy Transition Act (EWG Bln) in order to force the city of Berlin to achieve climate neutrality by 2030 instead of 2045.
The vote will be binding, which means that if the referendum is successful, the amendment will be enacted into law. The amendment is being pushed by the Green Party and radical groups like Fridays for Future and Extinction Rebellion.
Targets would become legal obligations
The amendment would be so radical that even Berlin SPD socialists consider it dangerous and speak of an “empowerment paragraph” in the law that would transfer immense power to a small group of unelected people, namely a Climate Protection Council appointed by the Berlin Senate.
Concerning paragraph 6 of the new amendment, “Immediate program in the event of non-fulfillment of obligations”, the SPD explicitly warns that climate targets have been changed to “obligations”, which would mean the Berlin Senate probably would have to implement immediate radical measures to achieve the obligations, even by court order.
Paragraph 14 provides for a “Climate Protection Council” to monitor compliance. It would be appointed by the Berlin Senate and not made up by democratically elected officials.
Good bye to cars in Berlin?
“There is a danger that the possibility of immediate measures – which, according to the SPD, are not democratically legitimized – will be used excessively”, Pleiteticker warns. “If the climate referendum is successfully implemented, it will therefore not only be expensive for Berliners, but there will be many more restrictions on freedom than under the previous the Socialist-Green Senate – Berliners may then have to say goodbye to their cars completely.”
Reducing flights at Berlin’s BER airport?
According to paragraph 3 on “Climate Protection Obligations”, CO2 reduction should be 70 percent by 2025 and 95 percent by 2030 compared to 1990 levels! “The previous regulation has been changed so that the time periods are dramatically shortened,”
According to Clause 2, even the Berlin airport would be a part of the climate budget. Pleiteticker warns: “So there is a risk that an immediate measure for emissions reduction could be to reduce the number of flights.”
Property owners would be forced to make major renovations
The amendment also calls on the mandatory energy refurbishment of all public buildings by 2030 and the entire state administration would have to be CO2-neutral by 2030.
“Where the money is to come from remains a mystery once again,” Pleiteticker comments.
Paragraph 19, “Use of Renewable Energy”, could also mean the mandatory installation of solar panels for all homeowners. Again, no one knows how all of this would be paid for. Owning a home and property would certainly become unaffordable for many private owners.
Looking at it from a different angle, Berlin could serve as a pilot that would in all likelihood expose the shear folly of rapid climate neutrality once and for all. Maybe a “successful” referendum would be a good lesson for the rest of the world.

This is almost guaranteed to happen as it would likely force 70% of the city populace to relocate by 2025 and 95% by 2030.

Just look what the Federal Reserve did this weekend. What do we think this will do to inflation when you have more dollars competing for the same or less stuff? The purchasing power of the dollar will melt like snow in the Sahara summer. It will mean poverty forever. Maybe time to watch ‘Soylent Green’ with Charlton Heston to know what the future will look like for 99.99% of the population and not only in Berlin.

Funny thing that Europe has been overrun by refugees from the middle east and north Africa, and the US by people from the south and lots of other places.
But how long will it be until their chosen refuges become inhospitable? Eventually transportation, cooking and heating fuels, AC and food prices might be better in those places such people left behind….

I’m sure that the “new radical climate amendment” will include specific actions that will be undertaken, their start and completion dates as well as a budget and source of funding. And then there will be jail terms for any government officials that fail to hit the dates at or under budget.

Any policy based on Co2 emissions is patently wrong, stupid, and unscientific.
CO2 is plant food and there’s no downside to its effects.

Up there in ‘Berlin on the Hudson’ — the city of Albany, New York — legislation now pending in the New York State Legislature would, if enacted into law, quickly accelerate that state’s already mad rush into a Net Zero energy future.

New York State’s climate act was one topic on Assemblyman Stirpe’s meeting agenda. Here is a list of the pending legislation Roger Caiazza opposes, as described in his March 1st article:

— A4592/S2016. “NY Home Energy Affordable Transition Act”; Aligns utility regulation with state climate justice and emission reduction targets; repeals provisions relating to continuation of gas service; repeals provisions relating to the sale of indigenous natural gas for generation of electricity.
— A4306/S732. DEC to establishes a carbon dioxide emissions price for electric generation from carbon-based fuel; creates a carbon dioxide emissions fund; distribute revenue to low-income individuals and communities and to support mass transit.

— A4866. “fossil fuel facilities replacement and redevelopment blueprint act” requires NYSERDA, DPS and DEC to prepare a blueprint to guide the replacement and redevelopment of the oldest and most-polluting fossil fuel facilities and their sites by 2030.
— A411/S3581. Declares a climate emergency and places a ban on fossil fuel infrastructure projects but shall not apply to repair or maintenance of existing infrastructure.
One has to read the texts of these pending bills to appreciate just how far and how fast their enactment would accelerate New York State’s anti-carbon Net Zero agenda.
Assuming all these bills are passed into law — a very reasonable assumption, I think — a tsunami of anti-carbon regulatory actions will quickly descend upon New York State and its citizens, with predictable consequences.
The price of all forms of energy will rise substantially, less of it will be available, and those people and those businesses who are in a position to do so will vote with their feet and leave the state.
Carbon neutrality… one woman, one man, two children: one boy, one girl, and no immigration, no carbon reserves.

What am I missing here? I assume the city doesn’t have any authority to demand that its electricity provider deliver a certain amount of renewable power. So if the power provider is generating 50% from coal, how can the city possibly change that? Sounds like there’s a massive fudge factor built in right from the start.

Forcing this for Berlin only is the worst case for realists in the country. Surely the national government won’t let the capital fail, so their idiocy will be subsidized and framed to look like a success.
I think this is a great idea but I wouldn’t do it on their terms. We can use Berlin as the petri dish for the world, only 3 to 4 million people will be affected. I figure the experiment would last less than a month.
We tell Berliners what we are going to do so those who want to can leave, it will be less than a month I am sure. We ban all fossil fuel use for all purposes, no cars, no trucks, no trains, no planes, no furnaces domestic or commercial, no pumps no nothing that uses fossil fuel. Only electricity generated by wind and solar can be provided to the city, no fossil fuel, no nuclear and no hydro. I’m convinced none of these people (?) would approve of building new dams.
Like I said people can leave anytime they want except for city leaders, bureaucrats, administrators or anyone else on record supporting net zero or anything like it. The sooner we get started the better.

Elections were held in Berlin on 12 February, 2023. The Christian Democratic Union won 28% of the votes. I can’t see their supporters voting in favour of the loony referendum. The Alternative for Germany won 9% of the votes. I can’t see their supporters voting in favour of the loony referendum. Given that the SPD are opposed, it seems likely that their supporters will vote against. The SPD won 18% of the votes in the recent election. The combined votes of those three parties comes to 55%.
