The road to tyranny begins in Berlin as climate gets framed as a state of emergency
A new, radical climate amendment that will be voted on on March 26th in a referendum that could change Berlin’s climate targets to enforceable obligations, thus clearing the way for radical CO2 reduction measures by an unelected council.
Draft amendment: carbon neutrality already by 2030 instead of 2045!
If Berliners think protesters obstructing traffic by gluing themselves to the streets are a nuisance, just wait until what could be the case after March 26, when Berliners vote on climate referendum.
If the climate referendum is successful, a radical amendment to the current climate protection and energy transition law will be enacted. The online German Pleiteticker.de exclusively has an internal paper and reports of an “empowerment paragraph” in the proposed amended law.
The aim of the referendum is to amend the existing Climate Protection and Energy Transition Act (EWG Bln) in order to force the city of Berlin to achieve climate neutrality by 2030 instead of 2045.
The vote will be binding, which means that if the referendum is successful, the amendment will be enacted into law. The amendment is being pushed by the Green Party and radical groups like Fridays for Future and Extinction Rebellion.
Targets would become legal obligations
The amendment would be so radical that even Berlin SPD socialists consider it dangerous and speak of an “empowerment paragraph” in the law that would transfer immense power to a small group of unelected people, namely a Climate Protection Council appointed by the Berlin Senate.
Concerning paragraph 6 of the new amendment, “Immediate program in the event of non-fulfillment of obligations”, the SPD explicitly warns that climate targets have been changed to “obligations”, which would mean the Berlin Senate probably would have to implement immediate radical measures to achieve the obligations, even by court order.
Paragraph 14 provides for a “Climate Protection Council” to monitor compliance. It would be appointed by the Berlin Senate and not made up by democratically elected officials.
Good bye to cars in Berlin?
“There is a danger that the possibility of immediate measures – which, according to the SPD, are not democratically legitimized – will be used excessively”, Pleiteticker warns. “If the climate referendum is successfully implemented, it will therefore not only be expensive for Berliners, but there will be many more restrictions on freedom than under the previous the Socialist-Green Senate – Berliners may then have to say goodbye to their cars completely.”
Reducing flights at Berlin’s BER airport?
According to paragraph 3 on “Climate Protection Obligations”, CO2 reduction should be 70 percent by 2025 and 95 percent by 2030 compared to 1990 levels! “The previous regulation has been changed so that the time periods are dramatically shortened,”
According to Clause 2, even the Berlin airport would be a part of the climate budget. Pleiteticker warns: “So there is a risk that an immediate measure for emissions reduction could be to reduce the number of flights.”
Property owners would be forced to make major renovations
The amendment also calls on the mandatory energy refurbishment of all public buildings by 2030 and the entire state administration would have to be CO2-neutral by 2030.
“Where the money is to come from remains a mystery once again,” Pleiteticker comments.
Paragraph 19, “Use of Renewable Energy”, could also mean the mandatory installation of solar panels for all homeowners. Again, no one knows how all of this would be paid for. Owning a home and property would certainly become unaffordable for many private owners.
Looking at it from a different angle, Berlin could serve as a pilot that would in all likelihood expose the shear folly of rapid climate neutrality once and for all. Maybe a “successful” referendum would be a good lesson for the rest of the world.
“….force the city of Berlin to achieve climate neutrality by 2030 instead of 2045.”
I suppose, once you define nirvana, you want to get there ASAP.
This is almost guaranteed to happen as it would likely force 70% of the city populace to relocate by 2025 and 95% by 2030.
They’ll need to throw up a new Berlin Wall to keep people from moving away
They would need a real Wirtschaftswunder to rebuild the city outside its boundaries in so short a time.
Why ? Just print the ‘money’. We all know that today’s centrally controlled economic system is a fraud and is all about creating money out of thin air. Just look what the Federal Reserve did this weekend. What do we think this will do to inflation when you have more dollars competing for the same or less stuff? The purchasing power of the dollar will melt like snow in the Sahara summer. It will mean poverty forever. Maybe time to watch ‘Soylent Green’ with Charlton Heston to know what the future will look like for 99.99% of the population and not only in Berlin.
Oops, I almost thought you wrote NSDAP.
The climate madness continues. As long as it stays in Germany, maybe a crash test dummy might yet save us all.
“The object of life is not to be on the side of the majority, but to escape finding oneself in the ranks of the insane.” Marcus Aurelius
“The climate madness continues. As long as it stays in Germany, maybe a crash test dummy might yet save us all.”
That’s what I’m thinking.
What do you think the Federal Reserve just did to the US economy by ‘saving’ the banks again. Where do we think all the dollars invested in ‘Saving’ the Planet from Climate come from? Where do you think inflation comes from ? You soon will know what it means to be a Berliner.
“You soon will know what it means to be a Berliner.”
I don’t think so. The people in my State are not that stupid.
‘The object of life is not to be on the side of the majority, but to escape finding oneself in the ranks of the insane … (while at the same time keeping the ranking insane from commanding a majority)’
I suppose, the danger for the UK, is that the gov’t and media, would put a wholesome spin on it, extolling the virtue, of how Berliners, were leading the world, and how gloriously happy they all are, on their new, severely curtailed, and impecunious existence.
And that we should be changing our goals to achieve the same for the whole country, within the same timescales.
Well we do have the Climate Change Committee a cabal of unelected bonkers zealots with excessive green powers led by one John Selwyn Gummer – he who wanted to destroy livestock agriculture back in the nineties during the Mad Cow epidemic, and now ennobled (if such a conniving scoundrel can have any claim to nobility) as Lord Deben.Hhe brings to his post a scandalous history of fiddling expenses as an MP (a £35,000 bill for garden work on his grand mansion ) and keeps his family rolling in excessively lucrative synecure environmental consultancies, as well as wetting his own snivelling Beak at the public trough. Such arte the treacherous rogues who would bankrupt our fair country.
Berlin…German for bonkers
“”Berlin has granted women and non-binary people the same rights as men when it comes to swimming topless in public pools. “”
Same in Edmonton, Canada
I’d rather that than forcing men to wear bikini tops.
Nah Jimmie! Chust your thong will dae fine
Have a look at most woke women sorry should be ‘people’ and say that again.
The danger is, if you are seen looking it will be called sexual assault!
Only if you bite.
Just imagine all those drag queens and four-star admirals topless in the pool.
And the problem?
So now you can as a women (whatever that means) go Topless or completely dressed to the swimming pool depending on what group of the population you belong to.
they are just boobs …
If you’ve seen one, you have seen ’em both.
Oh great… another “enabling act”… what could go wrong?
Progressives in the US must be drooling.
They are a bit distracted at the moment….

Anyone who actually believes any of this is about climate is a self-delusional moron.
Yes, but there are plenty of such uneducated fools around. Here in New Zealand, a poll result mentioned on national television that “climate change” is now the second-largest concern of voters as we approach a General Election. I just hope that Berlin’s idiocy becomes world news in the next 4 or 5 months – we could do with a well-publicised guinea-pig death!
Climate folly is a dish of empty calories. Once you eat of it, you can never get enough, but these people don’t realize it will never satisfy them.
I hope it passes. It won’t last but it will be a good example of what not to do
I just wonder what the life expectancy would be of the members of the Climate Protection Council.
These climate despots don’t realize that it won’t be too long before they will have fewer and fewer subjects to rule over. Like CA and NY, people (if they aren’t already) will flee cities (and countries) because of this kind of over-reach. Funny thing that Europe has been overrun by refugees from the middle east and north Africa, and the US by people from the south and lots of other places.
But how long will it be until their chosen refuges become inhospitable? Eventually transportation, cooking and heating fuels, AC and food prices might be better in those places such people left behind….
Maybe, but how will those escapees manage financially when there is no market for their abandoned houses / apartments? A bit like the situation faced in future by many EV drivers, who find their investment has nil value when it needs a replacemnt battery!
Throwing virgins in a volcano would be equally effective as political theater, and as dealing with the climate.
History repeats. Its 1932-1933 again.
I live in a very nice area in Maryland full of government workers current and retired. I like the area geographically but can’t take my woke left representatives who are non responsive any longer. One year away from retirement and I will be moving to a conservative stronghold.
“Berlin could serve as a pilot that would in all likelihood expose the shear folly of rapid climate neutrality”
Yes. Do it. Let the world see the results. Just maybe that might wake some people up.
When it fails in Berlin the news media will blame Donald Trump.
As will the rest of the media.
Or Russian interference.
It needs to happen quickly so that I can see it before I pass in to the next frontier. My sell by date is fast approaching.
But “products” are good far beyond their sell by date.
I’m sure that the “new radical climate amendment” will include specific actions that will be undertaken, their start and completion dates as well as a budget and source of funding. And then there will be jail terms for any government officials that fail to hit the dates at or under budget.
I’m a dreamer.
Ah,yes. But no, I think you are a realist! These ecowarrios are not blessed with any real world intelligence.
Sign zee papers…and drink the Kool Aid.
More than likely, the result will be to turn Berlin into a useless, homeless-infested ghost town
Any policy based on Co2 emissions is patently wrong, stupid, and unscientific.
CO2 is plant food and there’s no downside to its effects.
PLUS, no gas at any concentration i the atmosphere can warm the atmosphere. It’s that simple.
That means that all of this is simply a huge grab for power and wealth by those in charge. Nothing less than a dictatorship so that they can rape the treasury and the people is the goal.
Up there in ‘Berlin on the Hudson’ — the city of Albany, New York — legislation now pending in the New York State Legislature would, if enacted into law, quickly accelerate that state’s already mad rush into a Net Zero energy future.
In a Pragmatic Environmentalist article from March 1st, 2023, Roger Caiazza discusses his attendance at New York state assemblyman Al Stirpe’s town hall budget meeting. New York State’s climate act was one topic on Assemblyman Stirpe’s meeting agenda. Here is a list of the pending legislation Roger Caiazza opposes, as described in his March 1st article:
— All components of the NY Renews Climate Jobs, and Justice package including the Climate and Community Protection Fund as well as the following specific bills:
— A4592/S2016. “NY Home Energy Affordable Transition Act”; Aligns utility regulation with state climate justice and emission reduction targets; repeals provisions relating to continuation of gas service; repeals provisions relating to the sale of indigenous natural gas for generation of electricity.
— A4306/S732. DEC to establishes a carbon dioxide emissions price for electric generation from carbon-based fuel; creates a carbon dioxide emissions fund; distribute revenue to low-income individuals and communities and to support mass transit.
— A920/S562. The “all-electric building act”; provides that the state energy conservation construction code shall prohibit infrastructure, building systems, or equipment used for the combustion of fossil fuels in new construction statewide no later than December 31, 2023 if the building is less than seven stories and July 1, 2027 if the building is seven stories or more.
— A279/S4134. “New York State Build Public Renewables Act”; requires the New York power authority to provide only renewable energy and power to customers; requires such authority to be the sole provider of energy to all state owned and municipal properties; requires certain New York power authority projects and programs pay a prevailing wage and utilize project labor agreements.
— S4854. Requires agencies to develop recommendations regarding the establishment of microgrids at critical facilities.
— A4393/S2007. Establishing a one hundred percent clean renewable energy system for electricity by two thousand thirty-four; such energy system shall include solar, wind, geothermal and tidal sources.
— A4866. “fossil fuel facilities replacement and redevelopment blueprint act” requires NYSERDA, DPS and DEC to prepare a blueprint to guide the replacement and redevelopment of the oldest and most-polluting fossil fuel facilities and their sites by 2030.
— A411/S3581. Declares a climate emergency and places a ban on fossil fuel infrastructure projects but shall not apply to repair or maintenance of existing infrastructure.
One has to read the texts of these pending bills to appreciate just how far and how fast their enactment would accelerate New York State’s anti-carbon Net Zero agenda.
Assuming all these bills are passed into law — a very reasonable assumption, I think — a tsunami of anti-carbon regulatory actions will quickly descend upon New York State and its citizens, with predictable consequences.
The price of all forms of energy will rise substantially, less of it will be available, and those people and those businesses who are in a position to do so will vote with their feet and leave the state.
Carbon neutrality… one woman, one man, two children: one boy, one girl, and no immigration, no carbon reserves.
I guess that if all four or just two of the opposite sex decide to transition at the same time there would be no legal consequences. Any other combination of gender dysphoria mental problems would result in jail time?
go, go Berlin
Assumption of emergency power,s during times of economic uncertainty and the immediate threat of European war, by German government officials — I wonder why no one has tried that before? What could possibly go wrong?
Germany’s near instant cutover to coal and seizure of foreign assets should assure even the greenists that there is absolutely no real commitment to any environmental cause or to a climate emergency – the real targets are just a little more short term and greedy than that. Euronationalism has always leaned fascist — er, “democratic socialist”
Step one. Vote for this nonsense.
Step two. Emigrate.
Step three. Laugh heartily at all those who didn’t emigrate.
Step one, get the sale of your real property under contract.
Step two, vote early and often for this crap, and get as many others, resident or not of Berlin, to vote for it.
Complete the sale and move to some reasonable place. I really don’t know where that can be at this time in history.
I hope they adopt the proposal. It is its own punishment.
What am I missing here? I assume the city doesn’t have any authority to demand that its electricity provider deliver a certain amount of renewable power. So if the power provider is generating 50% from coal, how can the city possibly change that? Sounds like there’s a massive fudge factor built in right from the start.
To each his own

Forcing this for Berlin only is the worst case for realists in the country. Surely the national government won’t let the capital fail, so their idiocy will be subsidized and framed to look like a success.
I think this is a great idea but I wouldn’t do it on their terms. We can use Berlin as the petri dish for the world, only 3 to 4 million people will be affected. I figure the experiment would last less than a month.
We tell Berliners what we are going to do so those who want to can leave, it will be less than a month I am sure. We ban all fossil fuel use for all purposes, no cars, no trucks, no trains, no planes, no furnaces domestic or commercial, no pumps no nothing that uses fossil fuel. Only electricity generated by wind and solar can be provided to the city, no fossil fuel, no nuclear and no hydro. I’m convinced none of these people (?) would approve of building new dams.
Like I said people can leave anytime they want except for city leaders, bureaucrats, administrators or anyone else on record supporting net zero or anything like it. The sooner we get started the better.
I put the blame on ‘Die Berliner Luft’.
Elections were held in Berlin on 12 February, 2023. The Christian Democratic Union won 28% of the votes. I can’t see their supporters voting in favour of the loony referendum. The Alternative for Germany won 9% of the votes. I can’t see their supporters voting in favour of the loony referendum. Given that the SPD are opposed, it seems likely that their supporters will vote against. The SPD won 18% of the votes in the recent election. The combined votes of those three parties comes to 55%.
