Debate intensified over a contentious issue — the creation of a fund to help poor and vulnerable countries pay for “loss and damage” caused by climate change.

The United States, historically the world’s biggest polluter, has resisted the idea of compensation for climate-related disasters, fearing it could face unlimited liability. But the country stood increasingly isolated on Friday after the European Union and a vocal group of developing countries had backed different plans to establish a new fund as early as this year.

John Kerry, President Biden’s special envoy for climate change, spent Friday out of the public eye, and the State Department did not comment publicly on the latest proposals.

“The U.S. is a key obstacle,” Susana Muhamad, Colombia’s environment minister, said. Without American support, “the conversation here cannot evolve,” she said. “It is taking up all the air at the conference.”

This is John Kerry’s fault. In the leadup to COP27, Kerry went around giving everyone the impression that the USA supports paying money to Pakistan or whatever because of America’s imaginary climate liabilities, then he goes and does a disappearing act when delegates demand some actual cash.

Like someone showing up to a restaurant, telling everyone they’re going to pay for dinner, then hiding in the toilet when the bill arrives.

Kerry was quoted by NYT as responding “Not a lot of people I know want to sign off on something that’s not even fully defined”. But that isn’t washing with delegates, who at this stage are just seeking a firm commitment of financial backing for the claims process.

Let me be clear, I do not believe the USA has any obligation to pay anyone. Every one of those delegates uses the products of US industry. But Kerry’s diplomatic incompetence has created an expectation. The failure to fulfil that expectation has made the USA look bad on the world stage.

Kerry was part of a 4 Swiftboat patrol on the Bay Hap River in Vietnam. An underwater mine was detonated under one of the boats, causing injuries and severe damage to the boat. Two of the other boats immediately came to the aid of the disabled boat and managed to keep it from sinking while providing aid to the crew.

Kerry immediately took off down river, abandoning his teammates and leaving the damaged boat and injured sailors to DIE had not the other boats been there and rendering aid.

A mile down river, after realizing there was no imminent attack by the enemy, Kerry returned to the scene and cut in front of one of the other boats who was in the process of retrieving one of the Special Forces soldiers who had been thrown off Kerry’s boat when he raced away. That stooge later helped Kerry with his failed presidential campaign.

Shaming China for manufacturing the energy intensive products that a modern society requires is wrong. We in the West have abandoned that effort to save energy and reduce emissions. China gets the jobs, taxbase and profits. We get unemployment, loss of manufacturing base, an ever increasing national debt, runaway inflation, and the privilege of waving made in China virtue signaling flags. A business model as unsustainable as trying to run a modern society on sunshine and breezes.

Well actually the existence of a large youthful rural population in China displaced by tractors and other mechanization allows industry to utilize this population in urban based labor-intensive manufacturing jobs at less cost than other parts of the world. This transition occurred in OECD countries last century. We don’t know if the outcome is beneficial to humanity.

These days ‘pollution’ is a misnomer for CO2 emissions (invisible & odorless) that of course are not pollution but a net benefit to the biosphere.
But when it comes to genuine air pollution (particulates & harmful chemicals) China is much worse.

A Republican U.S. House of Representatives is not going to authorize the payment of climate damages.

The United States did not cause any climate damages claimed by other nations so there is no reason for the United States to pay anyone anything.

There is no actual proof of any damage caused by humans adding CO2 to the atmosphere. There is no evidence CO2 causes any discernable changes to the Earth’s climate. There is no evidence of a connection between CO2 and extreme weather.

In order to get paid for damages, one has to show they have been damaged. There is no evidence CO2 added to the atmosphere is causing any damage anywhere in the world.

Claims of Climate Change damages are fraudulent claims.

If you are talking about the military leadership, you are wrong. If you are talking about the political leadership, which included Joe Biden, then you might be correct.

The U.S. military could have ended the Vietnam war in six months had the politicians given the go ahead.

Instead, the politicians decided to fight a war of attrition. They didn’t do this intentionally, but the restrictions they placed on the U.S. military in Vietnam, out of fear, ended up making it a war of attrition. Instead of lasting six months, the war went on for over 10 years.

Then, after the war was successfully concluded, Joe Biden and his appeaser colleagues on the Left in Congress decided to pull all American troops out of South Vietnam, and when North Vietnam violated the peace agreement and again attacked South Vietnam, the Appeasers in the U.S. Congress refused to go to their aid even though the United States was legally and morally obligated to do so.

The appeasers, including Joe Biden, threw South Vietnam to the wolves, just like President Joe Biden threw the Afghans to the wolves. Do you see a pattern here?

At least the US is now being honest, unlike the EU. Can anyone imagine what a tribunal’ set up by the UN to decide who should pay was might proceed?

I have no issue with an international fund to deal with real, not imagined, problems in poor countries if, as and when they occur as a result of ‘climate change’, with the funds administered by the donors to protect against corruption. But what is on offer is a gift with no strings and no evidence needed to justify payments.

I imagine that the UN both knows and wants this.

If John Kerry has to look like the idiot he is to enable the US to be the sane member of the world community, then well done him (for once)

Before considering compensation, perhaps we should look at the amount of foreign aid and remittances that have been transferred from richer countries to poorer countries over the last 50 years or so.

How foreign aid destroys Africa!

“African leaders continue to pile billions of dollars in private bank accounts in foreign lands and that is because foreign aid, to an African government, is “free-money” and they need not give any account of it. In other words, foreign aid disenfranchises the poor African because they are not able to hold their governments accountable. One other very negative aspect of foreign aid to Africa is that, it discourages investment and entrepreneurship.”

In the American context –
Social programs instituted for the “benefit of the poor citizens” by progressive politicians may eventually lead to the ruin of those American cities.
For example – San Francisco can be considered as analogous to an African country “benefitting” from foreign aid.

Making someone prove climate change damages caused by CO2 strikes at the heart of the “settled science” meme. It is forbidden to challenge the settled science.

And instead of using AGW (Anthropogenic Global Warming), it should be CAGW (Catastrophic Anthropogenic Global Warming) when referring to climate change/CO2 damages.

AGW just says CO2 humans put in the atmosphere causes some warming, the magnitude of which is yet to be determined.

CAGW says so much CO2 has been put into the atmosphere by humans that it has changed the Earth’s climate causing more frequent and more severe weather events.

The current state of the art cannot tell us how much warmth a certain amount of CO2 adds to the Earth’s atmosphere, and therefore, it certainly cannot connect the amount of CO2 added to any extreme weather event.

There may be a little AGW, but there is no evidence for CAGW.

AGW does not produce damages. If it produces damages, then it is CAGW.

There is no evidence the Earth’s climate is behaving any differently than it has since the end of the Little Ice Age. Statistics show today’s weather is no more extreme than in the recent past when CO2 was not an issue.

Extreme weather is normal weather.

Alarmists want to pretend that today’s weather is much more extreme than in the past, but the numbers tell a different story.

Claiming CO2 is causing extreme weather events today is the last refuge of the Climate Change Alarmists. They want to see CO2 in every storm and they want you to see it, too. That way they can continue the lie.

But the statistics don’t lie and they say the Alarmists are making a mountain out of a mole hill.

If any country demands to be paid ‘climate reparations’ then they must also cease using any technology that has it’s roots in the Industrial Revolution. Which means and will include, any means of transport to anywhere else must be by pre-industrial means. Any forms of medicine and communication must be from pre-industrial times. In addition, and most importantly, any knowledge and experience gained on growing more and better food or mitigating the worst effects of weather cannot be used.

It wasn’t the Developing World that invented the “Reparations” idea (I don’t blame Africa and Southeast Asia for trying to take advantage of this silliness, though).
Everything stupid and harmful is the work of democrats and Eurobureaucrats. Doesn’t everyone know this yet?

It’s like “The Great Global Greening Miracle” and 1 degree of warming being incontrovertibly of overwhelming net benefit to the world and its ecologies, not a scourge. Actually even the totalitarian-paid tougher sciency set has had to walk back the warming by 3 to 5°C by 2100 over the past decade and a half.

The Developing World has benefited enormously both from elevated CO2 yielding bumper crops and the fruits of developed world science, medicine, agriculture, technology…. Let’s not do more stupid things. Let’s give whatever help is needed to speed construction of fossil fueled grids for poor nations, help with development of their huge, cheap hydrocarbon resources, and then we have done much more than just give hundreds of billions more to their despots.
