Africans reject demands to end fossil fuel use

Africans need adaptation strategies that support economic development, jobs, access to energy

As the merger of climate change and COVID panic materializes before us, “global leaders” have found developing world voices to join the crusade to “save the planet” from carbon (dioxide) “pollution.” But like their Chinese and Indian counterparts, many Africans, from heads of state to captains of industry and beyond, intend to expand reliance on fossil fuels to build their economies, not shrink it.

“Africa’s electricity demand is set to increase significantly, as the continent strives to industrialize and improve the well-being of its people,” says Oxford University researcher Galina Alova. Those who hope for rapid energy “decarbonization” in Africa will likely be disappointed.  Alova’s research found that Africa is likely to double its electricity generation by 2030, with fossil fuels providing two-thirds of the total, hydroelectric another 18% and non-hydro renewables less than a tenth. 

Such an energy mix flies in the face of the firm commitment from the Biden Administration to demand an end to all international financing of fossil-fuel-based energy projects. Biden climate envoy John Kerry won a strong endorsement of this from 450 organizations worldwide, after telling World Economic Forum members of the “plan for ending international finance of fossil fuel projects with public money.”

The Biden plan certainly comports with the Paris climate agreement and echoes the call by European Union foreign ministers to end financing of fossil fuel projects abroad, meaning primarily in Africa. Secretary of State Antony Blinken certainly believes “development finance is a powerful tool” for addressing the “climate crisis” that the U.S. intends to use to “help drive investment toward climate solutions.” (Translation: “We intend to ram decarbonization down their throats!”) And many Africans feel they must placate their self-appointed betters and accept climate change tenets.

World Bank veteran Ede Ijjasz Vasquez and Africa Growth Initiative Director Aloysius Ordu certainly think Africans must take advantage of the COVID pandemic to initiate “a great reset” of African economies according to UN Sustainable Development Goals and Paris agreement principles. 

The world, they insist, cannot afford to give Africa a pass on decarbonization – even though China and India are clearly getting a pass, largely because they are mostly financing their own projects. The US Agency for International Development (USAID) has similar anti-fossil-fuel policies. All these attitudes smell of carbon colonialism and eco-imperialism. 

Those who care about people, and eliminating poverty and disease, prefer a more temperate approach. 

In late March, investment professional Tariye Gbadegesin challenged President Biden to prioritize African nations as part of his global climate initiative. While admitting that Africa’s urban centers are swelling, “threatening more emissions,” she asserted that striking a balance between this ongoing development and its climate impact must be a global priority. For example, Nigeria could build a hybrid grid using plentiful natural gas and solar energy. Such a hybrid grid might not meet Biden-EU financing guidelines, Gbadegesin recognized, but a lot of gas is now being burned off and wasted. 

In early April, the Africa Development Bank (AfDB), Global Center for Adaptation, and Africa Adaptation Initiative held a virtual Leaders Dialogue in response to the State of the Climate in Africa 2019 report. Over 30 heads of state and other global leaders committed to prioritize actions that will help African countries both adapt to the alleged impacts of “climate change” and overcome widespread energy poverty. African Union chair Felix Tshisekedi listed “nature-based solutions, energy transition, an enhanced transparency framework, technology transfer, and climate finance” as critical adaptation areas. 

During the meeting, AfDB president Dr. Akinwumi Adesina noted the group intends to mobilize $25 billion in financing for the success of the Africa Adaptation Acceleration Program. “It is time,” he said, “for developed countries to meet their promise of providing $100 billion annually for climate finance. And a greater share of this should go to climate adaptation.” 

With developed countries struggling to recover and create jobs in the wake of COVID, and amid efforts to decarbonize their own economies, the likelihood of even $10 billion annually is slim to none. 

Moreover, this African response to the Biden-EU decarbonization initiative – relying on adaptation and balance, not carbon prohibition and eternal poverty, to achieve sustainability – reflects the 1987 Brundtland Commission report, “Our Common Future.” In it, the World Commission on Environment and Development defined “sustainable development” as development that “meets the needs of the present without compromising the ability of future generations to meet their own needs.” [emphasis added] 

Back then, Commission Chair Gro Harlem Brundtland acknowledged that, “A world in which poverty is endemic will always be prone to ecological and other catastrophes.” In her view, “Meeting essential needs requires not only a new era of economic growth for nations in which the majority are poor, but an assurance that those poor get their fair share of the resources required to sustain that growth.”

US, EU and UN climate “monarchs” have long ignored Brundtland’s promises. The UN’s 20-year assessment of the document did not even mention “poverty” or “Africa.” CFACT reported that year that sub-Saharan Africa was “in very short supply of energy and power, especially electricity, and overland trade [was] greatly hindered by an almost total lack of infrastructure.” Worse, preventable lung diseases were (and still are) rampant, because people must rely on dung and wood fires for heating and cooking.

At the 2011 UN climate conference in Durban, South Africa, nuclear physicist (and CFACT advisor) Kelvin Kemm reported that African representatives were not happy. “Their general feeling,” he noted, “was that the First World is trying to push Africa around, bully African countries into accepting its opinions, and even worse [forcing Africa to adopt] its supposed ‘solutions.’”

That feeling remains. Responding to the Biden-EU renewables-only energy financing plan, W. Gyude Moore, a senior fellow at the Center for Global Development and former Liberian Minister of Public Works, suggested that “There’s this idea that, because Africa is lacking in legacy infrastructure, it’s a good canvas to paint the energy future. But no African country has volunteered itself for that.” 

With nearly 600 million Africans still lacking access to electricity, “it seems immoral to restrict options for energy sources” for the world’s poorest continent, Moore stated. He and Breakthrough Institute scholar Vijaya Ramachandran later wrote that a ban on oil and gas projects in Africa would stifle economic growth and make poor populations even more vulnerable to climate change impacts.

The top priority for most African countries is economic growth, first in agriculture, then in industry and services, Moore and Ramachandran explained. For most Africans, worries of an increased carbon footprint generated from economic growth are a distant second to worries that growth may not happen at all. In their view, people in poverty don’t just need to power a tiny refrigerator or single light bulb at home; they need abundant, affordable energy at home and at work. 

Africa’s needs are too great to be met solely with expensive, intermittent green energy technologies, its finances too stretched to afford carbon-neutral energy, Moore and Ramachandran emphasize. Keeping Africa poor “to fight climate change” will do nothing to help the people most affected by it. 

Unfortunately, President Biden, his EU allies and the “green 450” corporate crowd don’t seem to understand or care about these basic concepts. 

This arrogance makes it quite clear that “Our Common Future” is still in the future, if at all. The difference is that Africans are no longer waiting for the UN, International Monetary Fund, World Bank, or even African Development Bank to finally invest in sorely needed African infrastructure. By hook or by crook, Africans are committed to using whatever resources are available to do the job – even if it means aligning with Chinese banks, Chinese mining companies, and Chinese terms and conditions.

fred250 – that is one of the most accurate short summaries that I have ever seen. On any other topic, that kind of language would be hyperbole, but in this context it is about as mild as it could be and still be accurate. The utter contempt with which western leaders treat Africa is beyond criminal, first with hundreds of thousands (millions?) of people condemned to die from Malaria when DDT could have made huge inroads into the spread if the disease, and now condemning people to die from continued poverty when reliable energy was so readily available. If the western leaders had simply not helped, that would be bad enough, but to block any possible progress in Africa at every turn is very close to mass murder.

If you believe that CO2 is a pollutant you are incredibly ignorant or insane; and should, therefore, NEVER be involved in policy decisions about energy or the environment!
If you follow the “green” agenda through to it’s logical conclusion, you end up with MOST life on Earth dying off in the next 2 or 3 million years! That may seem like a long time to some people, but geologically it is the blink of an eye!

Not only is Green ideology overtly racist, it doesn’t promote decreased population growth, which actually would improve the environment in the long run.  

Women everywhere in the entire world limit their family size in direct proportion to decreased infant mortality and access to contraception. Access to safe water, which depends on access to an electrical grid, is the single most important variable in infant mortality. Provide poor African women with electricity and their birthrates will (continue to) fall.

Think about what is really going on, China, Russia, India and Africa have the same data we all have access to here at WUWT. So imagine what it must be like trying to run a foreign policy whose cornerstone is CAGW, a complete fraud, as the United States is doing? Furthermore, if countries accept US leadership, the price they have to pay is to essentially decimate their economies and future prosperity. (How likely is this?) Or China leads the world, based on “reality” and makes no pretense about being autocratic. Unless you are in a hydrocarbon rich state like Texas and decide that the success of your economy is literally dependent on how the wind blows on a given day.

In which case, it is nominally over 17% of production, but in January of 2019 around 3:15 in the morning wind generation was 56% of production.

And ERCOT brags about that while the State plunged into near catastrophe last February, and as recently as last week declared an energy emergency as temperatures plunged into the bitterly cold 50Fs.

How about this for a plan: We keep going with fossil fuels and when there is some great technological leap in low carbon energy people will use it willingly. Meantime all the money that is currently being wasted on on pipe dreams to placate an ideology can be used to improve the lot of people around the world.

Let’s peel back this onion ….. the UN promised “developing countries” money because they convinced them they were victims being taken advantage of by industrial nations. After not getting what they were promised those “developing countries” speak out. The UN tells them the money is not there because the creepy industrial countries want to keep what they earned. The developing countries understand and want to join the industrial nations but can’t without affordable and reliable energy. The UN not only won’t give them money because they are keeping what they have for themselves but also no money for fossil fuel exploitation. The developing countries are starting to understand the scam. AGW was never on their radar to begin with other than an excuse to belly up to the trough they were promised. Not only don’t they care about AGW they are now watching fossil fueled countries prosper and that’s what they want. The $Billions/Trillions didn’t flood the UN because virtue signaling is free. Caught in their own trap.

One of the fundamentals of life is nature abhors a vacuum.
If the Western World refuses to provide financial resources to the one part of the world where massive population growth i.e. Africa demands energy to maintain its people above the poverty line, and indeed above the starvation line. Then those African people not wanting to starve, will find a way to fill their finance vacuum required to fuel their lives.
China is that other financial body, with the resources able to not just provide the finance, but more than able to design, build and manage all projects they fund in Africa. It is happening now. China is filling the vacuum at an increasing rate, as the West blocks itself out, putting imaginary Climate concerns forward, to stop essential investment.
The Western political class are not unaware of what is happening in Africa.
The open question is.
Why is the West actively stepping away from Africa, thus allowing China a completely open field to do exactly what they want?. .

what is the reality of coal power in Africa?

About 34 coal-fired power plants currently produce roughly 53 gigawatts, supplying one-third of the Africa’s electricity needs. 19 of these power plants are located in South Africa.

According to the Global Coal Plant Tracker website, Africa plans to establish 25 new coal power plants. The organization Energy for Growth Hub, which has examined the projects in more detail, found that only one small plant in Niger with a capacity of around 100 megawatts is to be completed soon. Nine other projects could come online in the future, but construction has not yet begun.

The remaining 14 plants have either already been canceled or are unlikely to be completed. Among them is the planned coal-fired power plant near the Kenyan coastal town of Lamu, a UNESCO World Heritage Site. The Chinese-backed project has had its license revoked after environmentalists sued.

a tiny number of plants and very few new ones.

fossil fuel power has historically failed to provide African electrification – and coal power is NOT going to do it in the future.

Meanwhile at the grassroots, village by village, some sort of solar power trickles out: every little bit is transformative.

Wind capacity planned or existing 3.3Gw divide that by 3.3 for 30% supply = 1GW

Solar built or planned about 2.5Gw with basically ZERO output for half of the day.

The World Bank and other Western financial institutions have been discouraging fossil fuel plants, especially coal, in Africa for about 20 years! Africa has abundant coal and hydro resources but has been prevented from developing them by racists like you and your co-religionists!
The ChiComs will be happy to fill the void and make many African nations their resource tributaries! Do you work for the CCP? You sure seem to be intent on making sure the ChiCom model of corporate Communism supported by slave labor is successful!
Africa WILL develop her natural resources for her own benefit; just as every other developed nation did at some point in history! Which do you think is more racist; helping them build their infrastructure to high standards, or waiting until the CCP can help themselves to African power and resources while building them dirty coal and compromised hydro facilities?

Russia is also contributing to Africa. Sufficient countries there have raised the matter of going nuclear that Russia is setting up a nuclear centre in Uganda to service that market. Russia is in serial production of 1200 MW units with 38 on their order book. Egypt has staff in Russia being trained, and Bangladesh has the foundations done for 2 units. India has a couple and is sufficiently pleased that they have ordered another 6. It may not be all that long before the “West” becomes the third world, and Africa becomes where it is all at courtesy of the pariah nations Russia and China.

Only one problem with the outraged cries above. It isn’t happening like that. IAfrica has other options. If the WEst won’t help Africa, China and Russia will. The UN engineers these aft ideological decision with precisey this aim.

All part of the plan to reduce the power and wealth of Western nations to the profit of the poorer developing communist/totalitarian countries, who the UN sees as deserving of a bigger piece of the Malthusian limited pie. In a rational world they could simply be supporting the poorer in rising to our levels of prosperity, security and standard of living. But they want revenge for not being successful.

They would rather make Asia and Africa rich at the expense of the developed World on some vengeful zero some game that the UN controls, by controlling who can get the energy they need to prosper.
