Local governments should steer clear of climate dogma

Reposted from CFACT

By Charles Battig |July 27th, 2019

The County and staff have arbitrarily decided to pledge allegiance to the U.N. and adopt the Paris Climate Pledge.  Years back, during a BOS meeting, Supervisor Dennis Rooker told me the he did not see any U.N. blue helmets there in the County, when I pointed out to him the flawed climate policies of the U.N. IPCC. My how times have changed. Now the County holds the U.N. up as a standard of reference.

What is the justification or objective of this County embrace of the U.N. now?  It is unstated.  The Paris Agreement is deeply flawed in terms of any theoretical impact on global climate change or temperature because two major contributors to global CO2 (if that is the parameter being targeted) are India and China, both of which currently remain unrestrained in their use of fossil fuels by that agreement. In addition, the IPCC has based its alarmist, computer-generated predictions upon the false assumption that carbon dioxide is the prime determinant of global temperature, while ignoring the facts that water vapor (clouds) is the number one greenhouse gas, and that there exists the effect of solar interactions with cosmic particles. https://www.sciencealert.com/cosmic-rays-could-influence-cloud-cover-on-earth

China emits almost twice the amount of greenhouse gases as the US, which it surpassed in 2006 as the world’s top contributor to atmospheric carbon dioxide. Today, China accounts for approximately 23 percent of all global CO2 emissions. The United States government estimates project that, barring major reform, China will double its emissions by 2040, due to its heavy reliance on fossil fuels for steel production and electricity.

India plans to double its coal production to feed a national power grid that suffers from increasingly frequent blackouts, and is the third largest contributor to fossil fuel CO2 production.

The US has never entered into any binding treaty to curb greenhouse gases, but has cut more carbon dioxide emissions than any other nation.

Prior studies have shown the utter futility of these carbon dioxide and fossil fuel reduction schemes on a state-by-state analysis:

http://scienceandpublicpolicy.org/images/stories/papers/originals/state_by_state.pdf

From which study, it was calculated that if Virginia were to cease use of all fossil fuels and CO2 production, the savings in global temperature by 2050 would be a minuscule 0.0016 degrees C.  Moreover, it would take only 50 days before global increases in CO2 production would completely wipe out that insignificant temperature saving. Anything the County is proposing will have no real or measurable effect.

County planners and climate lobbyists tout renewable energy as a replacement for fossil fuels.  Natural gas produces 35.1 percent of the kilowattage, according to the U.S. Energy Information Administration, and coal is responsible for 27.4 percent. Wind and solar contribute 6.6 percent and 1.6 percent.  Explain how 8 per cent wind and solar will replace 62 per cent reliable energy 24/7. During heat spells, wind activity falls, and wind turbine power output falls just when it is needed the most.

A logical conclusion is that the County staff have an agenda for wishing to ration energy in the County not related to temperature or climate change, or that they are uninformed of these climate/energy facts. The County Staff openly give away the game by using the U.N. Intergovernmental Panel on Climate Change (IPCC) as their guide.   Thus, we must then assume that they fully believe the U.N. when Ottmar Edenhofer, lead author of the IPCC’s fourth summary report released in 2007 stated the priority: “One has to free oneself from the illusion that international climate policy is environmental policy. Instead, climate change policy is about how we redistribute de facto the world’s wealth.”

This is the apparent County goal, and it is moving forward with the support of environmental activists and commercial enterprises hoping to profit from imposed de facto energy rationing. Members of the public at large are greatly outnumbered at relevant County hearings by special interest groups. Unelected County staff are crafting numerous schemes to ration the public’s free use of energy and modes of transportation. These schemes do not offer a cost-benefit analysis, nor do they quantify the impact on the climate. They do reflect an anti-democratic mindset which wishes to impose a government-defined bureaucratic a mode of living including unnecessarily more expensive energy, and higher taxes to subsidize commercial make-work efforts with no proof of cost effectiveness nor measurable impact on the climate.

Or as the chief of staff for Rep. Alexandria Ocasio-Cortez stated that her signature Green New Deal was not really about saving the planet after all.

In a report by the Washington Post, Saikat Chakrabarti revealed that “it wasn’t originally a climate thing at all … we really think of it as a how-do-you-change-the-entire-economy thing.”

That “thing” is known as democracy and informed freedom of choice.

This is a big awake up call, to those who have had the “world is ending”climate change story constantly thrown at them.. I am guessing that they (U.N, USaAA, Europe) want the middle east and russia to collapse as gas and oil is its main income…. Ottmar Edenhofer, lead author of the IPCC’s fourth summary report released in 2007 stated the priority: “One has to free oneself from the illusion that international climate policy is environmental policy. Instead, climate change policy is about how we redistribute de facto the world’s wealth

Sunny – On April 19, 2016, the Portland, OR School Board considered the passage of Resolution No. 5272. The short title was “Resolution to Develop an Implementation Plan for Climate Literacy”. The resolution required a “review of current textbooks for accuracy around the severity of the climate crisis and the impact of human activities. PPS will abandon the use of any adopted text material that is found to express doubt about the severity of the climate crisis or its root in human activities”.

That, I believe, is an excellent example of Communism at it’s finest. I believe the resolution passed unanimously. I don’t know if the resolution was challenged in the courts. I sincerely hope so.

Having recently visited “colorful” Portland, OR I fully expect as much. “Amusing ignorance” is tolerable (and often amusing), but Portland borders on “dangerous ignorance”. This, I suspect, only scratches the surface on how deep the ignorance goes.

China is the real beneficiary of the climate scam. With 1.3 billion people to feed it is rapidly assuming an aggressive imperialistic nature, much like the Nazis of Germany in the late 1920’s.

Hollywood is falling in line, just as they did in the 1930’s to Germany’s Fascism. We see it in the actors today, just as they did in the 1930’s. We see it in the movie production outfits today, with China’s Tencent Production funding large parts of many of Hollywood’s movies now, they ensure their is no anti-China message, and that where China is portrayed, it is portrayed as scientifically strong. Yet they can build their own modern jet engines and their manned spaceflight is still 1960’s Apollo-level tech in reality.

As for Russia, they are a 1-Trick Pony with their oil and natural gas reserves. That is their one economic activity that Europe needs. Like the Middle East, Russia will always have a market for their export, as the world is addicted to oil, with China very much so, and no UN COP is going to change that. The true purpose of the UN COP’s is as Dr Battig note in an oft-repeated quote, “… climate change policy is about how we redistribute de facto the world’s wealth.” With emphasis on “re-distribute” should always be made clear.

The Chinese and the UN are intent on re-ordering the World Order that emerged after 1945. And they are being assisted by an Army of Useful Idiots here in the West, also looking for their own personal fortunes.

Fix the damn science and all this BS goes away.

The fix is just a matter of acknowledging that the climate has no way to distinguish the next solar Joule from the average solar Joule yet in order to support the insane ECS claimed by the IPCC and its self serving consensus, the next W/m^2 from the Sun must contribute 4.4 W/m^2 to the surface emissions, while the average solar W/m^2 contributes only 1.62 W/m^2 to the surface emissions which is a disparity that can not be explained with the known laws of physics. Confirmation bias has deprecated the most basic constraint driving the physical world which should be an embarrassment to all involved on both sides of a debate that by all rights has no reason to have ever existed in the first place.

Jim,
Broken science is so widely quoted because those incapable of doing the due diligence are deluded into believing that what’s being quoted isn’t broken. This includes many Republican politicians, who are unable or unwilling to challenge the broken science, but are otherwise opposed to the obvious futility of the proposed remedies. Fixing the science must include a very public beat down of the IPCC exposing its conflict of interest with the UNFCCC’s charter that enabled confirmation bias to break the science in the first place. The truth must become so self evident that it becomes nearly impossible to fool anyone anymore.

The curious thing going forward is where we see State legislators effectively pledging allegiance to the UN led climate scam.
The US Constitution makes clear that every State-level officers, legislators, and judges must also pledge allegiance to the US Constitution, just like every Federal officer, judge, and Congresspeople must.

Article VI, paragraph 3: “The Senators and Representatives before mentioned, and the Members of the several State Legislatures, and all executive and judicial Officers, both of the United States and of the several States, shall be bound by Oath or Affirmation, to support this Constitution; …”

This is one clear instance where Federal supremacy would hold.
If a State legislator, judge, or officer ever openly repudiated their oath of allegiance to the US Constitution, they could be removed from their state office by a judicial order from a Federal judge. No different than a Federal judge striking down a state law that infringes on a Constitutional right.

I think we need to be a bit careful with hyperbole.

I’ve searched the Virginia County of Albemarle website and looked at their climate resolution and at their We Are Still In It declaration about the Paris Agreement.

I didn’t see anything about a pledge of allegiance to the UN. The Albemarle officials are green nut-cases, but they write as citizens.

They do justify themselves with utterly false claims, such as “In the U.S., it is local, tribal, and state governments, along with businesses, that are primarily responsible for the dramatic decrease in greenhouse gas emissions in recent years.” when we all know that CO2 emissions reduction in the US is due to the switch to cheaper natural gas from coal — and thank-you fracking for that.

Local, tribal, and state governments had nothing to do with it.

An irony is that the Albemarle County declarations revile the the Trump administration, which has encouraged the very fracking that has reduced US CO2 emissions. The prior Obama administration, presumably admired in Albemarle County, did everything it could to restrict fracking and thus keep CO2 emissions high (For a prediction of the Obama strategy outcome see Germany’s static CO2 emissions, despite Germany’s enormous expenditures on supposed renewables).

They also claim that, “American communities are facing unprecedented impacts from climate disasters that science shows are increasing in frequency and severity.” when science shows no particular change in severity, duration, or frequency of any “climate disasters” or extreme weather.

One hopes for outbreaks of residual sanity among the Albemarle officials when they consider other initiatives.

Saying” water vapor (clouds)” is misleading. Water vapor is a transparent greenhouse gas with particle size a single molecule. If you can see it, it is condensed water (which might be frozen), particle size typically millions of molecules. Water vapor molecules, as a gas, absorb/emit significantly only at specific wavelengths. Condensed water or ice particles do not have these wavelength limits on absorb/emit and they also reflect.

July 29, 2019 1:32 pm

So these local officials are responding with what they are being “programmed” to do. Virtue signaling – wanting to appear to be “PC” and aligned with the climate hysteria, even though it is all meaningless even if you accept the climate model junk. It offers the opportunity for governments to increase taxation (carbon taxes), so the public unions get on board the scam. The GreenSlime is onboard the Climate Change train for the promise of renewable energy riches as early investors in the hustle. Democrats ride the rain for more political power. The Green groups, many of the rank and file no doubt believe its for the environment, but the leadership of those groups are riding for power and money.
The Revolutionaries, socialists, and anarchists are riding it for the misguided ideology.

There something there for everyone, except the middle class. It’s the middle class that gets fleeced in the best case, in the worst case its Communism and a sharp curtailment of liberties of totalitarian nation-states. Even China and Russia make out via the destruction of the US military as economic power is what allows power projection and sustainment of the world order since WW2.

Charles Batting-

Welcome to the club. I see that Albemarle county has a population of about 108,000 people, yet the “act local” warmistas have found you too. You are not alone, Every city and county in the U.S. is targeted for a “Climate Action Plan.” The larger U,S. cities already have them.

Those of you who have commented so blithely – google “climate action plan” and put in the name of your city. You will find that your city (or county) has a climate action plan also. Chances are your city also has a “Dept. of Sustainability” that developed the plan with a grant from one of the usual suspects. Chances are also good that you heard nothing about it adoption.

The people who developed these plans are deadly serious, an your wellbeing WILL be affected. YOU (and by that I mean we) must do more than comment on WUWT. WE must actively fight these plans at the local level, even though it is late in the game. The time we should have been noticing this was 2 or 3 years ago!

If you don’t feel fear and trepidation about these plans, then you don’t understand the enemy, and what they are doing. They are serious, well organized, and well-funded. They have the local media on their side also. But, for the most part, the local supporters are good people who really think they are “saving the world,” so it is difficult to get public opinion against them.

Those of us that oppose these plans, are scattered, not organized at all, and, of course, are not funded. We need a champion! Alas, I fear that one will not be forthcoming, and we will be victims of the coming economic ruin along with everyone else.

Used to be “virtue” was demonstrated by how many verses of the bible you could quote, and by volunteering for highly visible public duties. As people have walked away from spiritual religion, and now everyone works all day with little free time, virtue signaling has morphed into getting behind a “cause”. By declaring global warming to be the most dangerous event mankind has ever faced, they make it easy to choose for demonstrating one’s virtue.

What is ironic is the same primitive impulses that caused people to create religions – to help explain and control what they could not otherwise understand – are the exact same impulses that are driving people to a fanatic AGW belief. In other words, they have invented a new religion that sounds more “science-y” and therefore is acceptable to their peers.

People simply cannot grasp that the only thing that is changing quickly is how fast we get our news (fake or truthful), and how far we can regurgitate it in social media. It makes it seem like we are surrounded by more and more disasters and scary weather, when in fact we are not. This fear of increasing disasters drives the need for the religion – so that we can take action and control the scary forces of nature (we can’t).

Religions make cultures, kingdoms, and empires do funny things – including imploding. And it isn’t until the harm is done that people wake up and realize it was all a bunch of phooey.

The IPCC does know that water vapor is the number one greenhouse gas. The 3.7 W/m^2 per 2xCO2 figure is figured with the atmosphere’s normal water vapor presence. The flaw in most of the CMIP5 climate models is the amount of warming from feedbacks, because climate models attribute about. 2 degree C more warming from 1975 to 2005 to positive feedback on warming from man-made increase of greenhouse gases than was actually the case, because the models did not consider warming from upswing of multidecadal oscillations from 1975 to 2005.

* It exchanges critical thinking for re-education and brainwashing.
* It destroys the epicenter of the family, society, and culture, allowing only one way to live. It groups the population into small contained areas to be more easily controlled.
* It takes away from some to give to others who will be more easily managed by the promise of a full belly and a warm shelter.
It’s a parasitical representation of the 1%, feeding on the 99.
Agenda 21.
Divide.
Dumb down.
Conquer.
And it’s only going to get worse.

I thought commerce clause in constitution was suppose to eliminate all these local governments from being able to change the business rules. It is very disruptive to the economy and business if they have to confirm to multiple rules.

Charles,
The virtue signalling by Councils declaring a “climate emergency” is spreading faster than the 1919 Spanish flu epidemic did.
In Australia, Sydney City Council and Noosa Shire Council have already made the announcement and Brisbane City Council is on the brink of doing so.
What this means in practical terms is dubious other than to divert attention from more pressing issues including infrastructure management etc.
No, ‘you can’t fix stupid’ and the popular delusion of saving the planet may have to play out like tulip mania.

https://youtu.be/8sGJIgSmIn8 Is the ENCYCLICAL LETTER
LAUDATO SI’ OF THE HOLY FATHER (POPE) FRANCIS
ON CARE FOR OUR COMMON HOME simply a ‘sola scriptura’ reconfigured-rhetoric into a PapalGanda on ecumenicism and one world religion? – simply, is this a pope promoting of environmentalism as global religion propaganda from the seat of Peter? The seat of Peter (has an audience) so it is a heck of a PR coup social-platform favoring the climate-change-science-is-consensus group vs double-blinded-research= real science group. Now, in modern times, the ‘pope’ suggests that new Catholic dogma can be based on consensus instead of Truth of even provable science.

Charles,
Following my earlier post mentioning Brisbane City Council being on the brink of passing a resolution declaring a climate emergency, some good news.
Yesterday after a wave of local outrage against Greens Councillor Jonathan Sri who had foolishly compared protestors repeated illegal blocking of Brisbane streets with the nation’s Anzac Day parades,Cr. Sri lost his proposed motion declaring a “climate emergency” with ALP and LNP Councillors calling the motion “alarmist” and “ extremist”.
Councillor Sri’s comparison of Extinction Rebellion protestors to parades by military personnel has been a spectacular own goal.
So now we have a “climate emergency” in Sydney but none in Brisbane!
