Whatever Happened to Agenda 21 and Climate Change Policy?

It’s alive and well in your backyard. The entire policy of using anthropogenic global warming as a false front to implement global governance and impose how we will all live is working with remarkable success. The plan was set out by Maurice Strong as Agenda 21 in Rio de Janeiro in 1992. It is succeeding beyond his wildest dreams because the people he arranged to implement it are unaccountable to anyone.

Most people don’t know about Agenda 21, the global plan for the 21st century. Even those who do are generally unaware of how it is being implemented. Just in case some people figure it out, a deliberate deflection campaign is underway, which involves saying it is optional. On an international scale that is true, but, as with all things the globalists and deep state do, it is not being applied at that level. The answer to what is going on lies back in the early development of the Club of Rome and Maurice Strong’s plan. Elaine Dewar summarized after five days talking with him at the UN.

Strong was using the U.N. as a platform to sell a global environment crisis and the Global Governance Agenda.

When organizing the campaign to use the environment and global warming to establish world governance, Maurice Strong directed a few people to create slogans and phrases designed to entice people. One of these came from Rene Dubos who made environmentalist Jacques Ellul’s phrase, “Think globally, act locally,” famous. These were captivating words that captured and softened the idea of globalism. Today they form the basis for the pattern of implementation of Agenda 21. It is being implemented at the lowest level of government in your area. They are acting locally among vulnerable people. There is little or no understanding of the false climate science. They want what is best for their neighborhood. They are easily enticed by offers of proportionally large levels of outside funding. It is easier to identify, isolate, and silence opposition.

I became aware of what was happening a few years ago when called by a person living on one of Canada’s west coast gulf islands, Mayne Island (Figure1). He told me a public meeting was called by the Provincial government to talk about the future of the island. It began with a showing of Al Gore’s movie, An Inconvenient Truth. Then, bureaucrats said that the objective was to reduce the islands carbon footprint as much as possible. This could include banning all vehicles. Everybody was stunned but didn’t know what to say or how to respond. One person told me it was not a communication meeting to ask their views. Rather, it was a dictatorial information session.

Somehow, they obtained my name and approached me to speak on the island about what was happening. The meeting was well attended including a couple of people who not only drank but gulped the Koolaid. The organizers advised me that these people bullied everyone, especially those who asked questions. I gave a one-hour presentation explaining everything wrong with Gore’s movie and the claim that humans were causing global warming. I then explained that the government had introduced them to Agenda 21, but they didn’t call it that. Agenda 21 was the global action plan, what they got was the local action called the BC Climate Action Plan.

The Kyoto Protocol that included policies to control the production of carbon dioxide was scheduled for implementation at the Conference of the Parties 15 (COP) meeting in Copenhagen. It included plans to work through the International Monetary Fund (IMF) and World Bank to gather the money through carbon taxes and through national governments to introduce ‘green agenda’ legislation. We know this because the US Senate after looking at the Treaty under the Byrd/Hagel Resolution wrote

Specifically, the resolution states that the U.S. and other developed nations should not enter into a treaty requiring reductions in emissions of carbon dioxide from fossil fuels and other greenhouse gasses unless it “also mandates new specific scheduled commitments to limit or reduce greenhouse gas emissions for developing country parties within the same compliance period.”

The resolution also states that the U.S. should not enter into any treaty that “would result in serious harm to the economy of the United States.”

We also know that any country that effectively applied Kyoto as a green agenda has or is failing.

Kyoto was replaced with the Green Climate Fund (GCF) that was ratified in 2015 at COP 21, the Paris Agreement. Meanwhile, the GCF is failing because the money is not coming in as planned. However, it doesn’t matter because as Strong understood and intended, the bureaucrats are continuing the program. That’s why they are the deep state; they operate regardless of the politicians or the people.

In April of 2016, the World Bank announced a new Climate Action Plan.

“Following the Paris climate agreement, we must now take bold action to protect our planet for future generations,” said World Bank Group President Jim Yong Kim.  “We are moving urgently to help countries make major transitions to increase sources of renewable energy, decrease high-carbon energy sources, develop green transport systems, and build sustainable, livable cities for growing urban populations. Developing countries want our help to implement their national climate plans, and we’ll do all we can to help them.”

These plans were directed at developing nations and followed ambitious climate adaptation plans. In 2013 several cities announced extensive and extensive plans.

Roughly 20 percent of cities around the globe have developed adaptation strategies, according to a 2011 estimate by researchers at the Massachusetts Institute of Technology. In the United States, city, county and state governments have developed more than 100 adaptation plans, a separate count by the Georgetown Climate Center found. And through a UN-financing initiative, wealthy nations have poured $11 billion into developing countries to help on adaptation in the past few years.

In February 2016, the Center for Climate and Energy Solutions provided an update on the application of plans for the US States.

Many states have completed comprehensive Climate Action Plans, or are in the process of revising or developing one. The plans detail steps that the states can take to reduce their contribution to climate change. The process of developing a climate action plan can identify cost-effective opportunities to reduce GHG emissions that are relevant to the state.

Plans are already in place to further promote and expand action with a Global Climate Action Summit scheduled for San Francisco in September 2018. An article with the web page advises,

Cities around the world are already taking ambitious action to make the Paris Agreement a reality. By 2030, we know that nearly every home built, every power plant brought online will need to be powered by clean energy. The Global Climate Action Summit is a chance to demonstrate to the world that cities, along with businesses, investors, state and regional governments are at the forefront of working towards a climate safe, healthy, prosperous world for all.

Agenda 21 was the overall environmental plan of the United Nations Environmental Program (UNEP). It makes claims not supported by the evidence as an excuse to impose a world government, as Dewar correctly determined. Here is the first statement of the Agenda.

1. Humanity stands at a defining moment in history. We are confronted with a perpetuation of disparities between and within nations, a worsening of poverty, hunger, ill health and illiteracy, and the continuing deterioration of the ecosystems on which we depend for our well-being. However, integration of environment and development concerns and greater attention to them will lead to the fulfilment of basic needs, improved living standards for all, better protected and managed ecosystems and a safer, more prosperous future. No nation can achieve this on its own; but together we can – in a global partnership for sustainable development.

The claim that there is a worsening of “poverty, hunger, ill-health, and illiteracy,” is just false. The ecosystem is not deteriorating except in some small regions such as Beijing. People are living longer, in better health than ever before across the world. I urge you to go and read the entire Agenda 21 proposal. Every single part of your life is the subject of government control.

A draft organizational chart for Agenda 21 (Figure 2) shows how central to the orchestrated rationale for imposing a world government was the false science created to ‘prove’ that human CO2 was destroying the planet.

The entire process is a series of deceptions. The public believes that the Intergovernmental Panel on Climate Change (IPCC) studies all climate change when, in fact, they were deliberately limited to human causes. The IPCC produces the Summary for Policymakers (SPM) that is a deceitful, deliberately enhanced, version of the IPCC Science report. The public believes that the issue is climate change when it continues to be about global warming due to human CO2 production. The COP can only act on what the SPM provides. Using that information, they determine policy for nation-state UN members and funding for continued work of the IPCC. It is a truly incestuous system.

Just as Strong planned, the public deception about humans destroying the planet with CO2 is complete. It survived the leaked emails, all the efforts of skeptics, Trump’s withdrawal from the Paris Agreement, and failed forecasts. These events were a nuisance and would stop normal political activities, but they were no problem for the unaccountable bureaucrats. All these nuisances were minor diversions while the larger goal continued unabated.

This involved burying the global governance goal in unaccountable legislation created, implemented, and protected by deep state bureaucrats. They are the only portion of Agenda 21 that are thinking globally and acting locally. Bureaucrats from the global to the municipal level are in total control.

Mary McCarthy’s warning that “Bureaucracy, the rule of no one, has become the modern form of despotism,” like Agenda 21, is alive and well.

I fail to understand how the masses do not see this self evident action taking place under their noses. Better wake up!! It will be a hell of a mess to unravel later!

It won’t be that much of a mess later. It will fail. Not that they won’t and aren’t trying and not that they might not make some sort of mess while they’re trying.

But “they” won’t succeed in dominating anything. It isn’t like world domination hasn’t been tried before. To some degree it’s succeeded in a few cases, but never completely.

The only examples from history we have regarding anything near a true “world” domination are, e.g., Persia, Alexander, Rome, the Mongols (maybe not world but land mass), etc. The common denominator among these is in most cases a single despot rules the roost.

Any conglomerate of U.N. morons (this is defined as a majority group of individuals over a majority group of nations who actually succeed in implementing in a majority of cities Agenda 21) isn’t going to be able to agree on anything beyond Agenda 21 (if they even agree on this), in which case, a divided kingdom cannot stand.

The U.N. is about as scary as the Bilder[nothing]berg[ur] Group.

But the politicians have largely failed to impose Carbon taxes and other schemes on the public — at least in the US. The ROW rejects the Malthusians schemes that were spawned by Maurice Strong and the Club of Rome Oligarchs… while the agenda may succeed in the brain addled West, it is failing elsewhere.

The emerging Sino-Russo Alliance will finish off the Malthusian depopuloation/ deindustrialization scenario.

My point: You don’t have to be in the majority to win the day. Admittedly, the Patriots were typically younger and not as established. Today’s youths are trained from childhood to be socialists. They are more like the Patriots in terms of age and what they have to lose. Please don’t think I’m ignoring the contributions of some of the wealthy landowners, but losing the youth to the AGW side is a big mistake.

Like most laymen, I had never heard of Agenda 21 until I started visiting WUWT a few years ago.

A bit like knowledgeable sceptics, there are few, so efforts to combat the MSM and people like Gore are restricted to blogs like WUWT. And few people are bothered enough even to ask the question never mind spend time learning.

It is not a one world government yet . The first step: A type of world governance to pass resolutions a that nations can pass into laws or regulations. Next Step: A world governance body that pass laws and regulation that nations must follow or else. Example: EU.

Actually, I think that’s the wrong approach, apart from anything else curriculum’s are beyond any individuals control. Objecting to having climate change taught as a bad thing, that man caused, will have one branded a nutter.

But youth will always rebel. When they start to understand the whole thing’s a fraud, there will be a backlash from a generation of young adults. Climate Change will become the establishment youth always rebels against.

I don’t suppose we’ll see it, unless the planet starts a cooling cycle (allegedly around now) which’ll be distorted by the green left for as long as possible, on behalf of their paymasters, but we can hope.

Yes, they will always rebel against you as well, but if taught to think, that may be good. The world changes, and sometimes us old ones are slow to change with it – or refuse. I’m not going to dye my hair purple or cover my bod with tats, but that’s what the kids here are doing! And I love those kids. Of course… they’re not my kids!

Humans really have short lifespans, and there’s no excuse to not see these patterns and realize they happen, the will happen, and the cycle you like will come around again, depending on your age and it’s total cycle length.

Jeez, how many here willfully repeat that fallacy promulgated by the left to trash Trump, maybe thinking it is a win for skeptics.

Trump HAS NOT withdrawn US from the Paris Agreement. He said he intended to do so and then went very quiet on the whole subject. So far he has done NOTHING legally or written on paper to even start that process.

The left berate him for having done it and skeptics applaud him. Neither seem to have noticed nothing was actually done.

All he did was refuse to make any more US payments into the Green Slush Fund. That is great in itself but can just as easily be reversed at any time in the future.

Ok but what do you expect him to do more than this? As far as I know, the Paris Accord has no authoritative treaty or other legislative power in the U.S.; in fact it’s nothing more than an equivalent to Obama’s agreement to Iran.

From what should Trump “withdraw”?

Paris was an executive agreement, not a treaty, and relies on the authority of each president to be valid. So, by US constitutional law, whatever the UN claims about the US still being in the agreement has no effect in the US, despite what some US politicians and courts claim.

Nope,.. the cooling (change) will then require ‘global action’. There is always a reason for authoritarian impulses when trying to compel redistribution and “social justice’. Cooling will just be another set of “scientific facts” requiring a bureaucratic response- yes globally, again. You tax dollars hard at work to fund technocrats with no other reason to exist but for fear of the unknown.

The concept of CO2 being the bogey man will have been entirely discredited. It’s named as the global control knob of temperature, despite what Tyndall tells us, if that fails, i.e. by the planet cooling whilst atmospheric CO2 continues to rise, what do they have left?

What do they pin global cooling on, and who would believe them this time round?

That ESRL Mauna Loa record might be reasonable, but have a look at that CO2 emissions tab. Covers about 2 years 2011-2. This is based on economic modelling. It is NOT measurement. They admit that most of it originates in the northern hemisphere. As the sequence progresses, everywhere is more or less “normal” then China flairs up, followed by the US, and then Europe, then basically everywhere in the NH is a boiling red mass. Obviously intended to alarm. Actual US values are known to have declined, not increased since 2010. There is little indication of change in the SH, presumably because there are no Chinas, and only 2% of the population. If this display was true, then there would be a minor shift across the ITCZ of maybe 10% a year, so that may have been added to try to fool people who understand this phenomenon. The animation shows greater seasonal variance in the SH tropics rather than SH higher latitudes which I think is very unlikely.
I monitor CO2 levels in the unmitigated on-shore airflow off the Coral Sea at 19°S. The diurnal variance is around 50 ppm. Higher at night, drops after dawn, starts to go up in the afternoon, when photosynthesis starts to drop. There is a minor seasonal variance. No significant change in the five years I have been monitoring. Annually still averaging 400 ppm, currently 405 as this is what passes as winter. Things still grow but not as fast.
It only costs about $200 for anyone to set up reliable CO2 monitoring, assuming you have a pc and a location that isn’t seriously compromised, eg by AC units, heavy traffic, etc.

That’s true for NH. The annual cycle is the reverse for the SH. The maximum amplitude of this cycle is observed north of 45 degrees North. This cycle is associated with the freezing and melting of the Arctic Ocean sink and anthropogenic emissions have an insignificant effect.

That is one of my greatest contentions with regard to church aid. Every church I’ve known always send their money to a third world country because it’s easy. There are people in their own town who are desperate for help and can’t get it. It’s harder, its more expensive, but their needs are no less. Single mothers, elderly, and family violence: these are the things we need to focus on in our own community.

The voters in Ontario (Canada) really hated the premier, Kathleen Wynne. What I found interesting was that most people couldn’t say why exactly they hated her. They just recognized that she was poison. In the recent election, her Liberals didn’t win enough seats to keep its “recognized party” status in the legislature (it means they lose resources).

I have faith in the wisdom of the people. As for the deep state, the swamp can be drained, it’s just not as easy as The Donald apparently thought it would be.

It is unenforced, and I have spoken to Muslim acquaintances who accept it as reasonable and normal. And if you volunteered that you cant afford to pay it, you would likely become a recipient of financial help from that fund.

* carbon — deceptive because it lazily truncates “dioxide” and, thus, demonizes an element by misappropriating the element’s name.

The infiltration began long ago. Some of you may remember the complaints years ago about the Insulation requirements for homes built in Alaska appearing as if they were designed for a warmer climate where Air-conditioning was required. Well it is worse than that. Look on the internet for your local building code and pick an area. Then open another web-page and look for any other county building code and go to the same area. It is easy to notice the fact that they are almost identical. Now search the internet for the The Sustainable Buildings and Construction Programme (SBC) code. Again very similar. Just like the USA has One Fire Protection Code, the UN has established one building code and States, Counties and Municipalities are adopting this code. And unless you are on the council you have no idea it happened.
Early in Obama’s presidency executive orders were written requiring ALL federal government departments, agencies, commissions, etc, to have a “Sustainability Department. Likewise essentially every US University has a Sustainability Department and many offer a degree in Sustainability to fill these positions. The virus has infected us.

In the eighties there was a possibility (!) of a climate problem: James Hansen explained. And we all are dependent on our local climates because we are adapted to them. So, if there is a common climate problem, all people will unify…….

For that (I am convinced), the IPCC was created. The scientific method was directly abandoned and a more ‘democratic’ principle was introduced: majority. Expressed in a million ‘likely’ and ‘unlikely’s. Making any manuscript unreadable. And creating many possibility’s to influence the result….

A fear was created. For the holy goal: unifying people! And everything was allowed.

And the success was enormous. Fear mongering works. People stop thinking, asking: where do we need to go to? How much money do you need to make us a safer place?

A trillion dollar industry developed. Based on….. fear.

But not on scientific evidence.

Tim Ball is generally correct here, but let’s recognize a distinction or two. Some coastal cities have severe flooding problems that have existed for quite a while and they will only be aggravated by normal sea level rise. New York and Miami are obvious examples, and they damned well better have a well-funded plan to adapt to what is obviously coming. So let’s separate fact from fiction and not pooh-pooh localities that have climate related-problems because of rising sea level and their own poor planning.t , anthropogenic or not.

The example of climate bullying at Mayne Island is simply a situation where sensible people have to dig in their heels. If they are intimidated by such foolishness as eliminating all cars then they only have themselves to blame. It’s not easy of course to get organized in the face of a well-planned bunch of zealots that want to prevail regardless of majority rule. But people have to stand up for themselves.

Great post.

I have been battling against Agenda 21 since before the NZ Government and the Christchurch City Council compiled an earthquake recovery plan which stank of Agenda 21.

Agenda 21 is also rife throughout the Council website. It is certainly the most insidious, along with ICLEI, in that it basically bypasses national governments and infiltrates the local governments and community groups.

The Christchurch City Council has simply used the series of devastating earthquakes as an excuse to implement Agenda 21 on us.

The Christchurch Recovery Plan is basically an Agenda 21 document, quoting from the Agenda 21 manifesto in a number of sections, and gives the Council the “right” to rearrange the city by designating different areas for different types of activities, which includes high density accommodation.

The biggest problem with the Christchurch Recovery Plan is that they did not actually have the budget to carry it out. In fact the plan is very vague on how to finance all these dreams.

But some how, the Council managed to purchase a large number of CBD properties, some earthquake damaged to be sure but the majority were not damaged or unrepairable. These have been set aside for such things as the ambitious aquatic and stadium center which has displaced many small CBD businesses. (Little progress has been made until recently because of the lack of funds).

Incredibly, a number of CBD buildings, of which the owners had repaired the earthquake damage and were back in business, were forcibly acquired by the Council and are either already demolished for this plan or are now vacant and presumably waiting for the wrecking ball.

In spite of the Christchurch City Council having substantial investments, (on behalf of the tax payers for a rainy day – Ha Ha), the Council has increased their investment further by using tax payers money.

Therefore rates/taxes have been increased to meet the inevitable shortfall and most of the CBD still looks like a ruined parking lot surrounded by new but predominantly empty buildings.

Council Debts have reached some unbelievable proportions considering the size of the city, it is next to impossible to obtain a building permit – believe me, I have first hand experience here – and the Council has accepted “investment” from the Rockefeller Resilience Cities Fund.

Thus is the insidious influence of Agenda 21. Especially when the proper way for the council, would have been to let the owners of ruined buildings, (yes the CBD of Christchurch used to be largely privately owned), to negotiate with their insurance companies and rebuild as they saw fit, and restrict the Council’s resources in repairing the devastation of the streets, and underground facilities – financed by the investment on behalf of the rate payer – designated for a rainy day.

In fact a number of suburbs which were outside the above mentioned plan, repaired themselves and have been booming for a number of years already. However the death hand of the government, who wished to make sure that these suburbs had been “correctly” planned has caused at least one of these to wither recently.

Agenda 21 has long since become law here in California, but that name has been junked in favor of “Smart Growth” and “Sustainable Communities”. When I hear them I try to tell people they are really code words for “No Growth” and “Unsustainable Spending.”

Absolutely agree. And California’s Progressive “Flex Your Power” crap is an attempt to make you feel good about being intentionally forced to suffer when it is either very hot or very cold outside. And if you DON”T voluntarily adjust your thermostat and cease using electricity when you need it the most, then they charge you 12X the normal price! Once again… 12X the normal price not that big of a deal to those very well off… but to the average guy it’s a major hit.

Canada is committing suicide as of Jan 1, 2019. That is the date when PM Trudeau plans to bring in carbon taxes for the rest of the country that doesn’t have them.

Standards, subsidies and taxes. The bane of the free market. Standards should only be used to prevent injuries or bad health effects. Subsidies should only be used to prop up a company that produces a domestic product that is key to national security. Taxes should only be used as a government income source. Too often however the government uses standards to interfere in the life of all its citizens. At the same time governments subsidize almost everything. Taxes are collected for all sorts of reasons. Ex: liquor and tobacco taxes, estate or inheritance taxes, gift taxes, company asset taxes, and carbon taxes.

It is this last one that irks me the most. Carbon taxes are ridiculous. One of 3 things can happen. 1) The company can refuse to pay them and move out of the country or threaten to move out before they are enacted. In this case everybody loses. 2) The company can pay them and then raise their prices so that with business as usual no emission reduction of CO2 occurs. In this case only the company loses if it also exports its product. The consumers don’t lose because the carbon taxes are supposed to be given back to the public at large. However the general price level of all carbon related goods goes up so that inflation goes up. However since no decrease in CO2 emissions occurs, there was no reason to have the tax in the 1st place. 3) The company can change its source of fuel to a lower carbon entity at a higher cost and pass on its necessary price increase to its customers. The customers have no choice because all the competitors have to do the same thing. In that case there is a reduction in CO2 emissions but since the atmosphere needs more CO2 NOT less, everybody loses.

It is this third scenario that factors into my main point. Even if you believe in AGW(human caused global warming/climate change) , here are the stark facts of trying to do anything about it. PM Trudeau in Canada plans on introducing a tax on the emission of CO2 and all greenhouse gases except water vapour, starting January 1, 2019. B.C. and Alberta are at present, the only provinces that have a carbon tax. The federal price on carbon will harmonize with those and will be forced on any other province that does not implement one by that date.

Canada puts out 1.5 % of world total of CO2 and its level of CO2 emissions is as low as it was 20 years ago. China puts out 31% of the world total and increased their output 4.1% in 2017 and is on track for an equal 4% increase after the 1st quarter of 2018.

In 1991 Norway was the 1st country along with Sweden to introduce a carbon tax, and they have found that their tax was responsible for reducing their increases of emissions by only 2.32% compared to a 0 rate on carbon. However Norway’s CO2 emissions still went up. To top it all off Norway found that the carbon taxes reduced their GDP by 0.06%.

In the Norwegian scheme there were so many exemptions that the effective coverage of the carbon taxes was only 64% of industrial production. The Norwegian price for carbon is around $25 Can per ton. Trudeau has promised to introduce Canada’s carbon tax or CO2 equivalent tax at $20 per ton in 2019 and increase it $10 per ton every year until $50 per ton by the end of 2022. The government of Canada website says that there are ~ 600 industrial reporting facilities that report their CO2 emissions to the government. However they account for only 37% of all CO2 emissions in Canada. The others dont have to report because they are under the legal requirement of 50000 tons per year.
However the differing prices between Norway and Canada will not have any significant effect on the results because there is very little opportunity for any company in Canada in at least 7 of the provinces, to switch to a non CO2 producing fuel because those 7(except Manitoba,B.C. and Quebec) do not have significant hydro power; so the companies will simply pay the tax to stay in business. Theoretically this should not amount to any significant reduction in CO2 because Canada is different from Norway in a fundamental way. In Norway any firm has access to hydro elecricity.

In this 1st phase which will cover 75% of the planned reductions until 2022 with the remaining 25% being apllied after that until 2030 and beyond. However since only 37% of total greenhouse gas emitters actually are required to report them to the Government of Canada; that is only 37% of 75% = 27.75 % That means that only 27.75% of the emissions will be reduced for the planned reduction of Canada’s contribution to the 2030 target. Ireland achieved a decrease in emissions only after 4 straight years of increased emissions despite a carbon tax. British Columbia despite having a carbon tax since 2008 has not achieved any decrease in CO2 emissions.

The Intergovernmental Panel on Climate Change (IPCC) has said that that the average climate computer model forecasts an increase in temperature of 3C by the end of the century (82 years from now) if the world doesn’t reduce its carbon footprint. The said reduction of temperature goal is 1.5 C by end of century in order to limit the temperature increase to 1.5 C.

Canada has committed to reduce greenhouse gas emmissions per Paris agreement by 2030 of 33%. 33% of 1.5 % = 0.5% of world total

In the 1st phase of reductions which will culminate by 2023, this will reduce our greenhouse gas footprint by 27.75% of 33% = ~ 9% with the other 25% for the 2030 target being 25% of 37%(reporting emmitters) = 9 % * 33% = 3% being part of a revised carbon pricing scheme between 2023 and 2030.
27.75% = 0.2775 and 0.5% = .005
So you have 0.2775 * .005 = 0.0013875 Don’t forget that carbon trading and a carbon price dont actually guarantee that any reductions will ever occur.

But if the promised reductions do occur then you multiply by goal of 1.5C so that you have 0.0013875 * 1.5 = 0.002 C
That is a reduction of a little over 2 thousandths of a degree C at the end of the next 82 years. And the actual reduction in temperature will be less because some emitters will simply pay the tax. It is also a function of how many exemptions and what discount carbon tax %’s are actually determined for each specific industry. Even so since this is the 1st phase only, Canada’s goal in this phase is to cut 75% of a third of its emissions which = 24% . However since only 37% industrial emitters report the real number is 37% * 33% = 12% There is a big difference between Norway’s result of 2.32 % reduction and Canada’s goal of 12%. However Canada’s emissions have been flat since 2007.

Since China’s increase last year as per the above is .3 * .041 = 0.0123 or 1.23% of world total
Canada’s reduction will be .2775 * .005 = 0.0013875 or 1.3875%

That means China’s increase for 1 year is 0.0123/ 0.0013875 = ~ 9 times the amount of Canada’s (total 4 year reduction) for each year if the emissions go lower in Canada to the same degree as the increased price effect after 4 years. Dont forget that Canada’s reduction is only at a maximum effect by 2022 because of the increasing price of $10 per ton per year. In the 1st year 2019 or any other year, the reduction could be the whole amount or any amount depending on how many firms simply pay the tax vs the number that switch to a non carbon or lower carbon fuel source. China has refused to decrease its output and only promised to try to limit their increases by 2030. China is not a developing country because it has 45% of the world’s skyscrapers.

What will all of this cost Canada?

Price of carbon by 2022 will be $50 per ton by 2022 and at 700 million tons * 37% reporting = 259 million tons . So you have 259 million * $50/ton = 12.95 billion $ Can. However since the carbon tax will start in 2019 at $20 per ton, the yearly taxes will be assuming the above 37% reporting for 2019= 259 million * $20 = $5.18 billion ; 2020= 259 million * $30 = $7.77 billion ; 2021 = 259 million * $40 = $10.36 billion; 2022= 259 million * $50 = $12.95 billion So total cost over 4 year period is $36.21 billion and assuming no other increases, the yearly cost will remain at $12.95 billion per year until the 2nd phase starts before 2030. Of course all this assumes that there won’t be further exemptions to the 37% of emmissions that are reported as of now. However the amount of tax will certainly be less than that because some emitters will switch fuels.

So we are going to have to either tax $36.21 billion or have the companies spend more to switch to a lower carbon fuel, to save 2 thousandths of 1 degree C of world temperature as of the year 2100. The stupid part is that the higher the actual tax collected the more carbon dioxide emissions occur and the less the temperature gets reduced. So in the end , part of industry will pay the tax because switching to a non carbon fuel is impossible ( Ex: industrial kiln) and the rest will switch to a lower carbon source. Either way it raises inflation on all carbon source industries which then insidiously seeps into the prices of everything else in the country.

This will still leave Canada short 178 million tons of its Paris commitment to cut by 2030 and Trudeau has said that Canada will meet its commitment by 2030.

What will this cost each household in Canada?
Minimum of $1100 Can and maximum of $2500 Can depending on whether they live in a hydro province or not. Also, most provinces have promised to rebate all the money back to consumers. Well what is wrong, if we get all our money back anyway, you ask? Well, 6 things are wrong. 1) You have created a federal carbon tax bureaucracy which will never go away. 2) the carbon part of the economy will have been price inflated, thus inflating the whole economy 3) you have given free money to those people that were not using carbon based sources of energy because when you give the money back you have to give it to everybody. 4) As well as everyone getting the same rebate cheque, that cheque will not cover the costs of the increased inflation to those people that are buying and using products from the carbon based side of the economy. The reason is; because of No.3 above, that the people who are not buying and using products from the carbon side of the economy are getting some of that money that would have gone to those that were using products from the carbon side of the economy. 5) extra costs for each company affected in accounting for the taxes or in switching to a new fuel. 6) If the company is an exporter the export price will either have to be raised, or obtain an exemption on that % of the company product exported, or a new government subsidy created to cover the company’s extra export price. The other huge consideration is that since the global warming/climate change subject is a big hoax anyway, the whole exercise will have been a worse than useless activity.

THIS IS ABSOLUTE MADNESS.

For years after beginning to study climate science I avoided claiming that alarm over global warming was driven by some mysterious global “conspiracy” and focused on the science until I had learned some of it. The lack of evidence of a strong anthropogenic influence on climate persuaded me that behind the alarm there actually was a monstrous conspiracy—though not by a single group. Much of it comes from people in unconnected walks of life seeing an opportunity for profit of some kind. Then I heard about Agenda 21. I already knew the science was fraudulent; now I had evidence the UN was distorting the reasons for their involvement. So nothing will stop me from publishing facts about global warming and the UN attempt to institute a world government. I address voters, for only they have the power to disconnect our political system from those faceless bureaucrats.

A very timely warning with this being an election year, impacting especially local government in the USA.

The problem of local leaders, especially local bureaucrats, unwittingly being useful idiots for Agenda 21 is real. I see this happening locally but it is so difficult to wake people up to what is going on and often the people doing it don’t realize what is going on themselves.

The way it often works is somebody, settles in a small town to raise his/her family. He/she has had a few semesters at a university but never found a niche and discovered what he wanted to do with his life while there. He doesn’t really remember much about what he was taught but he had a good time drinking and hanging out for those few months. He has gone through several unsatisfying jobs but he has a benefactor he has become acquainted with that is “connected” to the local powers that be. He gets hooked up with a job in the city or county planning office, but he needs to take a few classes at the community college to qualify. What he learns at the college is Agenda 21. Now he thinks that implementing what he has learned at the CC is the correct way to do his new “job”. The other people in the office are pleased. His ego is expanding. He does what he is told. He becomes involved in the office politics, he likes to think of himself as an mover and shaker within his peer group. Eventually, they tell him to run for office on the city council or become mayor, or a county commissioner, so he can deal with that guy in the rival office that is screwing everything up. It even comes with a healthy stipend. No conflicts of interest there.

Where I live, if a local politician has a D or an R after his name means nothing. Everybody that is serious about winning runs with an R behind their name. To have a D behind their name is the kiss of death. It is very difficult to vet these local politicians. They are most often clueless about science in general and the underlying power/political issues of the climate change agendas, but once in we find them quietly advocating the MSM positions on the issue. The ones I am most wary of are retired school teachers.

We know that out local Council in suburban Melbourne had joined ICLEI et seq, so I have tried to see what outcomes that has produced. After half a dozen emails to the Council went unacknowledged and unanswered I realized that I was not going to be told. Could not even get to first base to discuss how my Council Rates were being spent without my knowledge.
So, as a practical follow-up to this article by Tim Ball, can any readers here report on ways that they succeeded in penetrating this type of armor?
We ask this because unless Agenda 21 items are aired, reservations expressed, opposition shown if needed, then it will not get better. Geoff.

Getting rid of the CO2 endangerment find is key. It must be rescinded. If not, all we have done with the election of Trump is slowed the beast down for a few years. If CO2 endangerment finding is reversed and CO2 declared to be either beneficial to the planet or at least…. not bad for the planet… then the Agenda 21 beast will have been slain in this go around. However, the Progressive know this as well, thus they will stop at NOTHING to keep people like Pruitt out of the EPA. Wheeler will be under major assault… the longer he lasts, the more his life and his family will be in danger. The endangerment finding (along with unrestricted illegal immigration) is the beating heart of the current attempt at installing a One World… Socialist government. Power and immense wealth in the hands of the few… and poverty or at best a rather meager existence for the rest of humanity.

A recent trip to Europe this summer has shown that there is another aspect of Agenda 21 that is been pushed forward by these slippery Lefties. The removal of land from the public access through the establishment of Sanctuaries and park reserves. In Montenegro there are vast sections of this country that have been set aside as nature reserve. These reserves are supposed to preserve the “natural” beauty of the area while “allowing” some development to go ahead. On closer inspection there are so many regulations and rules preventing development that nothing is done in these area’s.

Recently in Canada the BC province created the Spirit Bear Rain forest reserve. This reserve encompasses almost 10% of the BC provinces area and includes the west coast shoreline from just north of Powell River to the Alaskan border in the north and it extends almost 150 KM inland in some places. Much like Montenegro when the reserve was proposed it was stated that development would be allowed in the area after a “proper” review. The actual facts are that the regulations for any type of project are mind boggling and frustrating to the point of futility for a timely project to be started, built and completed. The real life of any project will be subjected to ever changing regulations that will be up to the parties involved to keep track of as most of the time the regulations are changed with out informing the affected parties. This is a classic example of Deep state bureaucrats and Agenda 21 supporters causing havoc with little input from the majority. This reserve was proposed and approved with very little information and input from the majority of the population. As it stands 25 smaller new hydro-electric projects and 5 oil and gas pipelines are in limbo because of this “New” reserve.

An example of changing the regulations without informing the affected parties happened 5 years ago with an abandoned mine tailing pond in the interior of BC. The mining company applied for the yearly permit to pump out the tailing pond in March to remove the spring run off like they had every year for the previous 15 years. They were informed at the time of filing that the “new” regulations adopted the last September required the water to be filtered with a special type of filter to prevent contaminates from entering the down stream waters. The mining company asked for a variance in the regulations as they had not been informed of the changes and they would use this filter in the next year cycle. The government refused to allow the company to proceed without the filter even though there was no significant contamination in any of the past water samples. The mining company was still waiting for these long lead time filters to arrive when the tailing ponds dam failed due to the high water levels generated by the spring run off and the summer rains. The subsequent flood’s contamination of the down stream waters was devastating to the wildlife, fish and the people who depended on these waters for a lively hood. The government made a big deal about this been totally the responsibility of the mining company and fined them for the breech of the dam. Later in the court case the judge found the government at fault for not been reasonable and not informing the mining company about the up coming regulation changes.

Manitoba and Ontario just got their UNESCO heritage site for a swath of boreal forest. As one who has lived in the boreal forest all my life, the trees of the boreal forest are only good for firewood and toilet paper. Pine and spruce rot way too fast as lumber if even a little bit wet. The land itself? Full of mineable resources. Lakes are usually full of fish, as very few people actually live there compared to where most of the population choose to live. Larger settlements in the boreal forest are located where they are because of resource extraction, not fancy designations.

The only possible way to counter this incredibly dangerous transatlantic evil, is a grouping of 4 major world powers, USA, Russia, China and India for a new development paradigm. Every attempt is being made to stop this, but it is taking off. This is our only chance. Trump will meet Putin soon, and the shrieking from London will escalate. This will end geopolitics forever, that primary divide and conquer Venetian policy of the Club. With that, to the dustbin of history will go CO2, and Agenda this or that.
So to defeat CO2/Climate AGW, it will take that four power grouping, something scientists alone cannot achieve.

Our nati gas company had a “voluntary” home energy inspection. The person who did the inspection changed my thermostat — against my objections. The changed was supposedly needed because ” your heat and hvac should never run on the same day.”

Thank you Tim Ball…. once again, focused, common sense approach….fact based and in this particular instance hitting the NAIL on the HEAD regarding the role of World Governance.

Every Agenda 21 donation to every community that took the donations requires sustainability and checks and controls at monitoring the local government’s efforts to achieve and/or maintain that sustainability. Failing that, the money was owed back… imagine that, if you have a crack-pot idea and receive a grant to complete the cracked-pot… better not fail in your sustainability reports or the Agenda 21 folks will want their “donation” back. Dictatorship by reporting requirement. What’s the total cost of that waste of time….WORLD-WIDE????

I was told about this by a professor at Winnipeg University in about 1994. At that time they were the only university which didn’t go along with the theory — they said that it was caused by the Heat Island Effect due to the vast amount of building work which had gone on since the end of the second world war. I think they have been pulled into line now…

In my country, Australia, they have won. Discussion is slamed, openly, by left and right. The Government has a leading back bencher who speaks against the climate change agenda. The Government spends much more effort trying to close him down than they spend fighting the opposition. Government and Opposition policies are identical.
Meanwhile, in a few short years we went from being an industrialised nation with some of the cheapest energy in the world to an almost completely deindustrialised country with the most expensive energy in the world. And our energy reserves are comparable with Saudi Arabia.
Australia has lost, big time. As our wages fall, as jobs fail, you would never know reading the news how bad its getting for many.

Claiming “the ecosystem is not failing” is absurd … obviously not true. The clearfelling of the rainforest and poisoning and overfarming of the land and fishing of the seas are clear cases of ecosystem destruction, from soil bacteria to apex predators and beetles, we are wiping out wildlife at a unsustainable rate. Concrete and fields of GMO are not an ecosystem. The banksters behind Agenda 21 are threatening us with the rock of global ecofascism but that is no excuse for denying the threat of the extremely hard place of environmental collapse.
