The U.S. is fighting against any mention of “climate change” in a potential new environmental chapter of the North American Free Trade Agreement, according to two people familiar with talks.

The latest Nafta talks were set to wrap Friday in Washington with no new agreement to finalize individual subjects or chapters. While mention of climate change in a trade agreement would be largely symbolic, Canadian Prime Minister Justin Trudeau has pushed for the inclusion of such “progressive” elements to help boost public support for trade.

In a list of Nafta negotiating objectives, the U.S. called for the countries to bring environmental provisions, along with labor, from side agreements into the core of the deal. Still, it’s privately pushing against the inclusion of the phrase “climate change” in that chapter, and against any mention of multilateral cooperation on the environment, the two people said, speaking on condition of anonymity as negotiations continue.

Canadian Prime Minister Justin Trudeau’s climate posturing rarely fails to entertain.

Hardcore greens like Bill McKibben despise Trudeau because he supports oil sand extraction – as Trudeau said in March, “No country would find 173 billion barrels of oil in the ground and just leave them there.”. Trudeau’s $215,000 holiday to the Bahamas including a 70 mile private helicopter flight from Nassau to Bell Island also attracted significant criticism from greens and Canadian MPs.

Then to prove his green sympathies, Trudeau backflips and tosses absurd climate demands into high profile events, like the current NAFTA renegotiation.

Given how many people Trudeau has upset, you really have to wonder who he thinks his target audience is, or whether he even has a target audience.

Justin Trudeau is a Tabula Rasa of a Prime Minister into which Canadian voters can pour whatever ideal they’d like to see in a politician. He is also an empty vessel that is making the most sound. Fortunately few people are listening to him any more.

Sadly, it doesn’t work that way. What people assume takes up most of trade deal – tariffs – is very small. And even product standards and assessment doesn’t take up the majority as deals stray onto workers’ rights and as we see here, environment. So while many in the UK are hoping that our leaving the EU will free us of their global warming agenda and – providing any sensible people are elected to our parliament – our own Climate Change Act dumped. But the EU have already suggested that they have concerns over this and would want to include it in trade negotiations in 2019 – should we ever get that far – because they fear a UK that dumps renewable energy will have cheap power to take jobs from the EU.

IIRC back when TPP was a hotter topic there was a comment at Chiefio which pointed out that there were 29 chapters in TPP, only 5 of which had to do with trade.

Let’s try to understand trade and negotiating. Trudeau, like all politicians, is a cynic and a hypocrite. He courts the Green idiot demographic with the AGW meme while he wants oil exports for the tax revenue and economic benefits. He knows his carbon tax stupidity puts Canadian industry at a disadvantage unless our major trading partners follow the same path. Hence, he hopes that the U.S. and Mexico agree. He may even be looking beyond the next U.S. election to a (likely?) Democratic administration.
Every country plays this game. France is a big proponent of “green energy”. Just a coincidence that they have no fossil fuels and rely heavily on nukes? Of course not!
Why doesn’t Trudeau just scrap the stupid carbon tax and do what’s best for Canada? Because he has a party on the left that promises unlimited spending. If he can’t keep them down, his dimples alone won’t keep him in power.
Whatever the political jurisdiction, there is always somebody to the left promising something for nothing!

You forgot Gerald Butts, the ex-WWF operative at the heart of the Trudeau administration, who also had a hand in that disaster for Ontario, the Green Energy Act, where local controls is throttled so that the “progressive” urbanites may believe in wind and solar power sites in the country, but not near the City of Toronto, as that may cause a backlash. These rent seekers ignore local concerns, and the Ministry that is supposed to protect animal sanctuary habitats allows them to build in that habitat under that Act.

Michael, It took me about 30 seconds to find the answer to your question Canada is 18% ABOVE 1990 levels while the US is only 7% above 1990 levels. US levels have fallen 7% since 2005. What difference does it make? CO2

Justin Trudeau just returned from China, also on a Free Trade discussion mission, and was soundly refuted by top officials of China for trying to force upon them all kinds of ridiculous demands such as gender/LBGQT issues, women’s rights, environmental issues and of course, human rights amongst a long list of other demands. It was he who went with cap in hand, begging to start free trade talks, subject to the inclusion of said issues. China sent him politely home, with absolutely no mention of any present possibility of starting any free trade talks. And all the time the Americans are watching this, and having to put up with a bunch of similar nonsense such as insertion of climate policies into NAFTA. I am sure Trump is really going to listen to that. Not.

This is a trust fund kid who grew up with a silver spoon in his mouth given to him by his father, the senior Trudeau who single handedly destroyed much of the old Canada that everyone knew and loved around the world. And many around the world, especially Moslems, do love JT since he fast tracking them into Canada as fast as he can. Now Junior is trying to even outdo his own daddy by coming up with with even more bizarre demands on Canadians. Too many to list, but Canada too is now slowly going down the drain. He basically won the election by promising to legalize and sell pot, which was estimated to get out an extra million millennial votes. Now the Gov’t is going to be the biggest defacto drug dealer in Canada. They could have just decriminalized it, like his father promised nearly 50 years ago.

When Oz and NZ negotiated a free trade deal with China, it was just strictly about trade issues, and how to improve the flow of goods and services between the nations. What a tragedy that Canadians will have to put up with this juvenile wannabe for nearly two years years before the next election. Sad.

Living in Calgary, Alberta, I can concur with Earthings comments. It is interesting to note, that this Pissante of a PM has as his principal secretary (No 1 Advisor), a certain Gerald Butts. Mr Butts was previously the CEO of the WWF – World WildLife Fund as well as the Chief architect of Ontario’s Disastrous Green Energy Act. This guy is behind our West Coast Tanker Ban (designed to out manouvre any Pipelines to Tidewater), and has been a major influence in the imposition of his Marxist Agenda of Energy Poverty – to reduce population. His perfect world being as he has stated, a world of 1 Billion souls.

Further things you couldn’t make up … junior’s dad Pierre Trudeau who, while living off HIS oil inheritance, attempted to nationalize the Canadian oil industry by creating Petro Canada. He then tapped ANOTHER socialist oil baron to head up Petro Canada. That baron was Maurice Strong who went on to head up Ontario Hydro. Strong had worked for the UN, returned there and ultimately created UNEP and started the IPCC and the Framework Convention on Climate Change.

the health system is rationed in Canada by need. in the US it is rationed by money. there are pros and cons for both.

for example in Canada if you have an ailment that is extremely bothersome but not likely to kill you, expect to wait. if you have a life threatening condition you will be moved to the head of the line.

so if you have an extremely bothersome problem that isn’t likely to kill you and have money the US system will serve you much better.

if you are trying to keep costs down without increasing death rates the Canadian system is better.

Actually a valid point, Mike. Large amounts of bitumen have been seeping into the Athabasca River for centuries. It could be argued that the oil sands operations are engaged in the world’s biggest clean up operation. Otherwise, all that oil would eventually make it’s way to the surface environment, as billions of barrels certainly have over millions of years. Including huge amounts from natural sea floor seeps. Strangely, no apparent long term ill effects! Go figure!

NAFTA: THE MORNING AFTA

Trade Agreements are meticulously spun like glass from flowery and delightfully vague but emotionally refractive diplo-language. Their proponents choose the light source and angle and throw the switch, bringing the Agreement into the foci for all to see. The crowd swoons. Economists pen columns about their favorite theories and tie optimal and promising outcomes to the Agreement in non-sequitir ways that defy analysis, using the same formula that is used to sell toothpaste.

Then Trump has the audacity to refer to it as ‘a bad deal’. This triggers an eruption as noisome as a ruptured forced sewer main, as diplomats of persuasion label Trump’s viewpoint as crude and struggle to defend the Agreement with elaborate obfuscation and hypnosis. They are desperately hopeful that the gentle spell of incomprehension will return.

Notice that a great deal of criticism of Trump pretends to be about other things… but we often see that it was triggered by his use of direct and simple language. That is because those triggered are in such an excitable state that they cannot let even a ‘pretend moment’ of thought go by. The response is immediate and feral.

Canada has a population of just short of 37M and spread out over the second largest land area of all the countries. California has a population of 39M. Canada has a GDP of $1.5T USD. California has a GDP of $2.6T.

I’m not so sure how much strength Canada has at the negotiating table here.

If they were really smart, they would build pipelines from the western provinces to the coast of BC and basically pay for all their social needs on oil and gas exports a la Norway. But since they are all so green up there, I guess they would rather starve.

Most of you do not actually understand what’s going on here. The Trudeau government’s handling of all its international trade negotiations needs to be seen in its total context, not as isolated events.

1. The Canadian negotiators at Trudeau’s behest brought several agenda items to the Nafta negotiations under the rubric of “progressive trade”: global warming, gender rights, aboriginal rights. It has also brought all of these to TPP and its attempt to negotiate a bilateral with China. ALL of these countries, particularly the US and China, have indicated that trade deals are about trade, nothing else.

So, it came as no surprise when these added items got a hostile reception from the US administration. It has fared little better with TPP. Worse, because of matters not going as Trudeau wanted, TPP was not friendly to this agenda either. This is a large part of the reason Trudeau was a no-show at the TPP First Ministers Meeting, embarrassing everyone and infuriating Japan and Australia. Remember above all: TPP is an ‘everyone except China’ deal.

So Trudeau blows all of this off by going to China seeking a bilateral trade negotiations and in essence getting thrown out of the room. Leaving China, Trudeau indicates that, “We’re going to continue to seek progressive trade agreements.” Left unmentioned is that the attempted bilateral with China has irritated TPP and the US and weakened Canada’s negotiating position with both groups.

2. Here’s why this comedy show makes political sense. In 2015 the Trudeau Liberals took office because of the near complete collapse of the NDP vote. As a result, the Liberal government now had a horde of new Left-wing voters, and the Liberal Party needs to keep them. Retaining these new voters, particularly in Quebec and British Columbia will be essential to winning a new mandate in two years time when Canada will go back to the polls. Without them, they will either be a minority government at best or out of office with a Conservative government replacing them.

So they have to keep the new socialist voting bloc. None of the above is about real trade agreements. It’s about being able to go back to the voters and say, “We tried, but all these bigoted, racist foreigners won’t back our clean, gender-neutral trade agenda. So you need to keep voting for us, because the Liberal Party of Canada is the only place that can advance a left wing agenda in Canada and around the world.”

3. The Liberal Party of Canada, particularly in the persons of the PM, Global Affairs Minister, and Minister of the Environment, are all true believers in Global Warming and Renewable Energy. The Canadian economy has been growing strongly in terms of employment (even though a lot of this is public sector). So what need to worry if some trade deals go sideways? Furthermore, because Canada’s internal global warming program features cap and trade, CO2 will be a commodity and subject to sales tax. The total revenue generated by the GST will be about $750 million annually in government revenue. This is very important to the government reducing the deficit somewhat while continuing their huge federal budget expenditures.

In short, all of the Trudeau government’s handling of international trade negotiations are about the Liberal government’s domestic political agenda and setting the stage to win the next election.

You are welcome. What needs to be remembered are two points in all this:
1. Liberal governments, particularly in Ottawa and Ontario, are irredeemably hostile to business. This is easily demonstrated by the shoveling on of heavier tax burdens for small business, a doubling of electricity rates in the past six years, and in Ontario pushing the minimum wage up about 40% in one year. This last effect will have a push-up effect on all higher wage brackets, particularly the public service. It’s also already starting to wipe out jobs by the dump-truck load in specific sectors like hospitality. Big cities are starting to lose restaurants left and right. And it’s the Mom and Pop operations that get hit the hardest. Chains can always find other places to lay these labour costs off elsewhere.
2. The only exception to rule 1 is if your industry is in a key constituency that the government has to win for election purposes. Then, as example Bombardier, the money bags open wide.

Well, yes they do talk global warming &etc. but the Liberal Party of Canada is the Canadian Establishment par excellence. At worst for the Canadian establishment/elite, they don’t suffer from these Watrermelon olicies, even they can profit.

As an example, the upcoming legalization of Marijuana is looking good, many Liberal party big wigs are on boards of companies that will make a killing with legaslization.

180 degrees wrong. Until 15 years ago there was a federal Progressive Conservative party, but when it merged with the Canadian Alliance (nee Reform) party the label progressive was dropped, and it became the Conservative Party. Canada was run by the Conservatives when the Paris agreement was signed and Canada was one of the few nations that refused to sign it. It was after the Liberals under Trudeau were elected that Canada signed. As far as multiculturalism and immigration is concerned, it is fair to call them squishes on that file, but compared to any other party in Canada (or even the Republicans in the U.S.) they appear fairly hard line (in a world of 0s,1s and 2s, a 3 out of 10 looks like a high mark).

so I give formal notice that henceforth my gender pronoun is “prime-minister”. it is now a criminal offence to address me as other than “prime-minister ferd berple”. except on Wednesdays when my gender pronoun becomes “supreme-being”.

What tends to be forgotten is that what matters most to voters nowadays is that the votee should have charisma. Canada’s last prime minister, Stephen Harper, was sadly lacking in this department; indeed, it might be said that he possessed charisntma. The only way that Justin Trudeau could have lost the last election would have been if the alternative was Oprah, or possible Madonna.

Hate to say it, but, as someone who emigrated from the UK to Canada, I can safely say you’re much worse off. We may have idiots in Ottawa, but most policies that affect peoples’ everyday lives are made provincially, not nationally. With rare exceptions, like gun laws and ‘carbon tax’, I’m more concerned by what the provincial government is doing than what Ottawa is doing.

Why wouldn’t the US try to make gains at Canada’s expense? They are both separate, sovereign countries that the the citizens expect the politicians to once in awhile look after the citizen’s interest, such as in jobs. Jobs to Canadians won’t pay an American’s bills.

If Trump wanted to be mean he could simply point out that no climate change prediction has ever proven correct. Every single thing they’ve said has been proven wrong. There is no problem with whales, bears, plankton, no increases in extreme weather, no forecast of temperature, rain, hurricanes or anything has ever come to pass. Since 1999 temperatures flatlined which they didn’t predict. They have spent the last 20 years playing with historical temperatures to make the temperature change look like it’s still going up by depressing temperatures for the last 100 years. Now parts of Australia are 6F less than were measured at the time. Boy those thermostats back then were amazingly inaccurate and always measured temperature too hot. Amazing.

For the first time ever climate scientists claim they have predicted increased tropical storm activity of the coast of India. Wow. After billions and billions and 30 years they think the models can actually predict one thing in the entire world accurately. We’ll see. They have a tendency to jump to conclusions based on spurious data. Every storm they claim is caused by global warming until we go 11 years withputa storm and then they forget they ever said something. This is the most bogus science run by corrupt propagandists. What an embarrassment to science.
