Claim: France Terror Attacks Improved Chances of a Climate Deal

Environmental activists have suggested the brutal terror attack in Paris has improved the chances of getting a climate deal at the COP 21 meeting.

… Craig Bennett, chief executive of Friends of the Earth in the UK, hoped that countries would be more willing to come to a deal, but that he feared this pressure might lead to a weaker accord.

They will want to give Hollande a deal at the end of the day. But the deal may not be as good as it might have been. Countries turning up in Paris will be reluctant for Paris to be seen as a failure, but we have a deal on the table that is not enough – we would have liked to see a stronger deal, and maybe we are less likely to get that now.”

Nick Mabey, chief executive at the environmental lobby group E3G, said the terrorist attacks would “not have a huge impact on the outcome, but they will have a huge impact on the tone”.

Previous rounds of negotiations from the Copenhagen conference in 2009 – when the talks dissolved into chaos and public recrimination – have been marked by emotional outpourings, threats and public displays unusual in other forms of diplomacy. This year, such shows would be less welcome, said Nick Mabey, chief executive at the environmental lobby group E3G. “The tone will be more serious, and less festive. Activists will have to find more creative ways to show the world the impact of climate change. There will be less grandstanding, and more focus.”

He said the attacks on France would give Hollande more “moral authority”, and that delegates would feel a greater duty to show “the ability of people to cooperate and bring peace and work together. That is the core message, and it’s really important that this message gets through.” …

Diversion of capital resources to renewables may deprive the world’s collective GNP of close to a trillion dollars annually by 2030. Given the COP-21 participants’ tone deafness to how that plays out among the world’s poor, we can hope they “party hardy” and that the press is on hand to capture the moment.
Warmists have already set up the bizarre claim that world terrorism and the unprecedented stream of migrants to Europe are being caused by climate change, drought, etc. They do have certain elements in common: climatists and terrorists both exploit a pseudo-religion of end-times for all it’s worth, and both are able to extort money and support from their constituents.

Hollande was counting on COP-out 21 to boost his seriously flagging image ( 16% approoal rating in recent polls ) . He now has a much better PR football to play with.
130 dead on the streets of Paris is a far more convincing need for action than hypothetical risks in 90 years time.

Jeez, in what world are these idiots living? No government is going to want to be more “ambitious” ( aka stupid ) in ruining their country, out of sympathy for the French tragedy last week.
Hollande got the biggest PR opportunity possible last week and no longer needs COP-out 21. I expect that a lot of delegates may decide it would be more politically correct not the burn all the extra kerosene by attending after all.

Supposably, the French Air Force has bombed the heck out of some ISIS headquarters some where in Syria.
Now the US according to Obama, has been blasting ISIS sites in Syria now for months, in his concerted effort to stop them in their tracks.
It is left as an exercise for the reader to explain howcum that ISIS headquarters was still standing for the French to bomb, if Obama, has been hitting ISIS with everything he’s got.
Well we know for sure that he is using everything he’s got, but that is not the same as saying what the US military has got.
Evidently Obama has been bringing Syrian refugees into the USA now for at least two years, but without anyone in the Congress being aware of it. Out of the several thousands that he has brought in sight unseen, apparently something like 51 or 52 of them have been Christians. No not 51%; just 51 individuals out of many thousands brought in.
And Obama told an audience of Christians to “get off your high horse.”
He’s still smarting from what the Crusaders supposedly did 1100 years ago to interrupt the beheading spree of Obama’s ancestors.
And he’s holding modern Christians accountable for that ??
I know a (very) few Christians; and none of them would fit Obama’s view.
So we already have thousands of potential jihadists, in the USA, and the Congress didn’t even know it was happening.

It is likely that compared to the past the tone this time while be more down-beat , but no matter what comes out something’s have been clear for a long time.
Some will claim its ‘not enough ‘ and we are still doomed’ Some will claim a great victory ‘
In reality some will find the hand-outs they are looking for are no closer , while some may make grand sounding promises which in practice are nothing of the short .
This may however be the high water mark of ‘the cause’ as long has reality fails to deliver the heat the CAGW faithful told us time and again an increase inn CO” would incur , the political will slip away. Even now this is a virtual ‘none-issue’ amongst the voters while those countries who do not have ‘voters’ have either their hands-out or their hands behind their backs , with the fingers crossed , has they make promises to reduced their CO2.
So what is left , a few Europa countries that sign up to half-mad ideas but only ever half follow the and others that have stated their going to do nothing at all. Much wasted time and money and sadly a real damage to ‘science ‘ through their playing the three wise monkeys over the poor practice and worst behaviour of those working in climate ‘science’ are likely to be the only real result of the whole thing .
Although it is good dream , Mann and friends are highly unlikely to ever do some prison time , at best we can hope the end up like a pub-bore forgotten and uncared about as they weep into their pints about how they had it all.

The deal will be the same deal it was always going to be.
Nothing substantive (as the US Senate isn’t negotiating).
But lots of little deals as China spreads it’s influence across Africa and S America.
This will be greeted as a resounding success.
But somehow we’ll still need another conference to save the world.

You make the mistake of thinking any of these politicians North and South of the border have some concern about warming from climate change. None of them do. But they can see the power and money from regulating and taxing ‘carbon’ emissions. As we are now seeing, politicians and their banker/billionaire friends are going to do and say anything to get that regulation and taxation in place. They are ably assisted by useful gullibles who may indeed think that they are saving the world after all the politicians have been playing a long game on this one and there are young ‘millennial’ voters whose entire education has been built on the horrors of global warming (even though there has been none in their entire lives). It is the only area of education that has remained relatively consistent.

They plan to ad 7 cents/litre to gas when they already pay 35 cents/litre in taxes. This should bump a gallon of gas to over $4 in oil rich Alberta.
They plan to ad $500/year in carbon taxes to every Alberta family, while their economy is deep in recession. Only the Left could think this is a good idea.
They also plan to use the money to subsidize those in lower income brackets. If they are just going to give it back in subsidies, what is the point?
And all of these measures will supposedly fix the weather. Lol!
And with their new dillettente Prime Minister, Canada has truly lost its way.

Did you forget us taxpayers with Notley’s lunacy? Albertans will face a 4.7 cents per litre tax at the gas pump in 2017 and a 7.1 cents per litre tax at the gas pump starting in 2018.
Natural gas will be hit with a hike because of the tax “along with small changes in the price of electricity.”
The tab for the average household has been calculated to be about $320 in 2017 and $478 to $500 in 2018.
By 2030, the yearly tab is predicted to be in the neighbourhood of $900.

The NDP (socialist gov of Alberta) will be gone in 4 years time. This is just political Baloney Sandwich (BS 🙂 IMHO. Were it not for a self entitled, corrupt conservative party being in power and at the trough for decades then splitting the vote with the other right wing party the NDP wouldn’t have gotten in. The PC is fading (3rd place in the most recent election) and getting more irrelevant each day. The Wild Rose Party will take enough of their votes to win next time out.
First there will be no more oil sands dev until prices go back up to $80 and stay there. The only reason it is still profitable (slightly) is that the Canadian gov devalued their dollar by ~30%.
Second all the new plants coming online are natural gas because coal can’t compete with it. So phasing out what is already being phased out is nonsense.
Third the joke of a CO2 tax will not seem funny to Albertans as the la-nina hits next year and we enter a colder phase of climate for the next several years.
Fourth the oil and gas industry is the life blood of the province. It is being hammered by low prices with layoffs happening weekly in the O&G plus secondary support industries and third level (ie EVERYTHING ELSE). The only carbon emissions will be all the people moving back to the other provinces where they came from. Sad but true. When things go bad in Alberta they don’t just slow down, they go into reverse.

Barbara: Yes it is floating but as the US dollar was getting stronger and causing our dollar to drop the Canadian government’s Bank Of Canada (central bank) cut interest rates further weakening it. Six of one or half dozen of the other doesn’t matter much. The dollar has been devalued.

I watched part of the interview. To her credit, the Sky News interviewer managed to keep a straight face when he said quite unequivocally that a drought in Syria was the reason that a bunch of murderous psycopaths were killing unarmed civilians around the world.
Perhaps they’d never had a drought in that part of the desert before, but I can remember the great drought of 1976 in England, and it didn’t have the same effect on the local population. Thank goodness for the British stiff upper lip.
But it’s not too late. Get your organic vegeatables planted, turn down the central heating, mothball the car, and pretty soon they’ll be hanging up their suicide vests and dancing round the Maypole.
As you say, it’s a scary thought that this is our future King.

Some may have come to the conclusion that this scam is the deliberate diversion from the catastrophe brewing in the global banking system. How many future generations must all this debt ( no doubt completely under-reported) be allicated to? Or is the number approaching infinity? I am all for saving the world from bureaucracy and failed socialism , but not from the debt created by central banks and fractional reserve fraud. The awful consequence of this AGW global climate fraud is that real science will be forever tarnished.

This has been going on for quite a while. Massive government indebtedness is termed ‘investment in the future.’ Hard work, inventiveness and intelligent money management resulting in wealth is termed ‘luck in the lottery of life.’ Income redistribution is justified by the assumption that the wealthy got that way at the expense of the poor. Socialism, communism and any form of collectivism (killed hundreds of millions) have been renamed fairness and social justice. The indolent, grifters, addicts, criminally irresponsible and petty criminals are deemed ‘victims’ for whom community organizers (nice name for socialist/communist agitators) demand social justice. The victims are handsomely recompensed for their victimhood. Bad things get renamed in a way that makes them sound OK, e.g. retarded becomes challenged, fat becomes husky, ugly becomes great personality etc. Unfortunately fat, dumb and ugly people have yet to be compensated for their condition. It’s like 40 pirates surrounding a pile of treasure attempting to divvy it up. Some will stab the next guy in the back to increase their own share of the treasure. The cooks and cabin boys will argue for an equal share but get shouted down and told they will get a lesser share… next time. Finally, the pirate captain will decide that, since there is no agreement, they will all go ashore and bury the treasure and work out the details after the next raid. Whereupon, the captain’s trusted lieutenants shoot all the others after the treasure is buried and the captain then shoots the lieutenants.
The problem with these meetings is a large number of the attending countries are looking to be the captain and so take all the loot. The trouble is that they all recognize that all of the other erstwhile captains are pursuing the same strategy; be the only one to get the loot. The potential lieutenants know the end game and will not sign on.
So, another meeting must be scheduled to once again attempt to divvy up the loot.
Aargh… matey!

In the short few weeks between the Paris attacks and the conference opening, more money will allocated for global military and police anti-terrorism efforts than the wildest dreams of the climate mooches at the conference. None of those investments will be green or sustainable and no one will suggest they should be. When you are up to your ass in alligators, it’s easy to forget that your initial objective was to clear the swamp.
The MSM jibber-jabber leading up to the conference has had its oxygen sucked up by the attacks. The propaganda-mill announcements from NOAA et al, are weirdly out of context since most people have forgotten that there even is a climate conference. A few adjustments may be made at the close of the conference, but in the “climate change” alarmist world, press releases have always been more important than reality. I was tickled by the idea of sponsoring a little competition to see who among WUWT readers could come up with the best 600-word PR, ahead of the conference, which would most closely mimic what is distributed at the close. My grandchildren said I had better things to do; they’re right!

I doubt the terror attacks will have a positive effect upon conference outcomes. It is hard to get people to commit to a perceived danger that may or may not happen at some time in the future, when there is a very real and present danger that is happening before us in the here and now.

While Hollande will get the sympathy vote from the world, remember Russia also lost over 200 of its civilians to the ISIS aircraft bomb over the Sinai. And Russia doesn’t really support the lunacy of Carbon emission caps in the face of its need to produce and sell oil and gas to the world because India and China effectively have no carbon caps. Without real near-term caps on China, everyone elses willingness to cap/cut emissions are lost in India’s and China’s huge emission growth uncertainties.
What the Paris attacks and the Russian civilian aircraft bombing does do is make further mockery of the claim that “Climate Change” is the worldbiggest threat. No one buys its any more.

Other countries have told President Obama point blank, “don’t show up empty handed, we’re tired of your promises”. The US congress has said the UN Green Climate Fund will receive no money from the United States. I would say this puts a pretty big damper on the chances of a climate change deal.

Past is prologue, so it will come as no surprise when Obama produces a COP21 agreement which would obligate the US to vast amounts of spending, as well as new measures which suppress the US citizenry and economy. Obama will use a tangled web of legal maneuverings, as he tries to sidestep both Congress and the Constitution, in order to reach his COP21 goal.

But the Senate Republicans sent a letter to Obama warning him to be honest with other nation’s in the agreement provide US dollar billions can only happen if he gets Congress to agree to any deal. Sorry Joel, after downloading the TPP PDF and searching for Climate/CO2/Environment related things, seems to me Obama gets to enforce any Agreement made in Paris as well as ALL CO2 related EPA regulations on every state in the nation or the US will be potentially sending BILLIONS in fines/damages if a 2/3 vote of a 3 person Climate panel decides the US is NOT strictly enforcing ALL of its agreed too CO2 promises. So if TPP passes, Obama has his funding mechanism. In addition, the language in the TPP also says the panel has the power to VETO any changes to our EPA laws simply by declaring it gives us an unfair trading advantage. So if TPP passes, good luck with NOT funding this nonsense.

Commenter ‘H.R.’ has given a likely outcome of COP21. I think that is what will happen at COP21 in Paris this December. There will be no deal, but they will resolve to endeavor to persevere to get a climate change deal sometime in the future. With a grave promise to do whatever it takes to get a deal next year or the year after or the year after that or . . . .

The terrorists, or someone posing as terrorists, will attack the conference. The terrorists will all be killed and have backgrounds that are difficult to trace. There will be some casualties among the attendees, but nobody important. Maybe someone like Al Gore, who is a terrible crusader but would make an excellent martyr!
Suddenly, the Paris leeches will be transformed into victims, receiving a great outpouring of sympathy from the global population. More importantly, action on ‘climate change’ will be seen as something that the terrorists are trying to stop, making it all the more important to oppose the terrorists by passing a sweeping climate agreement.
Those wishing to destroy the West will never be able to do it by force of arms, and they know that. The could, however, destroy us by getting us to commit energy and economic suicide through manipulation of our fears.
If I was an Islamic terrorist, I would attack the Paris Climate Conference. And if I was a climate change nut, I would let them, or even do it pretending to be them. Otherwise…they (both groups) have little chance of getting what they want.

Oh!? Just how many late nights were spent trying to figure out this spin?
The attacks just demonstrated a huge weak area in Paris. The POTUS is not likely to visit Paris under such conditions, even if he doubles his secret squirrel service detachment.
Send Kerry, definitely. Will Kerry stay in Paris, maybe, maybe not.
I have a strong suspicion that most high ranking officials will find one reason or another to stay home. Merkel will likely be there and Hollande, maybe Prince Charles, after that the honor roll is cloudy.
Where I was working back in the late 1980s was scheduled for a certain bigwig who was known for terrorizing high ranking executives with actual business questions, in public and on film.
Those of us who knew the answers to many of the actual workroom floor questions spent many hours coaching our bosses, trying to bring them along.
A week before the big review and suddenly most of the bosses found travel plans that would take them away on business for the review days and we second stringers were delegated to attend.
Somehow, the bigwig found out, or guessed accurately and two days before the big review our bosses found their travel plans and vacations cancelled. Scheduled sick leave for anything less than open heart surgery was also out.
We second stringers thought we could finally get back to work. The night before the review and not only were we second stringers put back in attending so were many third stringers. Our not too stupid bosses thought they could confuse the bigwig by crowds.
The review was just as awful for our bosses as they feared. I strongly suspect this climate conference will be viewed just as unfavorably as is possible by many egomaniacs who also tend to be paranoid.
There will be many attendees, but very few empowered to commit whole countries to deep debts.
May it be snowy for all of December in Paris!

A properly functioning mind would not spew out such sillyness, being cognizant of the fact that the words “brutal” , “terror” and “attack” convey absolutely no information, and serve only to push the reader’s emotional buttons.
The simple, unadorned fact is that there were multiple homicides, enacted simultaneously in several Paris locations. Attribution is provided entirely by government sources, with no evidence of due diligence of the mass media to verify the evidence, much less to question the plausibility of the apparent failures of the intelligence community. The accused perpetrators, just as in the earlier Charlie Hebdo homicides, are all, quite regrettably, from an intelligence point of view, dead or missing.
The rather tardily reported claim of authorship by “ISIS” is also unverifiable, leaving the true skeptic with nothing but his own deductive processes to determine who organized this incident and why.
It’s disheartening to see such gullibility and lemming-like behaviour in this forum.
