Thomas Stocker, the co-chair of IPCC WG1, has been discussed previously on this blog.
On 26th November he gave a talk at Imperial College on the messages from the AR5 WG1 report. The headline of the write-up is
“Act now to limit climate change says climate expert at Grantham Annual Lecture”
and it ends with:
“Professor Stocker finished his talk with the message that the international community has to act now and that any further delay in reducing emissions could close the door on limiting global mean warming, and consequent impacts, permanently”
Perhaps he needs to be reminded of the principles of the IPCC:
“Because of its scientific and intergovernmental nature, the IPCC embodies a unique opportunity to provide rigorous and balanced scientific information to decision makers. By endorsing the IPCC reports, governments acknowledge the authority of their scientific content. The work of the organization is therefore policy-relevant and yet policy-neutral, never policy-prescriptive.”

Imperial College always had tolerant listeners with independence of mind.
They have to get their action rushed through before Gaia can pull the sheet from under them and show no action is necessary.
And there my friend you show great insight. It is this apparent reversal in the climate that is causing the great green panic. Howls of “WE MUST ACT NOW!” grow louder while global surface temps fail to warm, Arctic extent up on last summer (bit chilly too), Antarctica shying around record extent, the return of freezing winters and so on. This is not exactly what they told us a while back.
Professor Stocker did not abandon the real, or hidden, IPCC agenda, or principles.
Stocker will be involved in the following two panel discussions next week in San Francisco at the AGU Annual Fall Meeting.
One panel session on ‘Updated estimates of climate to emissions and their policy implications’
Another panel session is ‘IPCC Climate Change 2013: Assessment of the Future – Future of the Assessment’
He will also be involved in several other panel discussions.

Well, they got it half right anyway.
More accurate if the headline was changed to: “Thomas Stocker is an hysterical, attention seeking goober”.
They’re like little wind up toys that can only play a single, mechanical song – and they play it whenever their key gets cranked.
Why would that be a surprise? he already abandoned scientific principals.
Stocker is not a favorite with the skeptic crowd and with good reason, he is is a kind of warmist runningback. The quoted statements are true to his character, he could have said this 5 years ago and he will say the same 5 years from now, no matter what the facts will be.
He is where he wants to be and does what he wants to do, don’t expect a skeptic interpretation of the IPCCs principles to hold him back.
Since he comes on so strong he is a little like Mann, hurting the case to all with a any doubt or a sence of what is fair.

One should implore Dr. Stocker to come up with a definition for ‘climate’, and then specifically define how ’emissions’ affect it. Sounds to me like both terms have become meaningless, so how the hell can one make any claims regarding them?

Wait a minute…!!! The IPCC states that governments acknowledge the “AUTHORITY” of their scientific content when they endorse them? Not validity, not veracity, not accuracy, not truthfulness, or any of the like, but “AUTHORITY???”
Since when did the skepticism inherent in the scientific method transmorgify to “AUTHORITY? This shift implies an absoluteness to the data, opinions and report that excludes and prohibits any criticism, any contrary opinion or data. It is as far from true science as I can imagine.
No wonder the warmists won’t let go of their position! George Orwell would be horrified.
Perhaps Stocker is setting himself up as the fall guy to be sued by all and sundry and garner more time while millions are spent in the delay and frustration of the civil action. Some others would like that, but falling temperatures might just mean he is it, the falling figurehead – after all Rajendra Pachauri can always hide behind “I’m just a simple railway guy its the scientists that told me so”! as they jump ship…

Exactly. For witch doctors like Stocker, words mean whatever they want them to mean — just like Humpty Dumpty’s words. That way, their feet can never be held to the fire of the Scientific Method.
This is why we keep demanding measurable evidence of humans’ effect on global temperature. Witch doctors like Stocker have a problem providing any such measurements, because there are none.
If it were not for their vague assertions, people like Stocker wouldn’t have much to say.

It does seem strange that someone that is trying to cut emissions does so by increasing their own emissions. Sort of like Gore telling women to have less children while he has 4.

Further delay will close the door permanently on panicked actions to “reduce global warming” for two reasons: 1) They won’t be able to fool the public much longer and 2) Existing actions have all-but-bankrupted the United States and Europe. There simply won’t be the funding for this stuff.

The “immediate action” is a climate treaty that will give UN(EP) global governance and with Agenda 21 we all have a feeling what this will lead to?

The assets of private citizens outweigh the public debt in US and EU by a factor of 2; so by expropriating their citizens, the US and EU can still shove a lot of dough the way of Stocker. See “bail-in”.
