Extreme irony – EPA rules shut down the mother of all weather conspiracy theories

This just in: Nutballs despressed worldwide, no more harping about HAARP controlling the weather or climate?

From the American Radio Relay League:

The High Frequency Active Auroral Research Program (HAARP) — a subject of fascination for many hams and the target of conspiracy theorists and anti-government activists — has closed down.

HAARP put the world on notice two years ago that it would be shutting down and did not submit a budget request for FY 15, Keeney said, “but no one paid any attention.” Now, he says, they’re complaining. “People came unglued,” Keeney said, noting that he’s already had inquiries from Congress. Universities that depended upon HAARP research grants also are upset, he said.

The proximate cause of HAARP’s early May shutdown was less fiscal than environmental, Keeney said. As he explained it, the diesel generators on site no longer pass Clean Air Act muster. Repairing them to meet EPA standards will run $800,000. Beyond that, he said, it costs $300,000 a month just to keep the facility open and $500,000 to run it at full capacity for 10 days.

Jointly funded by the US Air Force Research Laboratory and the US Naval Research Laboratory, HAARP is an ionospheric research facility. Its best-known apparatus is its 3.6 MW HF (approximately 3 to 10 MHz) ionospheric research instrument (IRI), feeding an extensive system of 180 gain antennas and used to “excite” sections of the ionosphere. Other onsite equipment is used to evaluate the effects.

Larry Ledlow, N1TX, of Fairbanks, Alaska, said HAARP ionosonde and riometer data have been “invaluable, especially being more or less local, to understand current conditions in the high latitudes.” He said data from other sites “simply do not accurately reflect the unique propagation we endure here.”

Splashy web postings abound, blaming HAARP for controlling the weather — most recently in the case of Hurricane Sandy and the spate of tornados — and for causing other natural disasters. Quipped Keeney, “If I actually could affect the weather, I’d keep it open.”

Perhaps if the Navy and Air Force were not spending billions a year on the construction/operation of “Green” energy facilities, they would have had the money to keep HAARP running. The local AFB is sold electricity at 3 cents per kWh, yet they are building (under contract) a solar facility that will provide electricity at 25 cents per kWh (again under guaranteed contract).

EPA stops the advancement of science for an inconsequential reduction in emissions. The RICE (Reciprocating Internal Combustion Engines, they love their acronyms) rules that are shutting them down are a classic case of immense bureaucratic effort for zero value added.

Shut down? Maybe temporarily. Since the sun has failed to cooperate with NASA when it smacked the Moon—we expected a reaction–something!!–it now appears that the sun will finish reversal on its dime not ours. And holding back means that the big punch is coming when Sol gets ready to let go. Best not to have those antenna pointed toward all that incoming solar energy.

The problem with conspiracy theorists is that no matter what evidence you give them they will not budge. IN FACT the more evidence you give them is a further sign of a cover-up by the conspiracy!
Warmists have tried very hard to equate sceptics with conspiracy theorists, but have failed. I say please provide the scientific evidence for man-made, Co2 induced extreme weather trends, the theorized (still missing) hotspot, correlation between rising surface temps and co2 in the last 16 years, overall Antarctica ice decline. Now, I would never say that the current lack of warming is a cover-up. I would never say that the missing hotspot is a cover-up. I would never say that the lack of peer reviewed evidence rising trends in extreme weather is a cover-up. These things are not covered up, but exposed!

Auroral research, like other real research is what we need more of. Auroras represent an interaction between the Earth’s magnetosphere and space (solar) weather. NSF, EPA, (and those other acronyms) fund lots of practically worthless “research.”

I third that … learning electronics, reading Wayne Green’s articles in CQ, climbing antenna towers, using mercury vapor rectifier tubes, and building my first regenerative and direct-conversion receivers were priceless experiences. Wouldn’t trade them for anything. They were better, simpler times, I think. Learning Morse code was a bi-itch, though. Took years to master that to the point where I could enjoy a CW QSO.

This one is loads of fun. Diesel generators can supply electricity in the neighborhood of $260/MWh, or 5 to 10 times the other sources. It’s great for high dollar peaking and emergency generation, but unless you are miles from the nearest distribution line, it’s not very affordable. Add to this the demands of the RICE MACT (Reciprocating Internal Combustion Engine Maximum Achievable Control Technology) that for these engines have to add oxidative catalysts to each engine to reduce CO emissions to either a numerical standard or a 70% reduction. CO emissions from well-tuned diesel engines are pretty low. (This is a surrogate for formaldehyde control, which is very, very low in diesel engines unless you dual fuel the engines with methane). The $800k cost is just the beginning of this mess. Testing is ~$5k-$15k per engine. My company shut down 74 of these generators because of cost that exceeded any income from peaking and capacity payments.
PS. Spot prices of electricity in the PJM today were ~$200/MWh due to the heat wave.

Read in the Cliff Mass weather blog today:
“The U.S. is probably the world leader in something called rapid-update, intermittent data assimilation….a fancy way of saying a version of numerical weather prediction where every hour new weather observations are brought in and a new (generally short term) forecast is made. Every hour a new forecast! Such systems take advantage of all data sources (surface data, radar, aircraft data, satellite data, etc). The folks at the NOAA Earth Systems Research Lab (ESRL) have been working hard on this technology for several decades and during the last year or so the predictions have improved rapidly.”
Another way to look at it: the initial forecast 6 hours ahead was pathetically unreliable… LOL

I succumbed to being too lazy to read the article, but “high density” may not be a inferrable from “densest-artificial-ionospheric”. In fact, the latter could be way less dense than a natural plasma and even way way less than fully ionized gas at ionosphere density (which is pretty close to a vacuum).

I respectfully disagree with the previous respondent who claimed that weather predicitions in the USA have improved. You couldn’t prove that by their handling hurricane /tropical storms forecast. Yet these events have been used year after year to tune the GCMs. and to no avail. They still mess up, just check how the US suite of GCMs did with Chantal last week. Pathetic really.

PRESIDENT BACKS CLIMATE CONTROL
Report to Congress Calls for Wide Research Program on Causes of Weather
New York Times, Feb 19, 1966, pg 29
By JOHN NOBLE WILFORD
In submitting the report to Congress the president said that “highly encouraging steps are being taken toward establishing safe and effective programs from modifying the weather.” “We can now begin to see the day,” he said “when such programs may become operationally feasible.”

A broad-based national program of weather modification, the foundation’s report said, should include research and dispersion of fogs, cloud seeding for rain, suppression of hail,
changing the course and nature of hurricanes, redirecting the paths of storms towards drought areas and increasing precipitation from summer showers and thunderstorms.

Spot on. Cronyism. 100% Pure Grade-A Cronyism. And ironic too because it used to be all the rage to make a big deal about cronyism. I’ve mentioned this before, one of the favorite criticisms of Harding was pretty tame by today’s standards. Teapot Dome Scandal

The Teapot Dome scandal was a bribery incident that took place in the United States from 1920 to 1923, during the administration of President Warren G. Harding. Secretary of the Interior Albert B. Fall leased Navy petroleum reserves at Teapot Dome in Wyoming and two other locations in California to private oil companies at low rates without competitive bidding. In 1922 and 1923, the leases became the subject of a sensational investigation by Senator Thomas J. Walsh. Fall was later convicted of accepting bribes from the oil companies.

Competitive bids! We’ve moved passed that little technicality straight to no-bids, Green Corporate Welfare. We now have institutionalized cronyism, because after enough years pass by it becomes acceptable precedent. What should really happen is career destroying investigations and trials of every Joint Chief of Staff, from both (R) and (D) administrations, as well as all the elected officeholders that were involved in this, and the corporations that took advantage of this political correctness. They failed their oath of office and failed to show integrity when it counted. It is pretty much what Eisenhower mentioned in his farewell.

Please, it looks like a political move to claim it’s shutting down. With interest in the climate at an all time high and the bankers pushing the scam having virtually unlimited wealth and influence over the military, there’s no reason to shut it down.
The technology is relatively simple in principle, as we know the ionosphere has an effect on the jet stream and electromagnetic interference can affect the weather. We also know that heat input increases convection, combined HAARP is a very real possibility. We also know that technology released to the public is usually 20 years behind the cutting edge of what the military has.
Above all we know that if they have an idea or the capability, the WILL use it and the goals, to damage economies destroying resistance to political and economic takeover (destabilise regions strategy) and to convince the public significant man made global warming is real would suggest the likelihood is that ionospheric stations have been used in this capacity or at least the potential explored.
The labels “nutballs’ and ‘hams’ not to mention ‘conspiracy theorists’ are terms used by establishment shills and scumbags covering up for the establishment, and are usually used by morons and people with no science or logic behind them.

there are weather modification technologies. there is even a clause in the international peace treaty added way back in the 70’s (sorry i foget name but i actualy read the document a very long time ago) that use of weather modification against another country is forbiden / act of war etc..
so what is the problem here? you deny that weather modification exists (even though it is openly used for such simple things as ski resorts at this point) or you deny that HAARP had the potential to be used to modify weather? I really have no idea if HAARP (developed fom tesla ideas I believe) has that capability, but i sure as hell wouldn’t go around acting the way you guys do about the subject.
it is a bit like how when it became obvious early on that the root problem of climate change, was the powers behind the politicians forcing their agenda through (starting back at rio). but it took this site about another 2 or 3 years to even dare suggest these influences where even part of the problem for fear of being labeled as conspiracy nuts. yet even with this known to you, you still carry on fighting the science (yes very needed) while totaly trying to ignore the fact that it won’t go away without the PTB behind the scenes dropping their agenda. it just hurts a little because esentialy this site is amazing besides this point.

In essence, this experiment done by the Navy contradicts ALL the skeptics who said it quote “could not be done” using frequency in the Atmosphere.
Ironic indeed that the frequency they used from HAARP matches the capability of NEXRAD RADAR.. as they are creating this plasma in the atmosphere using 0-4MHz.. (nexrad pulses between 0 to 12.4MHz putting the HAARP frequency and RADAR frequency on overlapping spectrums)
To top it off, with this Navy experiment — the plasma RING/SPHERE was observed on RADAR from Poker Flats, AK.. refuting even more skeptics who said HAARP cannot be seen on RADAR.

You are SO FAR WRONG it should be making your face turn blue right about now Elmer.
A frequency of 4 MHz (3 to 10 MHz for HAA RP) is about a 1,000 (A THOUSAND) times less (smaller) than 4 GHz (NEXRAD). MHz = 1 x 10^6 cps whereas GHz = 1 x 10^9 cps. See the difference in exponent values?
WSR-88Ds operate at more like 2.7 to 2.9 GHz (2700 to 2900 MHz, “S-Band”) to be specific.
3 to 10 MHz (is SW or “Shortwave”, and in the HAA RP array each ‘node’ uses two different crossed dipoles at each of the 12 x 14 total or so ‘nodes’ in the HAA RP transmitting array) differs greatly from 2.7 GHz used in NEXRAD (and a 28 ft DISH inside the NEXRAD radome which can be pointed *at* the horizon (0.5 degree min. above actually) whereas the HAA RP array is planar and lies horizontally, with the beam formed ‘pointing’ straight up, but capable of being electrically steered +- 35 degrees by changing the phase to each of the crossed dipole xmit ‘nodes’.)

Cite something that shows how relative humidity (moisture content) is raised or lowered. How are ‘blocking highs’ or the recent (this past week) backdoor low created and manipulated. How are temperatures in large, RF-transparent airmasses potentially affected world-wide by an antenna array located at ground level that points literally “straight up”. Of course, some of you guys have NEVER left your Mom’s basement, never ventured out into real-life and never met actual individuals involved with anything more than retail sales of high-end computer MB, power supplies and ‘gamer’ video cards … but some of us *have* been employed in industry, *have* met individuals and researchers from these ‘sites’; these sites aren’t the dark, mysterious weather-controlling all-powerful, all knowing, mind-control centers and -er- … they aren’t what you make them out to be … Want some advice? (and I say this in all sincerity) “Get a life. Get an education. Get out more. Get a job. Do something REAL in your lives.”

The redundant site would make a great “drying green” for a giant’s bed-linen, err, or something. Still why does the “mod” rebuke people for mentioning H***P in the comments in a Story About H***P ? seems a bit daft, no?

I’m already working on a replacement and I’m in Canada so EPA rules don’t apply. (Don’t tell Environment Canada). I’m going to need a lot more aluminum foil, duct tape, hubcaps, duck tape and high power transmission cables so it might take some time.
Seriously, as much as I don’t like the idea of research being halted by the AGW faith and bureaucratic fascism, it’s not like the government is going to cut anything without being forced to. See the American National Raisin Reserve or the Canadian Wheat Marketing Board as examples.

[Per site Policy, please do not discuss HAARP. Thanks. — mod.]
Shouldn’t we shut down the entire thread then?

Can I suggest a cost-saving “twofer” for the project S. O. B. ?
50 yard roll of “Aluminum tape” (Nashua Tape 322 2 inch approx by 50 yds) off the shelf from Home Depot no less …

@ Jim,
“Point me to those *credible* white papers on these subjects; if all that you say is true, it should be a cake walk to post a few links to studies and papers”
I am slightly confused. Is it that you want me to point you to papers on weather modification like the chinese used for the olympic games or ski resorts use? or was it this treaty – http://www.un-documents.net/enmod.htm
these being the only thing that ‘I say is true’.
Perhaps you did not read my post correctly (understandable). It sems you completely missed the point of it (also completely understandable).

Stop everything: Endangered Species The biodiversity of North America is on the cusp of a tragic tipping point of the Anthropocene Age.
The species that faces dangerously low numbers is the Homeschooling Christian Mom Happy to Live in a Single Income Home and Who is Taxed Enough Already (TEA), Who Shops at Walmart and Does Not Pay Twice as Much for Half as Much for Food or Anything Else, and Who Likes Her Pick em Up Truck for Camping and Hauling, and Who Needs 3c kWh Energy from Coal Plants and 2d/gal Gas to Maintain Her Love of Travel and Mobility, Which is Not Enjoyed by Her Poor Counterparts in Many Countries, esp Middle Eastern.
Please, save this beautiful, rare, wonderful species from extinction by heartless environmental activists – such as the Youtube Haarpy – who hate this beautiful and lovely creature, and are determined to destroy her habitat through popularizing economic warfare on this country by claiming to save the planet!

I am slightly confused. Is it that you want me to point you to papers on …

… on the efficacy of ‘shooting’ RF up in the air and getting that to affect the weather in known and controlled ways. Cite reputable sources. Like white papers from .edu websites. Authors involved should include meteorologists and a physicist or two (and no crackpots).
In case you have not realized certain elementary aspects that are involved in the physics here:
1) Air (in the “troposphere” where weather occurs) at RF (Radio Frequencies) from 3 to 10 MHz (where H AARP is operational) might was well be a vacuum (it is *highly* transparent to RF energy. It CAN’T BE HEATED OR MOVED by ‘blasting’ it with H AARP’s RF energy.) At these frequencies precipitation (rain snow hail etc) also presents such as fraction of a wavelength it too can be considered transparent to RF in the 3 to 10 MHz range.
2) The H AARP antenna (comprised of 180 nodes in a 12 x 15 node layout, with each node being a set of crossed dipoles) creates a planar (flat) phased array that points straight up and presents (or radiates) zero, I repeat NADA signal at the *horizon* (basically a planar array yields a signal which is the *sine* of the elevation angle, so an attempt at radiation at only 5 deg above the horizon has an ‘effective’ of only 0.87% of what it can do vertically – where it is 100% effective).
These are givens of the physics involved and are unalterable.
So, how would/does H AARP theoretically affect tropospheric weather in the states if it’s shooting RF energy basically straight up? These are the questions con-spiracists need to (but never) address … it’s as when CAGW advocates avoid logic and fact when discussing CAGW and any evidence to the contrary …

Jim,
Talking of avoidance, you seem to take great care to avoid actualy reading my posts properly or are deliberately being obtuse.
I do have a question for you though as you seem like you know a lot about these things (why oh why did i let myself be dragged into this topic), Would heating the Ionosphere cause it to raise slightly? and could this have any knock on effect to any of the lower levels? I am sure I heard this once as an explanation to some of the things HAARP was capable of doing.
Now if you would like me to explain my posts, they had little to do with HAARP. People here in the comments section, just like in the original article are very fast to use the terms – conspiracy nuts, tin foil hats etc.. whilst at the same time these people take great offence when CACC advocates use the very same term against themselves. If you are unable to see how this is completely undesirable I really don’t know what to say, the only people these catch phrases help are people who get a great kick out of social engineering. It is also the very thing that prevents people getting to the root cause of issues like CACC.
So go ahead if you want guys, continue with your ever lasting game of ping pong.

July 18, 2013 10:39 pm

If this means what I think it means, HAARP is REAL. I suppose you’ll tell me the NSA is spying on everyones communications as well. What’s next, top secret documents on government geo-engineering programs? At this rate Alex Jones will be out of a job soon not having conspiracy theories to talk about. Where’s my aluminum foil hat dammit?

July 18, 2013 11:59 pm

If I find out one more Alex Jones Conspiracy Theory is true, I’m going to scream!

Well they may learn from the british green energy: diesel to be used only as backup and thus does not pollute:
http://www.bishop-hill.net/blog/2013/6/12/the-future-of-uk-energy-diesel.html
(of course nobody cares if the backup runs 80% of the time isn’t it? It is only backup.)

It is called “plausible deniability” in the “black” world. Since no one can get on the site, no one can confirm or deny whether this story is true.
